Vung Tau is about 200 km by sea, from the center of Con Dao town to the airport is about 15 km to the North. In 2007, the runway and terminal were upgraded to accommodate 2 tourist flights a day, gradually increasing the number of flights to develop tourism, especially on weekends, sometimes 4-6 flights a day.
In 2013, the Party Committee of the People's Committee of Ba Ria - Vung Tau province directed the Department of Planning and Investment to coordinate with relevant sectors to conduct a comprehensive review of projects in the province, and at the same time develop a plan to handle slow-moving projects and report to the Standing Committee of the Provincial Party Committee. In 2014, based on the approved plan to handle slow-moving projects, the Provincial People's Committee reviewed and decided to revoke tourism projects that were not implemented in accordance with regulations and implemented solutions to remove obstacles and handle post-revocation projects. In 2015, the province established an interdisciplinary inspection team to inspect the implementation of 3 projects related to land transferred from the Industrial and Commercial Bank. By the end of 2015, the province had 36 tourism development projects revoked.
Although the national and provincial economies faced many difficulties due to inflation, foreign exchange rates and credit interest rates, the world financial and monetary crisis in 2008 and 2009, directly affecting tourism revenue, with the timely direction of the Provincial Party Committee, the Party Committee of the People's Committee of Ba Ria - Vung Tau province and departments, branches, and authorities at all levels, along with the efforts of tourism businesses, the tourism economy of Ba Ria - Vung Tau province from 2005 to 2015 achieved quite comprehensive results, with a growth rate of 18%/year.
3.2.4. Building a civilized and modern tourism environment; enhancing tourism promotion and advertising.
On the protection of the natural environment
Clearly identifying environmental sanitation, maintaining public order and security, and civilized behavior as important in maintaining and developing tourism in the area, the Party Committee of Ba Ria - Vung Tau province directed sectors and units to effectively implement the measures.
Tasks and solutions on environmental protection, ensuring sustainable tourism development of the province, especially in the context of increasingly integrated tourism.
The People's Committee of Ba Ria - Vung Tau province issued the Regulation on environmental protection in the tourism sector, and at the same time directed the relevant departments to make plans to survey and assess the environmental impact in key tourist areas, and propose appropriate measures to manage tourism resources. Every year, departments such as the Department of Culture, Sports and Tourism; Provincial Police; Department of Finance; Department of Labor, War Invalids and Social Affairs and related departments, People's Committees of localities, through the Steering Committee for Tourism Development, the Steering Committee for Price Stabilization and interdisciplinary inspection teams in directing, guiding, supporting and inspecting tourism businesses to ensure order and environmental sanitation at tourist attractions and areas. In particular, inspection work is tightened during peak days of events, festivals, holidays, Tet and weekends.
On April 15, 2004, the Chairman of the People's Committee of Ba Ria - Vung Tau province issued Decision No. 727/2004/QD-UB on the management and business of tourism at beaches , creating conditions for beaches to regularly maintain security forces, lifeguards at beaches and swimming pools, to ensure the safety of tourists. Tourism businesses have been aware of ensuring safety and a clean natural environment as an important factor to maintain prestige with tourists. Recognizing the importance of the natural and social environment for the tourism industry, the Party Committee of the Provincial People's Committee has directed the Provincial Police to coordinate with the Department of Industry and Trade; Culture, Sports and Tourism; Finance; Labor, War Invalids and Social Affairs; People's Committees of districts and cities to implement many solutions to improve the natural and social environment to serve tourism.
On June 12, 2013, the People's Committee of Ba Ria - Vung Tau province issued Directive No. 17/CT-UBND on strengthening the work of ensuring public order, urban order and security at tourist areas in Ba Ria - Vung Tau province.
Vung Tau, with the aim of ensuring safety for tourists and building a civilized environment in tourism. The Provincial People's Committee also directed the Department of Culture, Sports and Tourism to develop a plan to strengthen propaganda work to raise awareness and sense of action of the community, businesses and tourists when participating in activities and behaving in public places; coordinate with departments, branches, districts and cities to actively handle the situation of soliciting and stalking tourists, especially in Vung Tau city, contributing to building a safe and friendly tourism environment, attracting more and more tourists to the province's tourist destinations.
