INTRODUCTION

1. Reason for choosing the topic

1.1. About theory

Unemployment is a socio-economic phenomenon that always exists in all countries, regardless of the level of development or political regime, and at the same time, can cause serious consequences for society and the unemployed themselves. Therefore, governments of all countries always set for themselves an acceptable unemployment rate and at the same time choose measures to prevent, limit and overcome the consequences of unemployment. Among these measures, unemployment insurance is an inevitable and objective measure, currently implemented in 80 countries and increasingly playing its extremely important role. For workers and unemployed people: Unemployment insurance indirectly prevents and limits unemployment for workers; directly compensates part of the income for unemployed people; encourages participants in unemployment insurance to be enthusiastic and feel secure in working (for those who are employed) or motivates them to quickly find jobs (for those who are unemployed); maintain, strengthen and develop the trust of workers and unemployed people in the profound humanity and humanity of the country's leadership apparatus. For employers: Unemployment insurance reduces the financial burden on employers in cases of force majeure leading to the inability to ensure employment for workers; not just paying any allowances to workers when they quit their jobs, because the unemployment insurance fund has paid. For the country: Unemployment insurance is a catalyst to help ensure sustainable employment for workers, thereby limiting unemployment, ensuring social security, contributing to stabilizing the macro economy, creating sustainable development for each country. With such a great role, today, unemployment insurance has become an indispensable part of the social security policy system of developed and developing countries, including Vietnam.

State management of unemployment insurance helps realize the goals and ideas of politicians on unemployment insurance through the institutional system as the basis for organizing and implementing unemployment insurance in accordance with the orientation, policies and guidelines of politicians. In the contents of state management of unemployment insurance, institutions play a very important and decisive role.
