According to teachers' assessment, the management of learning activities for students at secondary schools is currently carried out quite regularly and the results of this activity are quite good. However, depending on each content, the level of management is assessed differently. The content that is assessed to have a regular implementation level is Ensuring students follow the rules and study routine, with an average of 2.84 results at a good level (average 2.66). In addition, the direction of the Board of Directors for teachers to guide students in using modern teaching techniques is also highly appreciated. The average implementation is 2.83 equivalent to the regular assessment level, the results are quite good (average 2.79). In addition, the support and guidance of students on how to access many reference materials in learning is also seriously implemented by teachers. The average implementation of this activity is 2.80 equivalent to the regular assessment level of results at a good level (average 2.72). Some contents that have not been highly appreciated are: Organizing guidance for students to experience accumulated knowledge to solve part of life tasks, the level of implementation is not frequent (average 2.39) , results


The results of this activity were only average (average 2.33). The Board of Directors directed teachers to guide students to self-assess part of their learning outcomes, which was also assessed as being implemented infrequently (average 2.44) , with an average rating (average 2.38). The content of organizing for students to apply knowledge to explain real-life situations, had results that were implemented infrequently (average 2.48) , with an average rating (average 2.33). Thus, it can be seen that although there are different perceptions of each management content, teachers basically believe that this work is being implemented quite seriously in schools.

* Management staff assessment

Managers rated the contents of Table 2.12 lower than teachers. However, some activities were recorded at the regular implementation level and the results achieved were quite good. The content of directing teachers to guide students to use modern teaching techniques, the regular implementation level (average 2.63), the implementation results were quite good (average 2.55) . The perception that teachers organize guidance for students to experience accumulated knowledge to solve part of life tasks, was also rated at the regular implementation level but the results of this work were only average (average 2.30). The remaining contents had similar comments to teachers but the evaluation level was lower. Regarding these contents, interview code CBQL 03 stated that “Managing learning activities in class for students is currently done by teachers, but due to many different factors, this work has not achieved high efficiency despite the attention of teachers and HGH. According to this code, the weakest point of this work is that the management plan is not designed appropriately, close to the capacity and cognitive situation of students. The main reason is that teachers and related departments do not collect enough information, the process of analyzing and assessing the situation is not accurate, so the management plan is still sketchy, even implemented for formality”.

2.4.1.3. Managing self-study activities

To assess more comprehensively the management of students' learning activities in class. The researcher conducted a survey on the management of students' self-study activities. This survey was self-assessed by the students. The results 3 and the survey content are shown in Table 2.13 below.

* Students' evaluation of self-study management activities

The survey results show that some of the students' self-study content is managed quite well. The most highly rated content is; Subject teachers, homeroom teachers, Youth Union... participate in guiding the ways of learning. 28.3% said it is done regularly, 37.9% said it is done regularly, only 33.9% said it is done less often. The average score of 2.94 is the result of this activity at a fair level. Students think that subject teachers have methods of managing and guiding students' self-study activities at home, which are also done regularly. 28.3% said it is done very often, 37.9% said it is done regularly and only 2.94% said it is done less often. In addition, students also highly appreciate the fact that the Board of Directors and homeroom teachers check group study activities, extracurricular activities,


field trips and other forms of learning. According to the students, this activity is carried out regularly (average 284) and the evaluation results are considered good. However, there are some contents that have not been highly evaluated such as: The school has announced a plan to manage students' self-study. Or group study activities, extracurricular activities, field trips and other forms of learning are announced and implemented by the school with a plan. From the above results, the researcher believes that the management of students' self-study activities at schools today has achieved remarkable results. However, in order for this activity to be consistent with the management of students' learning in general, there needs to be some specific adjustments in form and method to further improve the learning effectiveness of students.

* General assessment.

According to teachers, the current management of students' learning activities is carried out regularly (average 2.65), the results of this activity are considered to be quite good (average 2.58). Managers believe that this work is carried out less frequently (average 2.51), and the results are only average (average 2.42) . From the above assessment, the researcher believes that the current management of students' learning activities is carried out, but the results are not high, not fully reflecting the importance of the activity. There should be specific solutions to improve some contents to make the effectiveness of this activity higher.

2.4.2 Management of facilities serving learning activities

Facilities play a very important role in organizing learning activities for students. For the management of learning activities, facilities have a decisive meaning for the effectiveness of this work. If the facilities ensure both quantity, quality and features, it will greatly support teachers and students in learning and research. Table 2.15 is the survey result of the management of facilities serving teaching and learning.

Some of the contents highly appreciated by teachers in table 2.15 are: Building a friendly and standard pedagogical environment, the level of implementation is regular (average 2.79) , the assessment result of this activity is quite good (average 2.72). In addition, the assessment of the Board of Directors creating conditions to support teachers in using modern equipment to better manage students' learning activities is also considered regular (average 2.77), the results of this activity are considered quite good (average 2.72). However, there are still some activities that are not highly appreciated such as: Providing software to manage and evaluate students' learning activities for teachers, only reaching the level of implementation is not regular (average 2.38) , the results are average (average 2.31). Or the Board of Directors' plan to purchase modern teaching equipment to effectively manage students' learning activities is also not assessed as being implemented is not regular (average 2.4). According to teachers, the current management of facilities is only effective in one aspect. Other aspects need to be addressed in the future to further improve the effectiveness of this activity.

* Management staff assessment

The survey results of management staff in table 2.15 show that the assessment of the implementation level as well as the implementation results are not really high. In which, most of the contents of this activity are mostly considered to have a low implementation level and the results are mainly at an average level. The content with the lowest assessment is the Board of Directors' plan to purchase modern teaching equipment to effectively manage student learning activities, the implementation level is infrequent (average 2.3) and the implementation results are average (average 2.3). In addition, the provision of


Software for teachers to manage and evaluate students' learning activities is also not implemented regularly (average 2.28), and the evaluation results are not high on average (average 2.2). The work of ensuring spacious classrooms to meet students' learning and research needs is also only implemented infrequently (average 2.43), and the results of this activity are only average (average 2.4).

* General assessment.

The average score of teachers evaluating the management of facilities serving students' learning, the implementation level has an average score of 2.55 corresponding to the regular implementation level , the results of this activity have an average score of 2.50 corresponding to the average result . Regarding the management staff, the average score of the implementation level is 2.44 corresponding to the less frequent implementation level . The results of the implementation have an average score of 2.40 corresponding to the average result . From the above comments, the researcher finds that this is a rather weak management activity and will have a negative impact on the management of learning activities for students.

2.4.3 Factors affecting the management of learning activities of secondary school students

Educational activities are greatly influenced by both objective and subjective factors. Identifying the influencing factors will help to take corrective measures to ensure more effective implementation of educational activities, including student learning management activities. Table 2.16 below is the result of a survey of factors influencing learning management activities.
