* Principal.
In the high school charter, the Principal has the following duties and powers:
- School organization;
- Develop plans and organize the implementation of school year tasks;
- Manage teachers, staff, students, professional management; assign work, check and evaluate the performance of teachers and staff;
- Management and organization of student education;
- Implement the State's regime and policies towards teachers, staff, and students, and organize the implementation of democratic regulations in school activities;
- Attend specialized classes and enjoy current benefits.
* Vice Principal.
The Vice Principal has the following duties and powers:
- Perform and be responsible to the Principal for the tasks assigned by the Principal;
- Together with the Principal, be responsible to superiors for assigned work;
- On behalf of the Principal, manage school activities when authorized;
- Attend specialized classes and enjoy current benefits. (35;6).
* Relationship between Principal and Vice Principal.
The principal is the person who manages all school activities under the headship regime, responsible to the Party and the State for school activities.
The Vice Principal is the person who assists the Principal and is responsible to the Principal for the assigned tasks. However, the Vice Principals are also jointly responsible to the Party and the State for their work. Therefore, the Principal must assign tasks to the Vice Principals, regularly grasp information and make timely decisions, and avoid irresponsible delegation.
1.3.2 Requirements for building a team of high school management staff in the current period.
* Education must anticipate social development and be ready to meet the needs of the times. Education must always develop and predict the future. Education is always placed in the development to improve human resources, so the issue of building and developing a team of managers in general, and managers at the high school level in particular, is an important and inevitable requirement. Because managers are the main characters, deciding the quality of education. Schools can only complete the set goals, broadly speaking, education and training to meet the development needs of society when the school has a team of managers with sufficient qualities, capacity and qualifications.
* Requirements for building a team of current high school management staff

