- In addition, the number of domestic tourists, in addition to the majority coming from Ho Chi Minh City, there are also tourists from neighboring provinces. Through direct research on tourists, it shows that tourists from neighboring provinces such as Dong Thap, Tien Giang, Ben Tre, etc., most of them come to Vinh Long with the purpose of taking their children to participate in games, or shopping at supermarkets... Therefore, in the future, if we want to attract tourists from neighboring provinces, we need to develop children's playgrounds and strengthen large shopping areas to better satisfy the needs and expectations of tourists.
* Strategy for developing unique tourism products
- Developing new products that attract the market is a prerequisite for the development of economic sectors serving the market.
- New tourism products with unique features and characteristics will enhance competitiveness to attract more and more tourists to Vinh Long and return, creating sustainable stability in the market.
- Diversify tourism products to increase tourist spending, improve development efficiency, and effectively exploit resources.
- Focus on cooperation and association with neighboring provinces in the region to develop diverse tourism tours, expand operating routes, and reduce duplication of tourism products with neighboring provinces to limit boredom for tourists.
* Human resource strategy
Human is the leading factor in the development management process, so training and fostering in tourism business management and services to satisfy tourists is a condition to improve development capacity in the context of an increasingly deeply integrated economy and increasingly fierce competition.
3.1.2. Specific tourism development orientation to 2020
3.1.2.1. General orientation
a. Number of guests
Through research and analysis of the current situation of tourists in Vinh Long province in the period from 2007-2011, it shows that the number of tourists has increased, although the growth is uneven, over the years it has exceeded the forecast target set by the Department of Culture, Sports and Tourism.
+ Regarding international visitors: According to forecasts and calculations of experts, in the coming years, Vietnam will be a safe destination, contributing to attracting more international visitors to Vietnam than in previous years. Vinh Long province also has many advantages in attracting international visitors.
+ Regarding domestic visitors: Based on the current situation of domestic visitors to Vinh Long, it shows that the trend of domestic visitors is increasing rapidly, especially in the island areas, and the growth rate is also quite fast compared to the provinces in the Mekong Delta region, but mainly tourists only go for the day, the number of visitors staying is very small.
+ Visitors to tourist attractions and tourist areas: During the period from 2007-2011, there was also rapid growth, an average of more than 10%, the number of visitors each year was always higher than the previous year, mainly tourists traveling on tours with garden tourism products, so visitors who come and go during the day rarely stay.
Based on the results of the past years, the People's Committee of Vinh Long province in coordination with the Department of Culture, Sports and Tourism of Vinh Long has set out the orientation to attract tourists to Vinh Long in the period of 2011-2015 and the period of 2015-2020 as follows: Strive for an average growth of 13.5%/year in the period of 2011-2015 and 15.0%/year in the period of 2016-2020. Strengthening the development of services in the direction of diversification, prioritizing the development of industries with high added value, forming new activities in the direction of tourists' interest, forming playgrounds for children at tourist destinations are also important factors contributing to attracting a large increase in the number of tourists.
Diversify tourism products, develop tourism links with localities in the region, especially with Can Tho city; improve service quality, strive to attract 1.3 million tourists/year in 2015 and 2.6 million tourists/year in 2020; develop types of tourism such as sightseeing, resort, eco-tourism, visiting historical sites, etc.

b. Revenue
Tourists coming to the area are mainly domestic tourists, but the income forecast of tourist destinations and the "Mekong Delta planning project" shows that Vinh Long tourism industry is mostly from international tourists, with a contribution rate 1.5 times higher than tourism income from domestic tourists. In the coming years, when the number of international tourists coming to Vietnam is increasing, it is certain that the income from international tourists will increase. In addition, the number of domestic tourists increases, the living standards of the people are getting higher, the amount of spending of tourists when traveling is high, leading to the income from domestic tourists will also increase quite high. It is forecasted that by 2015 and 2020, the income from tourists traveling to Vinh Long will have the following structure:

