In addition, it is necessary to promote the spirit of self-criticism and criticism, honesty, frankness and objectivity, clearly pointing out the strengths and weaknesses of the collective and each individual, finding out the causes of limitations and weaknesses and drawing lessons on building programs, plans, contents, targets, requirements and methods for organizing mass mobilization activities. The preliminary and final summaries must discover valuable lessons and creative ideals, select outstanding and exemplary collectives and individuals, and at the same time pioneer in doing well in mass mobilization work; Cadres and party members set an example of caring for and serving the people. Therefore, if the method of conducting preliminary and final summaries of experience in mass mobilization work is well implemented, it will contribute to creating a solid foundation for agencies and units to continue to perform well the mass mobilization task in the coming time, creating consensus among the people, promoting democracy, and firmly consolidating the mass bloc.

Fourth, build good models in implementing mass mobilization work.

This is a typical measure to replicate in the implementation of the Party's mass mobilization work for organizations and unions, continuing to strengthen and innovate the Party's mass mobilization work; consolidating the great national unity bloc, successfully carrying out the task of building and firmly defending the Fatherland in the new period. This is the most basic content that the Party Committees and leaders of the divisions have agreed to deploy in the process of implementing the mass mobilization work, aiming to promote the effectiveness of the model of "Exemplary mass mobilization units" of the divisions, which will develop more and more deeply, adding more good deeds, contributing to strengthening the flesh-and-blood relationship between the Party, the Army and the People, embellishing the tradition and qualities of the "Lao It Xa La Army" in the hearts of the people. From the historical and practical lessons of the revolution, President Ho Chi Minh once affirmed: "The people's strength is very great. Mass mobilization is very important. If mass mobilization is poor, everything will be poor. "If you are good at mass mobilization, everything will be successful" [43, p.234]... To effectively implement the models of "Exemplary Mass Mobilization Units" in various fields of work in the coming time, the divisions need to continue to pay attention to leadership, direction, innovation in content and enhance the exemplary responsibility of cadres and soldiers, especially the leaders in charge of mass mobilization. Strengthen the leadership of party organizations, the responsibility of commanders, the role of direction and guidance of political agencies of divisions towards mass mobilization. Promote the emulation movement to build "Exemplary Mass Mobilization Units" in agencies and units; build and replicate models and typical examples of "Exemplary Mass Mobilization Units" in various fields of work; together with participating in building strong and comprehensive agencies and units, enhancing combat strength, strengthening the close relationship with the people, consolidating the great national unity bloc, maintaining political security, social order and safety.

Therefore, the work of commendation and reward must be formed from the movements to build "Exemplary mass mobilization units", the patriotic emulation movement - love for development and the major campaigns set by the Party and the State. On the other hand, the divisions need to pay attention to encouraging good examples of mass mobilization, in order to create a strong spread in the agencies and units in implementing the emulation movement to build "Exemplary mass mobilization units" with specific and important contents.

The focus and key points are associated with building a patriotic emulation movement - loving development. Moreover, each cadre, party member and soldier must do well their political tasks so that the people can agree, support and have faith in the Party, the State and the political regime of our country; it is important to choose typical and outstanding examples in the emulation movement to create unity and solidarity of the whole nation in the cause of building and defending the Fatherland in the current period.

Chapter 4 Summary

In this chapter, based on the prediction of the domestic and international context, the organizational and operational situation of the Lao People's Army in the coming years up to 2030, the author of the thesis has presented some advantages and difficulties for the CTDV of the divisions.

The author presents the direction of the military training of the divisions, emphasizing that on the one hand, it is necessary to closely follow the content and methods of the military training of the Lao Party and State in general, but it is also necessary to closely follow the military and defense tasks of the divisions in the assigned areas, aiming to ensure that the divisions are always ready to fight and defeat all enemies, and to build a solid people's defense posture, ensuring the maintenance of independence, sovereignty, territorial integrity, and a peaceful environment for the development of the country in the direction of socialism.

The author proposes comprehensive and synchronous solutions to strengthen the CTDV of the divisions. It specifies more clearly the subject system of CTDV of the divisions and makes specific suggestions on organizing units to do CTDV in a more regular, professional and effective manner, which are Working Groups, Working Teams, Working Groups of divisions, regiments, battalions and companies. This is a new practical contribution of the Thesis to the CTDV issue of divisions of the Lao People's Army.

CONCLUDE

Through the chapters and sections of the Thesis, the author presents some main conclusions as follows:

1. The mass mobilization work of the Lao People's Army divisions is a specific issue of the Lao PDR, stemming from the characteristics of a small country with a small population and a simpler military organization system compared to many countries. Specifically, the Lao army does not have military regions, corps, or branches, and the division is the largest, most regular, and most modern unit of the army, performing both military and defense tasks under the functions of the military region. From that, it must be affirmed that mass mobilization work is necessary and important for the division.

2. Although the theories and practical summaries of the CTDV of the Party, Government, socio-political organizations and the army in general in Vietnam, China, and Laos are quite abundant, the theories and practical summaries of the CTDV of the Lao People's Army divisions are very few (or even non-existent), so the thesis on this topic can be considered the first. Therefore, the thesis still has shortcomings, especially in the difficult conditions of the COVID-19 pandemic that do not allow the author to fully access practice.

3. Based on the general theory of the Communist Party's military strategy, the practice of the military strategy of the Lao People's Army in the resistance war against French colonialism and American imperialism and its henchmen, as well as in the recent years of peaceful national construction, the author has tried to systematically present the theory of the military strategy of the Lao People's Army division, from the definition of concepts to characteristics, the system of subjects, objects, contents, and methods.

What the author wants to emphasize is to clearly see the characteristics of the training program of the People's Army division compared to the training program of civil organizations (Party, Government, and Social-political organizations). Besides the similarities and commonality in the content and methods of training programs in general, there are contents and methods suitable for military units at the highest, most formal, and most modern organizational scale of the Lao People's Army. If this is clearly understood, the training program of the divisions will be on target and highly effective.

4. The author tried to stick to the theoretical framework to evaluate the current situation of the CTDV of the divisions, evaluate the advantages, disadvantages and limitations, point out the causes and some experiences. The author found that from the ideological awareness, to the institutions (ie regulations on functions, tasks, organizational structure, human resources) and the organization of mass mobilization of the divisions, there are two sides: advantages and disadvantages, positive and negative. The most important reason leading to the limitations of some divisions is the lack of understanding of the goals, content, methods and promoting the advantages of the military units at the division level when doing CTDV.

5. Based on theory, summarizing practice, predicting advantages and disadvantages due to objective and subjective context of the divisions, the author proposes directions and solutions to strengthen the CTDV of the divisions. In the solutions, the author tries to give specific suggestions, hoping to be new and practical contributions to this issue.

6. The thesis has completed the objectives and tasks set out. However, due to the objective difficulties of the research conditions and the subjective level of the author, especially in theory and practical investigation methods, the thesis still has many shortcomings. We would like to receive sympathy and comments from professors and researchers.
