In addition, it is necessary to make the most of the advantages of information technology in receiving, processing and reflecting urgent information that the public is interested in. Receiving correct information, information that accurately reflects social insurance issues is the key and most basic factor for journalists in receiving, processing and reflecting information on social insurance.

2.5. Evaluation of journalists' access to and processing of social insurance policy information

The approach, handling and reflection of social insurance policies in recent years have focused on disseminating the Party and State's guidelines, policies and laws on social insurance through issued and announced legal documents. The content of social insurance propaganda has contributed to changing people's awareness of social insurance, contributing to improving the effectiveness of social security policies. The propaganda of the organization and implementation of social insurance policies, the results of administrative procedure reform, the increased application of information technology to carry out tasks, and electronic transactions have contributed to increasing the trust of businesses and social insurance participants in providing social insurance services. different sources, but fake information, unverified information is also one of the limitations when journalists access information about social insurance. Therefore, it is necessary to select information, search and use information from official sources, from social insurance agencies, from the people. This is the real source of information reflecting honest information, contributing significantly to the development of the social insurance system in Vietnam.

Journalists and press agencies have clearly identified the position, role, function and task of the press in accessing information, reflecting social insurance information, considering this as one of the basic communication channels for social insurance policies. Therefore, the content of messages reflecting social insurance information has become a content of activities and content set by press agencies. Therefore, many press agencies have moved towards specialization in providing information, journalists have been assigned to be in charge of social insurance columns. This has helped journalists shape strategies in receiving and providing information on social insurance, at the same time grasping information, and deeply researching social insurance policies. Therefore, journalists not only receive and process information on social insurance but also have in-depth knowledge of the field of social insurance, which can be considered important bases for journalists' information reception model.

Journalists' access to social insurance information has been coordinated with managers, authorities, leaders and managers of social insurance to access information on social insurance such as: People's awareness; Employees' ability to participate in voluntary social insurance; Social insurance coverage; Regimes, rights and obligations of social insurance participants; Difficulties and bottlenecks in implementing social insurance policies... Read and receive, contribute to propaganda to raise people's awareness of the social insurance policy of the Party and State.

Social insurance propaganda content focuses on disseminating new points of the Social Insurance Law and documents guiding the Law. In recent years, the press and journalists have accessed information and reflected social insurance information, focusing on propagating social insurance law policies for Vietnamese and foreign workers working in Vietnam, demonstrating the support, assistance, concern, and humane policies of our Party and State. In reality, accessing and communicating about the Social Insurance Law also faces certain difficulties, due to the low level of education, especially in remote areas, the dissemination of social insurance law reveals many limitations. For that reason, journalists will encounter many difficulties in assessing the needs, wishes, and questions of the people. Therefore, accessing and processing information for areas with underdeveloped socio-economic conditions is one of the major barriers for journalists today.

Journalists access information, reflect social insurance information focusing on reforming administrative procedures, applying information technology, improving the quality of social insurance services, which has helped social insurance agencies to increasingly improve and move towards implementing online public services, creating favorable conditions for social insurance participants. Through social insurance software applications, social networks... it has helped to receive information more simply than before. Especially online services to answer people's questions, complaints and denunciations about social insurance.


2.5.2. Existing limitations

Besides the positive aspects of journalists in accessing and processing information about social insurance, there are also limitations that need to be overcome.

The content of social insurance outreach and propaganda is not really in-depth, not attractive, mainly focusing on providing information, disseminating social insurance policies and laws in a dry way. There is still a lack of detailed explanation, using difficult-to-understand technical language, lacking popularization. Journalists need to translate technical terms such as: Contribution rate, benefit rate, social insurance code, payment method, etc. into simple, easy-to-understand, familiar languages, suitable for people's activities and lives.

The content of propaganda in some cases is not unified, consistent, inaccurate, and contains errors, leading to misunderstandings or reduced trust in the social insurance system among workers. Especially introducing specific regulations of policies and laws on contribution rates and benefit rates when participating in social insurance for each subject and each specific worker... The difficulty and necessity of propagating social insurance policies is to help social insurance participants understand and apply each type of social insurance participant and benefit correctly.

The connection and consistency in applying social insurance regulations from the Law to the Decree and sub-law documents into life have not been clarified. Survey results on electronic newspapers: dangcongsan.vn, baophapluat.vn and vietnamnet.vn in 2019 showed that journalists mainly accessed and reflected information on social insurance policies (respectively 54.7%, 48.6%, 43.3% of the total number of news and articles on social insurance; followed by information reflecting on real life on social insurance; the number of news and articles reflected by journalists with content about positive examples in the field of social insurance and criticism, proposing solutions to implement social insurance policies accounted for a very low percentage. Journalists approached, reflected on social insurance policies and published them on the above 3 newspapers with correct content, but there were still a lack of in-depth articles, research reflecting on real life on social insurance of workers and people of all walks of life. Mainly, the information posted and reflected was to disseminate new regulations of the State and State management agencies in implementing social insurance policies. Meanwhile, to develop social insurance services, aiming at customer satisfaction is one of the important strategies not only for the social insurance sector but also in all sectors today. To do this, it is not only necessary to have goals and development orientations but also to have practical solutions that are suitable to the conditions and practical situations in each region and locality. Thus, proposing solutions to develop and improve social insurance is a fundamental factor. However, through the research results, it shows that in the three newspapers surveyed, the content of criticism and proposed solutions to implement social insurance accounts for a very low percentage, the newspaper dangcongsan.vn accounts for only 3.8%, baophapluat.vn accounts for 8.6%, and the newspaper vietnamnet.vn accounts for 13.4% in terms of proposing solutions. This shows that although the press has approached and handled


information on social insurance, but the collection of recommendations and proposed solutions from social insurance agencies and people is still very limited.

For information providing agencies, professional and technical organizations, there is still a lack of close and smooth coordination in managing the provision, processing, and access to social insurance information for journalists, press agencies, and media.

“Currently, many journalists are still chasing after quantity and standards, and there are not many in-depth articles about social insurance. Many articles are superficial and only stop at reporting. This situation is due to the slowness of information providers, who do not provide information in a professional manner, so when journalists need information, it is delayed or past the event” (reporter, journalist.

Some leading, managing, and professional agencies on social insurance and localities and sectors have not really paid attention to, focused on, and paid attention to providing and processing social insurance information for journalists.
