In 2018, only 27 organizations were assigned to collect money with 905 land plots and used more than 8.46 hectares of land in the city, mainly in Hung Binh ward, Hung Loc commune, and Le Nin Street. The main purpose is still to build urban areas - rural and urban residential land. During this period, 4/7 companies used this purpose, namely Construction Joint Stock Company 465, An Phat Nghe An Construction Investment and Trading Joint Stock Company, VHC Trading Company Limited and Quynh Anh Production Service Trading Company Limited with the largest area being Picenza Vietnam, investing over 172 billion VND for 1,190 land plots with a total area of 2.90 hectares.

In 2019, only 32 organizations were assigned to collect fees for 5,956 plots of land and used 245.17 hectares of land in the city, mainly in Hung Phuc ward, Cua Nam ward and Le Mao extended road. The main purpose is still to build urban areas - rural and urban residential land. During this period, there were 4 companies using this purpose, namely Vinh Urban and Trading Joint Stock Company, Masan Brewery MB Company Limited, Cua Nam Petroleum Investment Joint Stock Company and Intimex Vietnam Joint Stock Company, investing in over 2,115 plots of land. During this period, Nghe An Urban Environment and Construction Joint Stock Company was the only economic organization assigned land without collecting fees for the purpose of building irrigation canals of the North Canal (Table 3.6).

3.2.2. Situation of land management and use of economic organizations leased land by the State

During the period from 2016 to 2019, the state leased land to economic organizations for business purposes. A total of 43 organizations (Table 3.10)

Through table 3.7 and figure 3.4, it can be seen that the total area leased by the State for

Annual revenue is 17.97 ha with 43 economic organizations, in 2017 and 2018 (30%) more than in 2019 (24%) and the least in 2016 (16%)

Through table 3.8 and figure 3.5 we see that in 2016 and 2017 the number of economic organizations hiring

land are 8 and 7 respectively, less than 2018 with 12 organizations and the most in 2019 with 16 organizations. During this period, economic organizations operating in the service, finance, and trade sectors accounted for the most in the years, followed by organizations operating in the industrial sector and unevenly in economic organizations operating in infrastructure construction and building houses for sale.

3.2.3. Status of granting certificates to organizations to which the State allocates or leases land

Research results show that in the period 2016-2019, the total number of assigned and leased organizations was 133, of which the number of granted organizations was 90 and the number of granted land use right certificates was 71 (Table 3.9).

Through Figure 3.6, we can see that in 2019, the number of organizations granted 32 and the number of GCNs granted 26 papers accounted for the largest number, second was in 2018 with 27 organizations and 22 papers respectively. Next in 2017 was 19 organizations with 15 papers and in 2016, the number was the least, 12 organizations with 8 papers. Thereby, it can be seen that land management is increasingly fast and effective due to the application of high technology in land allocation work in accordance with the needs of economic organizations.

3.3. Evaluation of the effectiveness of land use of allocated and leased land of economic organizations in Vinh city, Nghe An province in the period of 2016 - 2019

3.3.1. Assessment of land use management situation of economic organizations in the period 2016-2019

a, Situation of land use for the right purposes assigned and leased by various types of organizations

Research results show that Vinh city has 106/176 (accounting for 60.2%) economic organizations using land for the right purpose, 347.37 hectares, accounting for 95.4% of the land area being managed and used by organizations (Table 3.10).