Based on the current status of tourism revenue in the period 2007-2011, it shows that: Total revenue in Vinh Long province has an average growth rate of more than 15%, with tourism revenue in 2010 being 120 billion VND, in 2011 being 165 billion VND. From those results, Vinh Long Provincial People's Committee has set the tourism revenue orientation from 2011-2015 at 15%, and the period 2015-2020 at 20%. From there, the Department of Culture, Sports and Tourism, specifically the Tourism Department, has set the tourism revenue orientation to 2015 at 243 billion VND, in 2020 it is estimated that the revenue will reach 490 billion VND.

c. Labor
In tourism activities, human resources in the accommodation service business account for the highest proportion of labor, focusing mainly on room service, serving and cooking. Tourism products provided to tourists are not only created by labor in the tourism industry but also by labor from other industries that contribute indirectly to providing tourism products. Calculating tourism human resources is often based on calculating labor in the accommodation business, from which the number of laborers in the tourism industry including both direct and indirect labor can be deduced.
Based on the actual average labor demand for a hotel room in the country and region, which fluctuates between 1.3-1.8 direct workers and the number of indirect workers (1 direct worker accompanied by about 2 indirect workers), the Department of Culture, Sports and Tourism forecasts the tourism labor demand of Vinh Long province in the period of 2011-2020.
According to the above orientation, the human resource demand for Vinh Long tourism in the period of 2011-2015 is 460 workers, of which direct workers are 355 people, and
are indirect workers. In the period 2016-2020 increased by 440 people, of which direct workers increased by 470 workers, the rest are indirect workers.

d. Accommodation
The network of accommodation facilities has increased to meet the needs of local tourism development. The areas with increased accommodation facilities are in places that are investing and newly developing tourism such as: Cu Lao Dai, Cu Lao May, My Hoa area, Binh Minh area... with special attention paid to high-quality accommodation facilities to better serve the needs of tourists.

- From 2015, increase the average annual room occupancy rate to 60% and maintain stability until 2020.
e. Investment in tourism
Due to the lack of and weakness in the starting point of infrastructure and technical facilities serving tourism development, investment plays an important role in the development of tourism in Vinh Long province until 2020. In addition to investing in infrastructure serving tourism development such as transportation, electricity, water supply and drainage, environmental sanitation, it is necessary to prioritize investment in technical facilities such as accommodation facilities, additional services and strengthen the development of tourism and travel businesses.
Items that need direct investment focus include:
- Develop a system of high-quality tourism products such as accommodation facilities, entertainment services, types of tourism associated with river resources, build points to introduce tourism products and goods on vibrant tourist routes.
- Developing spiritual and cultural tourism products through investing in upgrading and renovating revolutionary historical and cultural relics.
- Invest in developing eco-tourism products, community tourism and visiting traditional craft villages.
- Invest in tourism promotion and advertising, improve the operational capacity of the tourism industry.
- Improving the operational capacity of Vinh Long Tourism Association helps development work from top to bottom and between participating businesses operate smoothly and achieve high results.

f. Organization and management
- Gradually perfecting the management system from central to local levels through the establishment of direct management agencies to promote tourism activities.
- Tourism management is carried out regularly through the classification and ranking of tourist areas and tourist attractions according to standards. In addition, regular assessment of operating conditions for tourist accommodation establishments is carried out. Including 1-star and 2-star hotels; homestays and motels must meet optimal standards for tourists if necessary to upgrade and supplement standards according to regulations.
3.1.2.2. Orientation of tourism development by territory
a. Tourist attractions
- Strengthening developing tourist destinations that have not yet fully exploited their potential such as: homestay tourist destinations Ba Linh, Tam Ho, Ngoc Sang... with the construction of good infrastructure and technical facilities to meet the increasing demands of tourists, especially international visitors.
- Calling for investment in tourist attractions on Dai and May islands which have potential but have not been exploited yet because the road traffic system is not convenient, the ferry system to these islands is small and takes a lot of time, so it needs to be focused on investment and upgrading.
b. Tourist clusters
- Consolidate and promote the development of Vinh Long City - An Binh Island tourism cluster through the program to call for investment in An Binh eco-tourism area, activities related to resort tourism and exchange of souvenir products with an estimated investment of about 1,000 billion VND.
- Call for investment in building Que Thien and Luc Sy Thanh eco-tourism areas in newly developed sub-tourism clusters.
