Encourage and reward educational institutions and schools that have positive changes in the quality of comprehensive education for students, units that maintain good universal education, mobilize children to attend school at a high level, and have facilities to create the best learning environment for students.
The Department of Labor, War Invalids and Social Affairs needs to coordinate with the Department of Education and Training of the district to strengthen the work of protecting children, especially children in difficult circumstances, to go to school and have the conditions to participate in learning and playing like other normal students; Workshops on study abroad and international training programs for students to have the opportunity to participate, survey and evaluate and advise the District People's Committee to open short-term vocational classes for young people, for subjects in the industry according to the needs of use to create learning needs of the people of the whole district to participate in contributing to improving the knowledge of the district. The Department of Labor, War Invalids and Social Affairs of the district needs to coordinate with functional sectors to review the subjects of students and adolescents who are most involved in social evils to have management and education programs to create conditions for them to integrate into the community.
The Department of Culture and Information needs to coordinate with the Radio Station, the Department of Education and related sectors to promote the dissemination of the Resolution in schools and Party cells in the whole district, in conjunction with the implementation of political tasks of agencies and units; build cultural villages, cultural residential areas, agencies, units, cultural schools, build residential areas, residential groups, wards, towns, schools without students with social evils; build learning promotion associations in residential villages, build learning movements, learning societies, and replicate the "learning gong" model of the Tu Son commune learning promotion association. The Department of Education and Training and the Department of Culture and Information need to take the lead in coordinating with related agencies such as: Newspapers, Radio to increase broadcasting time and open columns to report specific articles according to the goals and requirements of the work of comprehensive fundamental innovation in education and training. Propaganda and mobilization of families with learners to proactively raise awareness of family responsibility towards the education sector, school participation and society management of their children.
The coordination between family, school, society, the coordination of mass organizations, departments and branches will create a combined strength for the implementation process.

3.2.6. Increase investment in facilities for education
Strengthening the leadership of the Party and the direction of district and local authorities is also reflected in increasing investment in facilities for education.
According to the Resolution of the Standing Committee of the District Party Committee, Resolution No. 30 of the Standing Committee of the Hai Phong City Party Committee, in the coming time, it is necessary to increase the investment level from the autonomous budget of the City and the district, at the same time actively take advantage of sources from national programs, international projects deployed in the area; mobilize from socialized sources, contributions from socio-political organizations, enterprises, businessmen and people, ensuring sufficient funding for educational innovation.
Although school facilities, classroom equipment, technical facilities for teaching activities such as libraries, art rooms, music rooms, school offices, playgrounds, radios, tape recorders, etc. have been significantly improved, in order to meet the requirements, it is necessary to strengthen and focus on implementing the following contents:
Firstly , urgently develop a plan for facilities to serve the work of comprehensive fundamental innovation of education in their agencies to meet the requirements and tasks set forth in the Resolution. "Local units must first re-survey the area of their educational facilities, and soon allocate land funds in accordance with the general planning of the district to have enough area to build schools that meet national standards" [6].
Second, Party leaders need to increase investment in building facilities, ensuring uniformity and gradual modernization for schools, educational and vocational institutions. Moreover, Party leaders and authorities at all levels need to increase investment and equip technical facilities. In addition to regular allocations, a significant amount of increased budget revenue should be allocated for spending on this sector in line with the annual economic growth rate. In addition, it is necessary to encourage communes and localities to issue People's Council resolutions to increase funding sources for sectors and organizations in good coordination with schools. It is necessary to improve the efficiency of using facilities, and to enhance the role of managers and teachers in using facilities.
Effectively use their work. Develop a mechanism for using technical facilities throughout the Party and for each specific program and action plan. Regularly launch emulation movements, use and preserve facilities for educational work. Investment in construction and purchase of equipment must go hand in hand with ensuring security and safety in use. Assign specific responsibilities to each teacher in use and preservation.
Third , it is necessary to establish a mechanism for coordinating the stages of directing, organizing, and managing the technical infrastructure system. Establish unified criteria for equipping facilities for schools.
Thus, the material and technical facilities for the implementation of Resolution No. 29 on "fundamental and comprehensive innovation of education and training..." play a very important role. Therefore, each agency, unit and school needs to be equipped with corresponding facilities. In the current era of information explosion, the technical facilities must be constantly innovated and improved to meet the increasing demands of teaching and learning.
Along with strengthening the material facilities, it is necessary to have a reasonable treatment policy for educational management staff, teachers, and staff working on propaganda for resolutions because then it will contribute to promoting their role in propaganda activities to successfully complete assigned tasks. For those who thoroughly implement the Party's Resolutions, it is necessary to pay attention to their thoughts and aspirations in order to have reasonable treatment and support policies. The District Party Committee - District People's Committee needs to have a timely reward and encouragement policy for individuals and groups with high achievements in the process of working and working. Every quarter and every year at the summary conference, it is necessary to promptly commend enthusiastic and responsible individuals and groups who have excellently completed their tasks. They should be considered bright examples for individuals and groups that are still weak to follow and learn from, and commend in the movement of studying and following the ideology and moral example of Ho Chi Minh. Reasonable remuneration policies are considered as a positive lever to promote the working spirit of the management staff, the staff who thoroughly implement the Party's resolutions, namely the propaganda staff, reporters managed by the Party Committee, District Party Committee, and Department of Education. Because in the current conditions, the implementation of comprehensive fundamental innovation in education is full of difficulties.