- Master knowledge of state management, educational management and perfect management skills. Currently, we are building and perfecting the Socialist Republic of Vietnam's rule of law state.
Everyone lives and works according to the law, and everyone must be respected and equal before the law. Every high school administrator must have knowledge of the law, grasp the regulations of the industry and the trends of innovation in teaching methods as well as developing the education career.
- Regularly practice to improve management capacity. Master the management cycles and know how to apply appropriate management methods to achieve high efficiency in management.
Each high school manager must be a model, a role model for the community to follow, must have a broad vision and the ability to analyze and forecast in order to make the right decisions in management.
• Because "Management that only deals with the development of the organization is not enough. It is necessary to forecast the development trends of the organization and have methods to deal with the development trends." (41; 27).
Therefore: "As a manager, you must know how to seize development opportunities and anticipate possible events." (41; 62).
High school administrators must have specific personality requirements expressed in their abilities and qualities.
The above basic requirements are also the basis for the author to study the current situation, evaluate the team of managers and measures to build the team of managers, and at the same time propose some measures to build the team of managers of public high schools in Dong Nai province in the current period.
CHAPTER 2. CURRENT SITUATION OF SCHOOL MANAGEMENT STAFF AT THONG SECONDARY SCHOOL, DONG NAI PROVINCE
2.1. OVERVIEW OF SOCIO-ECONOMIC CHARACTERISTICS OF DONG NAI PROVINCE.
2.1.1. Natural characteristics:
Dong Nai is located in the Southern key economic zone, in the Southeast, with a natural area of 5,862.37 km2 (equal to 1.76% of the country's natural area and 25.5% of the Southeast region's natural area).
Dong Nai province is located in geographical coordinates: From 10 0 31'17'' to 11 0 34'49'' North latitude and from 106 0 44'45'' to 107 0 34'54'' East longitude.
In terms of administrative boundaries, Dong Nai borders the provinces of Lam Dong, Binh Duong, Binh Phuoc, Binh Thuan, Ba Ria - Vung Tau and Ho Chi Minh City.
Dong Nai has a system of waterways, roads and railways connecting with other localities in the country, has Bien Hoa military airport, is an important economic, political and national security area, has an important position in the development of the Southern key economic region, connecting the Southeast region with the Central Highlands.
Dong Nai has 9 administrative units, including Bien Hoa city, the political, economic and cultural center of the province, and 8 districts: Tan Phu, Dinh Quan, Long Khanh, Xuan Loc, Nhon Trach, Long Thanh, Vinh Cuu and Thong Nhat.
Dong Nai terrain is a midland terrain transitioning from the South Central Highlands to the Southern Delta. In general, the terrain is relatively flat.
Dong Nai is located in the tropical monsoon climate zone. The average annual temperature is 25 0 C - 27 0 C, the highest temperature is 30.8 0 C, the lowest is about 20.5 0 C, the number of sunny hours per year is 2500 - 2700 hours, the average humidity is 80 - 82%. There are two distinct seasons in the year: the rainy season from May to November, with relatively large rainfall, averaging 1700 - 1800 mm per year. The dry season, from December to April of the following year, is sunny, hot, and the humidity is low, sometimes below 70%.
2.1.2. Population characteristics.
The population of the province as of 2000 was 2,042,166 people with a community of nearly 40 ethnic groups. Of which, the male population accounted for 48.4%, the female population accounted for 51.6%; the urban population accounted for 30.77%, the rural population accounted for 69.23%. The population density in 1999 was 346 people/km2, the lowest was Vinh Cuu district with 93 people/km2. Dong Nai's population is young but is showing an aging trend due to the rapidly decreasing crude birth rate (1.87% in 2000) and the increasing average life expectancy. In 2000, the average life expectancy of women was 70 - 72 years old, and that of men was 69 years old.
Regarding labor, the number of people in working age is 1,216,579 people, accounting for 59.57% of the population. Of which, 4.32% are unemployed, 9.38% are studying, 1.77% are disabled, 69% are working in the national economic sectors, the rest are housewives, have temporary jobs and have no need to work. Regarding labor structure, the total number of workers working in the national economic sectors is 850,914 people, of which agriculture, forestry and fishery accounts for 53.65%, industry-construction accounts for 24.30%, and services account for 22.05%.
2.1.3. Socio-economic characteristics.
Although still facing many new challenges: economic growth but not yet stable, weak competition, low efficiency, oversupply, low prices... but in recent years, Dong Nai's economy has continued to grow and has had a structural shift. The economic structure has gradually shifted towards industrialization and modernization, promoting the comparative advantages of each industry, region and locality in the province, increasing efficiency and promoting economic development. In agriculture, the proportion of livestock in 1985 was 11%, in 2000 it was 23%. A number of specialized areas for industrial crops, fruit trees... have been formed to serve the processing and export industry. In industry, a number of key and spearhead industries have been formed, a number of industrial parks, agricultural and food processing industry, leather and footwear industry, garment industry, mining and construction materials production industry... have grown rapidly and stood firmly in the market. By 2000, the trade sector accounted for 42% of the total service sector value; postal transport accounted for 7.5%; finance and banking accounted for 8.2%; education, health care, and state management accounted for 10%, and other services accounted for 32.3%.
All economic sectors are encouraged to develop. From having only two sectors, the national economy has shifted to a multi-sector economy. In 2000, the state economy accounted for
about 31% of GDP. The cooperative economy was initially reorganized according to the new cooperative law and accounted for about 0.5% of GDP. Other economic sectors developed quite rapidly, in which the economic sector with foreign investment capital accounted for about 29% of GDP. This is an important step forward in economic capacity in Dong Nai province and creates stability in socio-economic development in general.
2.1.4 On culture and society
* Regarding housing development: By 2000, there were a total of 178,403 apartments with a total area increase of 8,867,971 m2 in 10 years . The province has developed a housing development program with an average area of 6m2/person, in urban areas the housing development demand is about 270,000m2/year.
According to the standard of household living standards in 2000: rich households accounted for 5.99%; well-off households accounted for 23%; average households accounted for 46.01%; below average households accounted for 15.5%; poor households accounted for 9.5%. The percentage of households with basic living facilities in 2000: Households with radios and cassettes accounted for 55%; households with televisions of all kinds accounted for 70.95%; households with electricity accounted for 78.73%; households with clean water accounted for 80%.
2.2. OVERVIEW OF EDUCATION - TRAINING - DONG NAI:
2.2.1. General overview.
Despite certain difficulties, in recent years, the Education and Training sector of Dong Nai province has completed its educational development goals with many results surpassing the previous year.
Up to the 2001-2002 school year, the 5th school year implementing Resolution 2 of the 8th Central Committee, one year implementing Resolution of the 9th National Party Congress and Resolution of the 5th Dong Nai Provincial Party Committee, the education and training career of Dong Nai province has had quite comprehensive and correct development steps. The fields of study and levels of education continue to develop strongly in terms of school size and students in the direction of diversifying types according to the Education Law, meeting the learning needs of the people in the province, the rate of students in junior high school, high school, and cultural supplementary education continues to increase. The graduation rate in primary, secondary and high school is quite high and exceeds the planned target. The work of combating illiteracy and universalizing primary education is maintained. The universalization of junior high school in the whole province is increasingly developing and achieving the target of the Resolution of the People's Council.
People's Council and the Resolution of the Provincial Party Committee. The goals of improving people's knowledge and nurturing talents continue to be maintained. The construction of facilities and equipment has changed and created basic conditions to improve quality. The work of building the team has achieved results, primary and secondary school teachers have stabilized, the shortage of high school teachers has been gradually resolved.
2.2.2. Overview of High School Education in Dong Nai Province

* The whole province has 42 schools (25 public schools, 17 non-public schools). The total number of students is 66,833 students, reaching 98.72%. The number of 10th grade students is 25,407 students, reaching 81.74% compared to the 2002 plan.
Dong Nai is a province with a fairly well-developed and relatively uniform high school system. High schools are distributed as follows:
- Bien Hoa City: 05 public high schools, 03 semi-public high schools and 04 private high schools.
- Dinh Quan District: 02 public high schools and 01 semi-public high school.
- Long Khanh District: 03 public high schools and 03 private high schools.

- Nhon Trach District: 02 public high schools.
