Level III - mountainous areas create favorable conditions for tourists to travel and visit. The means of transport on these roads are also relatively safe compared to other mountainous areas. In general, the roads in Hoa Binh Lake National Tourist Area have been gradually invested in and upgraded, creating conditions to attract more tourists.
- By waterway:
In order to serve diverse needs as well as exploit the tourism advantages of the area, Ngoi Hoa Bay Port has been upgraded and completed according to level II standards at the end of the route. In particular, the construction area of the port is 2 hectares, the water surface area is 2 hectares. The port is designed with synchronous items such as passenger terminal, operator building, parking lot, lighting system... with the capacity to receive 120,000 passengers/year, ships carrying 300 passengers... creating favorable conditions for tourists to visit Ngoi Hoa Bay area, Ngoi Hoa Cave - one of the core areas, the most beautiful of Hoa Binh Lake.
The core area of the Hoa Binh Lake National Tourism Area is about 1,200 hectares wide and has many investment projects to exploit tourism potential. Implementing the port and wharf development plan, there are currently a number of interested investors who have invested in the port and wharf system.
- Passenger transport
For tourism businesses in the province, passenger transport vehicles such as cars... are always invested and upgraded to meet all the needs of tourists.
In addition, regarding the type of passenger transport in the tours along the Da River, there are also a team of ships and motorboats ready to serve guests.
Currently, the number of passenger transport vehicles operating in the Hoa Binh Lake area is quite large (269 vehicles), but only 128 vehicles are registered, the remaining 141 vehicles are unregistered. It is worth mentioning that over 70% of the vehicles have not been inspected.
4.1.3.2. Electricity and water supply system
In recent times, the Hoa Binh electricity industry has made many efforts to create a stable power source and transmission system for economic and tourism development in this area.
The water supply for daily life and production in the Hoa Binh hydroelectric reservoir area is guaranteed to be abundant and stable. However, in the coming time, it is necessary to invest in building more water treatment plants in the districts in the planning of the Hoa Binh Hydroelectric Reservoir National Tourist Area and key tourist areas, increase the exploitation of clean water sources, especially in villages and communes where international tourists stay such as Nua, Giang Mo... build a clean water supply system to meet the needs of the people in the province and meet the clean water needs of tourists, including international tourists with high demands.
4.1.3.3. Accommodation
In the period 2010 - 2020, the accommodation system in Hoa Binh province in general and Hoa Binh hydroelectric lake area in particular has developed at a rapid pace. In 2010, Hoa Binh hydroelectric lake area had only 10 rooms, but by 2020, this number had reached 170 rooms. It is forecasted that in the coming time, the number of rooms will increase by an average of over 15% in each period.
The quality of accommodation facilities and rooms in the Hoa Binh hydroelectric reservoir area built many years ago is relatively low, the equipment is not uniform, the interior and exterior design is not reasonable. The quality of newly built accommodation facilities in recent years has been significantly improved, including high-class accommodation facilities.
According to research results and reports from accommodation establishments, room occupancy rates range from 40 - 50%.

In general, tourism service development planning points are distributed relatively widely on islands and tourist destinations, with beautiful natural landscapes, closely associated with cultural characteristics and community identity.
4.1.4. Tourism management organization
State management of tourism in Hoa Binh province has generally achieved positive results. The Department of Culture, Sports and Tourism of Hoa Binh has advised the Provincial People's Committee to carry out many tasks related to the management of tourism business activities in the area. Initially, it has managed and supervised tourism service businesses, especially accommodation, food and beverage and travel services.
It can be said that in recent years, Hoa Binh has had great successes in the field of State management of tourism, creating the premise for Hoa Binh tourism to develop rapidly and sustainably in the coming period. Currently, the State management apparatus for tourism is being gradually improved from the province to the localities to improve management effectiveness.
Hoa Binh Lake Tourist Area currently does not have its own Management Board, so all management activities are monitored, undertaken and reported to by specialized staff of the Department. With a small staff force and uneven professional qualifications, managing a tourist area with the potential to develop into a National Tourist Area is very difficult.
4.1.5. Revenue from tourism
Along with the rapid development of tourism service facilities and especially the diversity of tourism products, tourism revenue of the region has grown rapidly every year, shown in Table 4.6.