3.3. Relationship of measures
To effectively implement the Resolution on fundamental and comprehensive innovation of education and training in Kien Thuy district, it is necessary to implement many synchronous measures, but within the scope of this topic, we only mention 6 basic measures. Although each measure aims at a certain goal, all 6 measures are closely related to each other, interacting and supporting each other, being both conditions and results of each other and all sharing the same ultimate goal of creating conditions for Resolution No. 29 of the Party Central Committee on fundamental and comprehensive innovation of education and training to be deployed and implemented effectively. The results of this measure are the success factor for the other measures. Organizing and implementing the measures synchronously and uniformly will bring positive results. If each measure is implemented separately, it will be limited or not effective. Depending on each stage, each locality, each school, and specific educational institution, some measures will be applied. The measures are related as follows:
- On the basis of decentralization of management, the District Party Committee leads comprehensively, leads grassroots Party Committees, grassroots Party Committees lead schools from junior high school level down; the leadership and direction of the District Party Committee over communes and towns, of the District People's Committee, of the Education Department over schools and educational institutions are the subjects of direction, leadership, implementation and the subjects of the district-level action program. On the basis of developing content, work to be implemented within the district and assigning implementation to the District Party Committee, District People's Committee, communes, towns, educational institutions use that as a basis to implement their content with assigned functions and tasks. Therefore, if the leadership and direction of Party Committees and authorities at all levels is not strengthened, the effectiveness of implementation, implementation, and management activities will be limited.
- But if we only strengthen leadership and direction, which in reality is often done through the system of documents and administration, without paying attention to the capacity of the staff, the team that conveys and implements the content of the Resolution to the grassroots, which is the team of reporters, propagandists, school leaders and managers. The leaders of the Fatherland Front and mass organizations... do not arrange and use it reasonably; do not take care of material and spiritual life, do not have appropriate remuneration policies to promptly motivate and encourage, and constantly innovate the methods, content and means of implementation, then the results will not be high.
- No matter how good the contents mentioned above are, if the Resolution does not have the consensus of the people, does not have the coordination of agencies, departments, and organizations, for the cause of education and training, it needs the support of the whole society, the attention of the political system, the Fatherland Front and organizations, of the parents' association, the education promotion organization, and the association of former teachers, then the implementation of the Resolution will not bring about the desired results.
Rapid and strong investment in facilities, creating the best conditions for students to go to school in the best conditions is a task that the district level "can do immediately" based on its own internal strength, mobilizing all resources and support from superiors is a measure to create rapid development in local educational infrastructure to promote innovation in teaching and learning content and methods in schools and educational institutions.
The above measures all have a mutually supportive effect, creating favorable and rapid conditions for the implementation of the resolution on education and training reform. In the 6 proposed measures, each measure has an important position and cannot be overlooked in the process of implementing the Resolution. However, these measures can only be used most effectively when fully exploiting the strengths appropriate to each commune, town, school management leadership and each specific condition of each locality and school.
3.4. Testing the urgency and feasibility of measures
3.4.1. Purpose of the test
To initially assess the feasibility of measures to implement the Resolution to achieve the highest efficiency. The purpose is to detect limitations, supplement and adjust to help perfect the measures and proceed to confirm the implementation of the measures.
3.4.2. Testing steps
To assess perceptions of the need and feasibility of the measures, I conducted a survey process, which included the following steps:
* Step 1: Create a poll for experts (form number 3).
* Step 2: Choose an expert.
Experts are selected from leaders and managers in the District Party Committee, leaders of the District People's Committee, leaders of the Fatherland Front and mass organizations, the Department of Education and Training, a number of principals and vice principals with qualifications and experience in educational management, and experience in personnel management.
We have selected 55 comrades including:
- Leaders of the District Party Committee's Organization Committee. Propaganda Committee, Mass Mobilization Committee, District Party Committee's Inspection Committee: 10 people.
- Leaders of the District PEOPLE'S COMMITTEE: 3 people
- Leaders of the Fatherland Front and mass organizations: 7 people
- District Education and Training Department leaders: 03 people.
- Leaders of professional associations: 3
- Representatives of the parents' association at high school: 2 people
- Principals and Vice Principals with experience in school management in a number of schools in the district: 20 people.
- Team leader and good teacher: 07 people.

In particular, there are 2 measures that are assessed as having the highest level of necessity:
- Measure : Strengthen the leadership of the District Party Committee - District People's Committee, Party committees and authorities at all levels in implementing Resolution X = 2.34 ranked 1.
- Measure: Improve the quality of key staff, reporters, and leaders of schools and educational institutions. X = 2.3 ranked 2nd.
The necessity of the measures is assessed with an average difference of scores in the range of 1.63 X 2.34. That affirms that to effectively implement the resolution, it is necessary to coordinate all 6 groups of measures above; each group of measures has its own strengths, complementing each other; is necessary, suitable to the situation.
