2.2.1.2. Tourism income

Binh Thuan tourism income has increased continuously over the years. In 1995, it only reached 30,667 billion VND, by 2000 it reached 178 billion (5.8 times higher than in 1995), in 2010 it reached 2,500 billion VND (14 times higher than in 2000).

The average growth rate of tourism income is high, reaching 44.5%/year in the period 1995 - 2000, 29.84%/year in the period 2001 - 2005 and 32.54%/year in the period 2006 - 2010.

Income from international visitors tends to increase in proportion, in 2005 it accounted for 38.4%, in 2008 it increased to 43.73%, in 2010 it increased to 46%. On the contrary, the proportion of income from domestic visitors is decreasing, accounting for 61.6%, 56.27% and 54% in the same period. This shows that although the number of international visitors only accounts for 10% of the total number of visitors,

Tourists but the level of payment is high and increasing rapidly, contributing significantly to tourism revenue, special attention should be paid to exploiting this market.

2.2.1.3. Total tourism GDP

In 2000, tourism GDP reached 165,000 million VND, in 2005 it reached 297,496 million VND (1.2 times higher than in 2000), in 2010 tourism GDP reached 1,290,000 million VND (4.3 times higher than in 2005).

Tourism GDP achieved high growth rate: 30%/year in 1995-2000 period, 27%/year in 2001-2005 period, 34.13%/year in 2006-2010 period.

The proportion of tourism GDP in the province's GDP tends to increase. In 2005, it accounted for 3.67%, in 2010 it was 5.7% (see chart 2.6), affirming the increasingly important role of tourism in the local economy.

2.2.1.4. Tourism human resources

Regarding the number of workers in the industry: according to the statistical survey data of the Department of Culture, Sports and Tourism of Binh Thuan, in 2000 the tourism industry only had 1,576 direct workers, compared to 1995, the number of workers has increased 4 times.

In 2005, the whole industry had 4,140 workers, in 2010, the whole industry had 8,600 workers.

direct and 17,600 indirect workers .

From 2001 to 2010, the average annual tourism workforce (both direct and indirect) increased by 2,300 people.

Binh Thuan tourism human resources are increasing rapidly in quantity. The average annual growth rate of tourism labor is quite high: 39.6%/year in the period 1995 - 2000, 21.4%/year in the period 2001 - 2005 and 20%/year in the period 2006 - 2010.

On the quality of tourism human resources:

In Vietnam's tourism industry, as of 2011, human resources with primary, intermediate and college level tourism training accounted for 47.3% of trained human resources, equal to 19.8% of the total human resources of the industry. Human resources with university and postgraduate training in tourism accounted for 7.4% of human resources with tourism expertise, equal to 3.2% of the total human resources. Human resources with sub-primary level (vocational training, under 3 months) accounted for 45.3% of specialized human resources, equal to 19.4% of the total human resources of the industry. If only counting human resources with primary level or higher, trained human resources accounted for about 23% of the total human resources of the industry. If counting the number of human resources with vocational training, under 3 months, trained human resources of the tourism industry reached about 42% of the total human resources of the industry [3].

The quality of tourism human resources in Binh Thuan is not higher than the above results of Vietnam. As of 2011, the province has 3 tourism training institutions at intermediate, college and university levels, namely Phan Thiet University, Community College and Vocational College, and 2 primary tourism vocational training institutions, namely the Job Introduction Center under the Provincial Labor Federation and the Employment Service Center under the Department of Labor - Invalids and Social Affairs. Tourism human resources in Binh Thuan province with university and post-graduate degrees account for only 4.59%. Of the direct workers, only 33.95% have been trained in tourism, of which workers through short-term training and on-the-job training account for 21.58% of the total workforce.

Since 1995, tourism human resources have been trained and developed mainly through the following forms:

- Training: organized by state agencies, mainly for civil servants, public employees and business managers.

- Self-training: tourism businesses proactively organize training and retraining, professional training for the workforce in the business through the staff team.

qualified managers, practical experience and the unit's training team. This is the main type of training of the enterprise.

- On-site training: tourism businesses cooperate with training facilities to organize training classes right at the business according to specific requirements, suitable to the business scale and training time of the business.

- Formal training: most state management officials, managers, heads and deputy heads of business departments are trained at universities, tourism vocational training schools in Ho Chi Minh City, Vung Tau and at existing training facilities in the province.

It can be said that the number of tourism human resources in the province has increased rapidly, reflecting the growing role of the industry and the effectiveness of the socialization of tourism activities. The quality of tourism human resources in the province has been increasingly improved. The number of teachers, lecturers and tourism trainers has increased in number and improved in terms of professional qualifications, foreign languages ​​and knowledge and integration skills. In difficult conditions, tourism training establishments have made efforts to ensure and improve training quality, contributing to the overall achievements of the industry, initially building the Phan Thiet - Mui Ne Tourism brand. About 70 - 80% of graduates from tourism training establishments find jobs in the right profession, basically meeting the requirements of the job and working effectively, with the ability to continue self-training, integrating with the labor force and the community. The province has built a Project on training, fostering and developing human resources for tourism in Binh Thuan for the period 2010 - 2015, with a vision to 2020, which is an important basis for gradually improving the quality of tourism human resources .

