The grand announcement night of Ha Long Tourism Year on the evening of February 10 officially marked a series of attractive programs in this famous bay city of Vietnam. This is also an event that opens a series of activities of the National Tourism Year 2003.
More than ten thousand people attended the announcement night of “Ha Long Tourism Year 2003” at Royal Park, Ha Long City, located right on the shore of one of the most beautiful bays in the world. This will be a major campaign to call for investment, exploit and develop tourism, building Quang Ninh into one of the five tourist cities of Vietnam. For the first time, Ha Long has a large-scale propaganda and promotion campaign, both in the domestic and international markets. Many documents, brochures, and tourism books have been compiled and completed to introduce Ha Long to domestic and foreign tourists. Many tourism festivals taking place throughout the year have been and are being prepared to serve tourists. “Ha Long Tourism Year 2003” is an important campaign in the “National Action Program on Tourism for the period 2002-2005”, and is also an activity in response to the 22nd SEA Games held in Vietnam. National Tourism Year 2003 is the first year in a series of National Tourism Year events launched and implemented by the General Department of Tourism. In general, from 2003 to 2010, the themes of the National Tourism Years were all associated with important events of the country or responded to the themes of international and regional events such as: "Ha Long Tourism Year 2003 in response to SEA Games 22" (Quang Ninh province 2003), "Dien Bien Phu Tourism Year 2004" (Dien Bien province 2004), "Following Uncle Ho's footsteps" (Nghe An province 2005), "One destination - Two heritages" (Quang Nam province 2006), "Returning to the capital of the thousand winds - Viet Bac resistance base" (Thai Nguyen province 2007), "The Mekong Delta" (Can Tho province 2008), "Thang Long - Hanoi, a thousand-year convergence" (Hanoi capital 2010). And with the name "Ha Long Tourism Year 2003" is an important campaign in the "National Action Program on Tourism for the period 2002-2005", and is also an activity responding to the 22nd SEA Games held in Vietnam.

Nguyen Van Tuan, the main tourism products of the National Tourism Year must be specific tourism products of the host localities and neighboring territories, and must combine the exploitation of landscape values, traditional culture with festivals, outstanding cultural events in the locality and surrounding areas. Inheriting strategic orientations, at the Workshop, a number of localities hosting the National Tourism Year for the period 2012-2017 suggested and proposed tourism products with the following themes: "Heritage tourism" (Hue, 2012); "Coming to Hai Phong - the City of Red Flamboyant Flowers" (Hai Phong, 2013); "The Great Central Highlands" (Lam Dong, 2014); "Journey to the ancient capital of Vietnam" (Thanh Hoa, 2015); "Delta and sea, islands of the South" (Kien Giang, 2016); “Colors of the highlands” (Lao Cai, 2017)... Therefore, the event of the National Tourism Year of the Red River Delta - Hai Phong 2013 unified the theme “Red River Civilization”, with the idea of starting from the source of the Red River flow, pouring into the river mouth, passing through many different lands will recreate the unique and characteristic features of the Red River civilization in general and associated with the Red Flamboyant Festival, a characteristic feature of Hai Phong city in particular.
b. Organizational work
Because it is the first year to organize the National Tourism Year event, the National Tourism Year 2003 - Hai Long Tourism Year 2003 cannot avoid mistakes such as:
- There is no specific roadmap or plan for cooperation. Organization and direction work is still confusing and difficult. Promotion and propaganda work has not been focused on. Technical facilities and infrastructure are still weak and lacking.
- Emphasizing the ceremony, leading to the gathering of guests and local tourists only lasting for a short time.
- Wrong purpose: According to businesses, those who calculate the effectiveness based on the actual number of tourists and specific revenue, the national tourism year aims to promote and attract tourists, so it must be organized in localities that really have a good enough tourism activity foundation and complete destinations.
However, the selection of the location for the national tourism year in the past was based on political and historical events related to the locality in that year or with the spirit of supporting and creating conditions for localities that were still in difficulty, so tourism products could not be created. Local leaders had the mindset of completing the task, some even smiled and said that they were successful because they had organized a grand opening ceremony. Moreover, they also made achievements with trade fairs, sports competitions, mass art performances, regional beauty contests... that had nothing to do with tourism, and tourists had no need for them.
- Lack of attractive events : The organized tourism year has created a premise for local tourism development in the following years, both in terms of tourism technical facilities such as accommodation facilities, tourism services and the number of visitors as well as revenue from these services.