The Party Committee of the People's Committee of Ba Ria - Vung Tau province directed the Steering Committee for Tourism Development and the Steering Committee for Price Stabilization of the province to establish interdisciplinary inspection teams to inspect tourism businesses to ensure order, security, and environmental sanitation at tourist attractions and areas; directed the Department of Industry and Trade, People's Committees of districts and cities to plan business areas, place signs prohibiting street vendors from causing disorder and disturbing urban beauty on main roads, roads leading to tourist areas, and beaches, and strengthen propaganda and mobilization work in residential areas, combined with inspection and handling of violations. Thanks to that, the number of street vendors and solicitors who cause loss of urban beauty and negative impacts on tourism has been reduced.
The Ba Ria - Vung Tau Provincial Party Committee directed the People's Committees of districts and cities to enhance the role of the Management Board of tourist areas, regularly maintain security forces, rescue beaches and swimming pools, to ensure safety for tourists. Tourism businesses are committed to ensuring a clean and beautiful environment, closely coordinating with relevant sectors to comply with regulations on environmental sanitation management, security and order at beaches. The Management Board of tourist areas has performed well the function of managing the tourism environment at tourist spots and areas, guiding and supporting tourist areas in rescue work and order, security and environmental sanitation, especially during holidays, New Year, and major events of the country.
In addition, the Provincial Party Committee regularly directs the work of education and communication on environmental protection, constantly raising awareness of tourism businesses, local communities and tourists. The Party Committee of the Provincial People's Committee directs the Department of Culture, Sports and Tourism to coordinate with the Department of Natural Resources and Environment and the People's Committees of districts and cities to organize propaganda and mobilize businesses to participate in environmental protection activities, such as: clearing sewers, drainage systems, gas pits, collecting trash on the beach, cleaning campuses, planting trees... to celebrate environmental days, such as: World Environment Day; Campaign to Make the World Cleaner... drawing posters on environmental protection, organizing mobile propaganda, distributing propaganda leaflets, raising awareness of environmental protection in the community.
Thanks to the strong direction of the Provincial Party Committee, the increasingly widespread response of sectors and localities, the work of ensuring order and security in tourism business and tourism environment has had many positive changes. Ba Ria - Vung Tau tourism is increasingly civilized and modern. Tourist areas from 3 stars and above have focused on the work of treating wastewater and waste to standards before discharging into the environment in accordance with regulations; the system of trees and gardens has been invested in elaborately, creating a fresh, clean and beautiful environment; hotel room prices and food service prices are stable, the phenomenon of arbitrarily raising room prices during peak days has gradually decreased.
In Vung Tau city, protecting the marine environment is considered one of the top priorities, with the thorough participation of the authorities. The city has effectively applied communication measures, promoted propaganda to people and tourists not to litter indiscriminately at beaches and tourist areas; deployed many measures, such as: organizing waste collection at beaches, sidewalks, parks; posting signs calling on people not to litter; at the same time, publicizing the penalties for littering in public places, which have initially achieved positive results.
Thanks to that, legal awareness and sense of responsibility of all levels of government, organizations, businesses, individuals and communities in protecting the environment have been enhanced. Vung Tau City is increasingly being built as a "green, clean, beautiful" tourist city.
Strengthening investment promotion and advertising
Tourism promotion is one of the important tasks of the province and is regularly directed by the Provincial Party Committee to further enhance the reputation and image of Ba Ria - Vung Tau tourism in the domestic and international markets. The Provincial Party Committee directs: "Increase investment capital from the budget for promotion, propaganda, and promotion of Ba Ria - Vung Tau tourism image. Mobilize resources from tourism businesses through the Tourism Association and expand information channels to promote tourism products and tourism types of businesses" [123, p.7] and the need to build a tourism marketing strategy and promote the Ba Ria - Vung Tau tourism brand.
In particular, focusing on directing the tourism sector to call for investment promotion, building a data information system for investment projects, and preferential investment policies for tourism. Directing investment consulting work to properly assess the financial capacity and project implementation ability of investors. Many forms of propaganda and promotion are effectively implemented. Many promotional activities are regularly deployed in major newspapers, magazines, and central and provincial media, both to support businesses in promoting their brands and to enrich the amount of information about Ba Ria - Vung Tau tourism.