However, the quantity and quality of human resources are still low, not meeting the requirements of integration and development. The technical facilities and equipment of most tourism training institutions are lacking, old, outdated, not synchronized and still have a large gap compared to actual requirements. The training programs and curricula for tourism at all levels are in the process of being built and completed, not updated in theory and practice. Although the scale of new training has increased sharply, it has not met social needs. The retraining and development of workers at enterprises still has many shortcomings, lacking teachers and learning materials. Many enterprises (especially hotels and restaurants) recruit

Unskilled workers enter the workforce, without vocational skills, but do not care about on-site training. The rate of trained tourism human resources in the province is not high (under 40%), while the quality of training from tourism schools is limited and the majority of workers are unskilled and through vocational training and on-site training. This is one of the biggest difficulties of the industry, limiting sustainable tourism development.

2.2.1.5. Tourism management and organization

State management of tourism has gradually received attention from the Provincial Party Committee and Provincial People's Committee. The management apparatus of the Department of Culture, Sports and Tourism has been constantly improved, enhancing the effectiveness of state management of tourism.

Tourism management boards under the People's Committees of districts and towns and for each specific tourist cluster such as: Ham Tien - Mui Ne Tourist Area Management Board, Lagi - Ham Tan Tourist Area Management Board, Tuy Phong Tourist Area Management Board... have been established to guide business activities in accordance with the law, solve environmental issues, security and order.

Regulations and rules for tourism business activities are increasingly supplemented and improved. Inspection work, timely correction of violations, helping businesses strictly comply with state regulations on business registration, environmental sanitation, food safety, ensuring tourist safety, price listing, strengthening fire prevention and fighting, etc. are of interest to industry leaders at all levels.

However, state management of tourism still has some limitations: Environmental management of tourist areas still has many shortcomings. The subdivision of coastal resorts has hindered large-scale tourism development activities. Large investors do not have land to build international-class, professional resorts. The development of handicraft clusters and rural craft villages is still slow to be implemented, limiting the attraction of tourists to visit and buy traditional craft village products. The effectiveness of propaganda and education to raise awareness of local communities about sustainable tourism development is not high. The responsibility of local communities in preserving and conserving tourism resources is generally limited. The management and organization of planning implementation still have many shortcomings; the role of

Coordination between leaders from central to local levels has not been effectively promoted. Limitations and inadequacies in state management of tourism are huge barriers to sustainable tourism development.

2.2.1.6. Technical facilities of tourism industry

Accommodation

Along with the increase in tourists, the number of accommodation establishments in the province has increased rapidly. In 2010, Binh Thuan had 155 hotels and resorts in operation with 6,817 rooms. In addition, there were 370 motels with over 3,100 rooms.

In 2010, there were 100 accommodation establishments with 4,391 rooms, 72 establishments with 3,817 rooms rated stars, of which 13 establishments with 1,333 rooms met 4-star standards, 11 establishments with 799 rooms met 3-star standards, 25 establishments with 1,064 rooms met 1-star standards, 23 establishments with 621 rooms met 1-star standards, and 28 establishments with 574 rooms met business standards. The remaining 55 unrated accommodation establishments with 2,426 rooms met 2,426 rooms.

A series of high-end resorts with spa services, mud baths, sea sports, golf, and scuba diving attract tourists not only with beautiful natural landscapes but also with quiet resort spaces and increasingly diverse health care services.

Foreign tourists have a very high demand for relaxation and really like seaside resorts. The number of high-class rooms cannot meet the sudden increase in visitors in the last months of the year. Binh Thuan has nearly 100 resorts, known as the "capital" of resorts in Vietnam. Hotel and resort businesses play a decisive role in attracting tourists to have fun, relax, take care of the sea, and do sports tourism on the sea. Hotel businesses have gradually invested in expanding production and business, improving product quality in the fierce competition of the market mechanism.

In July 2011, the 12th The Guide Award 2011 was presented to 134 Vietnamese tourism enterprises. This is an annual award organized by Vietnam Economic Times to promote the strength and role of the press, strengthen the connection between management agencies and enterprises, between producers and consumers, between tourism enterprises and tourism enterprises. Binh Thuan has 14 hotel and resort enterprises awarded the award (Novotel & Ocean Dunes Golf Phan Thiet, Sea Links Beach Hotel, Cham Villas Resort, Coco Beach Resort, Hana Beach Resort & Spa, Hoang Ngoc Resort, Lazi Beach Resort, Novela Resort, Princess d'Annam Resort, Romana Resort & Spa, Sunny Beach Resort, Terracotta Phan Thiet, Jibe's Beach Club Mui Ne).

The average annual room occupancy rate is quite high and tends to increase (from 49.44% in 2005 to 56.32% in 2010).