However, one of the initial goals of organizing the Tourism Year was to promote propaganda and create products to attract international tourists to the locality hosting the Tourism Year in particular and to Vietnam in general, but it has not really achieved the desired results.
Deputy Minister of Culture, Sports and Tourism, General Director of the General Department of Tourism Tran Chien Thang frankly admitted that the Tourism Years organized in localities do not have many unique tourism products to really attract tourists, many activities and events still lack appeal, only stopping at the step of serving guests and local people.
Ms. Nhu Thi Hong Lien, Vice Chairwoman of the Quang Ninh Provincial People's Committee, also admitted that these limitations were due to the locality's difficulties in infrastructure and human resources with uneven qualifications, especially many localities lacking professionalism in organization. Moreover, the fact that most localities organize the Tourism Year, mainly investing in the opening and closing ceremonies, and not paying due attention to the effectiveness of local tourism has also made the organization of the National Tourism Year not become an event that attracts the attention of tourists.
A representative of the Vietnam Tourism Association commented that due to lack of time to prepare and being too caught up in theatrical activities while forgetting the connection between tourism businesses and localities in the region, the attractiveness of these "destinations" has also decreased.
After 10 events of organizing the National Tourism Year, the National Tourism Year 2013 has overcome the above errors. In order to create a breakthrough in developing tourism products, bringing about a ripple effect, extending the product life cycle, and gradually building a brand for Vietnamese tourism, in addition to establishing an Organizing Committee and a Steering Committee to unify the implementation of all aspects of organizing the National Tourism Year, investing in infrastructure construction, it is necessary to promote propaganda work. The organization of the National Tourism Year 2013 program has paid more attention to the festival part, to promote the participation of local communities, raise people's awareness of tourism and nurture long-term products.
1.4.2 National Tourism Year 2010 in Hanoi
1.4.2.1 Overview of the National Tourism Year 2010 event in Hanoi
On July 24, 2009, the Hanoi People's Committee held its final meeting to collect opinions from Central Ministries, Departments and affiliated units before approving the 2010 National Tourism Year program in Hanoi.
The National Tourism Year 2010 in Hanoi is the biggest tourism event of our country in 2010, held throughout the year, with many activities in response from other provinces and cities across the country. This event is directed by the Government, the Ministry of Culture, Sports and Tourism to promote the country's tourism destinations with the aim of attracting international tourists and boosting the domestic market. The activities of the National Tourism Year are organized in conjunction with the activities of the program celebrating the 1000th anniversary of Thang Long - Hanoi in 2010. On July 23, 2009, the Tourism Association and the Department of Culture, Sports and Tourism of Hanoi held a meeting to introduce the scenario for the celebration of the 1000th anniversary of Thang Long-Hanoi and an outline of the National Tourism Year 2010 in Hanoi - a main activity in the series of activities to celebrate the anniversary for the city's tourism businesses.
Accordingly, the National Tourism Year 2010 will have 9 main activities: The announcement ceremony of the National Tourism Year; investment, improvement of quality and development of tourism products; launching the movements "Hanoi people welcome visitors", "Green Tourism Year" for Hanoi; organizing a competition for excellent tour guides; completing a number of tourism projects; organizing the Thang Long - Hanoi International Tourism Festival 2010; Hanoi culinary festival; organizing the installation of signs for qualified tourism service establishments to celebrate the 1000th anniversary of Thang Long and summarizing the National Tourism Year 2010.
The National Tourism Year 2010 also has more than 30 activities integrated with the fields of culture and sports; in coordination with ministries, branches, localities and countries around the world such as: Chinatown festival, exhibition "Bat Trang pottery - traditional and modern", kite flying festival of 3 regions, Cultural and Artistic Night to celebrate 1000 years of Thang Long - Hanoi, participation in JaTa Fair (Japan), promoting Vietnam's destinations in Beijing - Shanghai - Guangzhou (China), participating in Travex Fair within the framework of the Asian Tourism Forum in Brunei; International Badminton Championship - Hanoi 2010, traditional running race of Hanoi Moi Newspaper - for peace....

If the National Tourism Year 2010 with the theme "Thang Long - Hanoi, Convergence of a Thousand Years" celebrated the 1000th anniversary of Thang Long - Hanoi, a major event of the country. The National Tourism Year 2013 is an event associated with the 2nd Red Flamboyant Festival, a typical festival of the Port City.