Tourism promotion publications are invested in depth, have quality, and are presented in many languages to reach many tourist markets such as: Travel Guidebooks in English, French, Russian, Korean, Japanese, Chinese; bilingual tourist maps in Vietnamese - English; DVD document "Ba Ria - Vung Tau Tourism - Integration and Development" in Vietnamese and
English subtitles. The provincial websites, especially the Ba Ria - Vung Tau tourism website, are regularly updated with information and have thousands of visits each month, making them an effective information channel on tourism activities.
Some tourism fairs and seminars that Ba Ria - Vung Tau province regularly participates in are: Trade - Tourism Fairs in Da Nang, Nha Trang; Ho Chi Minh City Tourism Festival; ITE International Tourism Fair... At the fairs, Ba Ria - Vung Tau tourism industry has implemented many communication activities, image promotion, transactions, meetings and signing cooperation agreements with domestic and foreign travel and hotel partners, many tourism businesses have signed contracts in principle with partners, linked, expanded the market and promoted many types of services.
It can be said that during this period, Ba Ria - Vung Tau tourism has developed quite comprehensively, from promoting, promoting investment, improving the quality of human resources to diversifying tourism products... and has achieved many encouraging results (See table 3.1).

In tourism cooperation, the province regularly organizes tourism promotion activities, proactively cooperates with the provinces of the Southeast and the Mekong Delta in tourism development activities. In 2013, the working group
With the participation of the Tourism Association, travel agencies promote tourism in the provinces of Tay Ninh, Lam Dong, Ho Chi Minh City and Binh Thuan, sign development cooperation agreements with other provinces, to support businesses between localities to link up and develop products.
Promotion and foreign tourism promotion activities have been carried out effectively. In 2010, the province organized a tour to survey the Cambodian tourism market and reached an agreement on tourism development cooperation between Phnom Penh city, Siem Reap city and Ba Ria - Vung Tau province. In 2014, a tour to survey the tourism market in Laos was organized. On the occasion of diplomatic relations with other countries, the province coordinated to promote the image of Ba Ria - Vung Tau tourism such as the event "Meeting Vietnam - Japan" held in Tokyo - Japan in September 2012; celebrating 20 years of "Vietnam - Korea" friendship relations in Pohang city - Korea...
Many seminars, finding solutions to improve quality
Period 2001 - 2005: tourism service revenue increased 1.87 times after 5 years, the growth rate was 13.29%/year. Specifically, in 2001 it reached 547.8 billion VND, in 2005 it reached 890 billion VND, in 2007 it reached 1,075 billion VND, in 2010 it reached 1,780 billion VND, in 2015 it was 2,100 billion VND, in 2016 it was about 2,188 billion VND. Tourism service revenue increased rapidly, directly affecting the economic restructuring of the province. In 2005, excluding oil and gas, the proportion of industry - construction was 64.5%, services was 27.7%, agriculture was 7.7% [42, p.12]. By 2010, excluding oil and gas, the proportion of industry was 64.3%, services 31.2%, agriculture 4.5%. Thus, in 2010, the service sector increased by 3.5% compared to 2005 [43, p.8]. By 2015, the service sector continued to increase by 1.06% compared to 2010, and the proportion of industry - construction accounted for 54.4%, services accounted for 34%, agriculture - forestry - fishery accounted for 11.6% [44, p. 24]. The proportion of the service sector increased over the years, proving that the service sector, including the development of tourism services, made an important contribution to the overall growth of the province, ensuring the structural shift and restructuring of the economy set forth by the Provincial Party Committee.
Third, the number of tourists is increasing rapidly.
Implementing well the direction of the Party Committee of Ba Ria - Vung Tau province, tourism activities are organized relatively synchronously. Thanks to that, the number of tourists to Ba Ria - Vung Tau is increasing.
If, in the period 1996 - 2000, the number of tourists to Ba Ria - Vung Tau only increased slightly, then by 2001, the number of visitors began to increase significantly with over 3.9 million visitors, an increase of more than 1 million compared to the average of the previous 5 years, of which there were 146,800 international visitors, an increase of 70,000 [42, p. 12].