As of 2019, the total revenue from tourism in the Hoa Binh hydroelectric reservoir area reached about 160 billion VND, accounting for 7.7% of the total revenue from tourism activities in the province. Of which, the total revenue from domestic tourists is still the main source, showing that domestic tourists are still the main source of revenue in the Hoa Binh hydroelectric reservoir area.
Although in 2020, the economic crisis due to the pandemic had the biggest impact on the tourism industry. However, in the period 2010 - 2020, the total revenue from tourism of Hoa Binh Lake increased significantly, especially revenue from foreign tourists. Income from tourism activities has significantly increased the income of local people in the Hoa Binh hydroelectric lake area, with an average income of 8 million VND/month. The average growth rate reached 16%, accounting for 7.6% compared to the whole province.
4.1.6. Current status of tourism human resources
Labor in tourism includes direct labor and indirect labor. Direct labor is labor working in travel agencies, hotels, restaurants and other accommodation establishments. Indirect labor is labor participating in activities related to tourism activities.

According to statistics from the Department of Culture, Sports and Tourism of Hoa Binh, the number of workers serving tourism services tends to increase sharply. In 2010, the total number of workers was 180, by 2020 the number of workers had reached 900 and the forecast for the coming years is 2,100 in 2025 and 3,900 in 2030. The average growth rate is forecasted for the period 2020 - 2025 is 18.47%, the period 2025 - 2030 is 13.18%.
4.1.7. Current status of tourism investment
Since the hydroelectric lake area was planned to become the Hoa Binh Lake National Tourist Area, there have been many investment projects in this area. According to the synthesis results of the Center for Investment, Trade and Tourism Promotion of Hoa Binh province, tourism, eco-tourism and resort projects in 2018 (14 projects) with a total amount of over 120,105 billion VND, of which 550 billion VND was invested in Thung Nai commune in the Hoa Binh Hydroelectric Lake area.
The province has implemented projects to upgrade provincial road 435 passing through the communes of Binh Thanh, Thung Nai (Cao Phong), Suoi Hoa (Tan Lac), with a total investment of 756 billion VND, a total length of 24.8 km, meeting the standards of a grade III - mountainous road; building the main traffic route of Sung island, Tien Phong commune (Da Bac) with a length of 2.25 km, a total investment of 18 billion VND; investing in supporting the renovation of the yard serving community activities in Ke hamlet, Hien Luong commune (Da Bac), renovating the inter-hamlet Ngoi road, the road to visit Hoa Tien cave, Ngoi hamlet, Suoi Hoa commune (Tan Lac), with a total investment of over 3 billion VND. Building broadcasting towers at all tourist spots in Hoa Binh lake tourist area. Currently, Hoa Binh Lake tourist area has over 200 boats transporting tourists, 107 accommodation facilities (14 hotels, 32 motels, 61 community motels).
Up to now, Hoa Binh Lake Tourist Area has 16 investment projects in services, culture, tourism licensed or granted investment certificates, with a total land use area of about 1,444 hectares, and a total capital source from investors of about 3,303.9 billion VND. Attracting 11 investment projects in tourism development, with a total land use area of about 757 hectares and a total investment capital of about 3,200 billion VND. The projects have investment goals to meet the needs of tourism, resort, entertainment services, combined with afforestation, forest protection, preservation of ethnic cultures, spiritual tourism, etc.
To complete the goal and task of 2020, which is to initially build Hoa Binh Lake tourist area to meet the conditions, the province focuses on synchronously implementing many solutions such as integrating capital sources, the province prioritizes allocation from the state budget to invest in technical infrastructure, especially the traffic system and connecting boat docks.

4.1.8. Current status of tourism promotion work
In recent years, the tourism industry of Hoa Binh has focused on and made great efforts in promoting and advertising tourism, such as organizing competitions, seminars, and working to propagate the province's policies, encouraging organizations and individuals to invest in the tourism sector. The tourism industry has also participated in many domestic fairs, exhibitions, and tourism festivals, thereby promoting the province's potentials, strengths, and investment policies and mechanisms.
The Hoa Binh hydroelectric lake area is planned to become the Hoa Binh Lake National Tourist Area. Therefore, the propaganda and promotion of tourism brands in recent times has been relatively strong. The promotion has mobilized
