causes leading to the limitations of inspection work, from which the most optimal solutions can be proposed. To improve the effectiveness of inspection work in the field of Labor - Invalids and Social Affairs, it is necessary to simultaneously carry out many measures from perfecting the system of policies and laws; innovating the organizational structure and methods of operation; improving the quantity and quality of the inspection team; strengthening facilities and working equipment to renewing the awareness of inspection subjects about inspection work; strengthening the leadership of the Head of the State management agency, the Head of the inspection agency; coordinating the activities of relevant agencies and departments; strengthening international cooperation on inspection. However, in each specific stage, it is possible to choose one of the measures that is decisive to the effectiveness of inspection work to make a breakthrough such as innovating the method of operation or the human factor. Only then can the inspection work of the Labor - Invalids and Social Affairs sector be gradually improved and keep up with the management needs of the sector.

Chapter III Conclusion
Through the issues presented in Chapter II, we can come to some conclusions:
Based on the strengths of available tourism resources, the types of tourism in Tien Lang that need to be promoted in the coming time are sightseeing and resort tourism, discovery tourism, weekend tourism. To improve the quality and diversify tourism products, Tien Lang district needs to combine with local cultural tourism resources, at the same time combine with surrounding areas, build rich tourism products. The strengths of Tien Lang tourism are eco-tourism and cultural tourism, so developing Tien Lang tourism must always go hand in hand with restoring and preserving types of cultural tourism resources. Some necessary measures to support and improve the efficiency of exploiting tourism resources in Tien Lang are: strengthening the construction of technical facilities and labor force serving tourism, actively promoting and advertising tourism, and expanding forms of capital mobilization for tourism development.
CONCLUDE
I Conclusion
1. Based on the results achieved within the framework of the thesis's needs, some basic conclusions can be drawn as follows:
Tien Lang is a locality with great potential for tourism development. The relatively abundant cultural tourism resources and ecological tourism resources have great appeal to tourists. Based on this potential, Tien Lang can build a unique tourism industry that is competitive enough with other localities within Hai Phong city and neighboring areas.
In recent years, the exploitation of the advantages of resources to develop tourism and build tourist routes in Tien Lang has not been commensurate with the available potential. In terms of quantity, many resource objects have not been brought into the purpose of tourism development. In terms of time, the regular service time has not been extended to attract more visitors. Infrastructure and technical facilities are still weak. The labor force is still thin and weak in terms of expertise. Tourism programs and routes have not been organized properly, the exploitation content is still monotonous, so it has not attracted many visitors. Although resources have not been mobilized much for tourism development, they are facing the risk of destruction and degradation.
2. Based on the results of investigation, analysis, synthesis, evaluation and selective absorption of research results of related topics, the thesis has proposed a number of necessary solutions to improve the efficiency of exploiting tourism resources in Tien Lang such as: promoting the restoration and conservation of tourism resources, focusing on investment and key exploitation of ecotourism resources, strengthening the construction of infrastructure and tourism workforce. Expanding forms of capital mobilization. In addition, the thesis has built a number of tourist routes of Hai Phong in which Tien Lang tourism resources play an important role.
Exploiting Tien Lang tourism resources for tourism development is currently facing many difficulties. The above measures, if applied synchronously, will likely bring new prospects for the local tourism industry, contributing to making Tien Lang tourism an important economic sector in the district's economic structure.

As an indispensable part of state management activities, since its inception, the Labor - Invalids and Social Affairs Inspectorate system has played, is playing and will play an important role in the development of the Labor - Invalids and Social Affairs sector. Labor - Invalids and Social Affairs Inspectorate is organized from the central to local levels, coexisting with state management agencies in the field of Labor - Invalids and Social Affairs. Therefore, in addition to assisting the Minister and Department Director in inspecting and examining the implementation of policies and laws related to the management field of the sector, Labor - Invalids and Social Affairs Inspectorate

is also a friend of businesses and people, always answering questions, making recommendations, resolving complaints and denunciations to bring legitimate rights to people, advising and helping businesses and people to properly implement the law, towards stability and sustainable development.
However, with the strong trend of international economic integration, the number of enterprises, especially foreign-invested enterprises, is increasing rapidly and continuously. At the same time, large enterprises, in order to meet the competitiveness when foreign goods flood into the Vietnamese market and Vietnamese goods are exported abroad, are forced to apply high technology and new, modern technical equipment. Along with economic growth, negative aspects in the field of Labor - Invalids and Social Affairs also have the opportunity to arise, accompanied by unemployment, the polarization of rich and poor and other social evils such as prostitution, drugs, etc. These are significant challenges for the state management of the sector in general and the system of the Labor - Invalids and Social Affairs Inspectorate in particular.
In response to that requirement, the Inspectorate of the Labor - Invalids and Social Affairs sector must regularly innovate and improve the effectiveness of inspection activities to actively contribute to the state management activities of the Labor sector.
– War invalids and Social Affairs.
With the above purpose, the thesis has systematized a number of theoretical issues on inspection work; analyzed the current status of organization and operation of the Labor - Invalids and Social Affairs Inspectorate in the past time, evaluated the achievements, from which the thesis has pointed out the limitations that still exist in inspection work both subjectively and objectively, and given 8 causes of those limitations. After clearly identifying the limitations and causes
Based on the limitations, the thesis proposes 8 feasible solutions to promote the work of the Labor - Invalids and Social Affairs Inspectorate. In particular, the thesis refers to the organizational model and operation of labor inspection in some countries with similar conditions and circumstances to Vietnam in order to learn and gain experience.
As an officer working in the Labor - Invalids and Social Affairs Inspectorate, the author of this thesis really wishes to research, learn and contribute part of his efforts to the overall development of the Labor - Invalids and Social Affairs Inspectorate system.
The author of the thesis hopes to receive comments from scientists and friends inside and outside the industry to further improve the thesis./.
