INTRODUCTION

1. Reason for choosing the topic

The development practice of many countries in the world in recent years shows that industrialization and modernization (I-Modernization) is a decisive factor towards the formation of a modern production method. In particular, the development of industrial parks (IPs) is an important solution to attract investment capital, receive scientific and technological advances and create important factors for deep integration into the international economy. In Vietnam, in the process of national development, the issue of developing industrial parks plays an important role, not only serving the industrialization and modernization process but also contributing to accelerating the process of economic restructuring towards progress, effectively and synchronously solving the problems of agriculture, rural areas and farmers in the process of socio-economic development, soon turning our country into an industrialized country in a modern direction. Formed from the Party and Government's policy on planning industrial development zones, creating breakthroughs in industrial development, industrial parks have made positive contributions in attracting investment, especially foreign direct investment, creating jobs, contributing to modernizing infrastructure, increasing the value of industrial production, shifting the economic structure of localities and the whole country to ensure implementation.

Bac Ninh is a northern gateway province of the capital Hanoi, a land of talented people with a long-standing culture, a fertile land located in the growth triangle of the northern provinces of Vietnam. It is considered a province with a high economic growth rate, especially in the industrial sector. Bac Ninh has planned, built and developed many concentrated industrial parks (IPs), including Que Vo IP. Que Vo IP was established under Decision No. 1224 / QD / TTg of the Prime Minister dated December 19, 2002 with an area of 300 hectares. Following that, Que Vo II IP and Que Vo III IP were born in turn. 2. History of research on the problem

In the current era of globalization, the experience of developed countries shows that in the process of industrialization and modernization, the role of industrial parks, export processing zones, and high-tech parks is especially important because it takes advantage of domestic and foreign investment capital to build and develop the country, open up many new industries and products, improve management skills and capacity, expand export markets, and create more new jobs. Therefore, the issue of formation and development of industrial parks and export processing zones has been of interest to many scientists, typically the following works:

The book "Industrial parks and export processing zones in the world and Vietnam" by author Mai Ngoc Cuong, published in 1993, this work provided a general theoretical system on export processing zones in the world, the practical operation of export processing zones and industrial parks in some Asian countries and experiences drawn for Vietnam.

The book " Planning for management and development of industrial parks in Vietnam" published by the Ministry of Construction (1998) has comprehensively mentioned planning, management, factors affecting development as well as directions for attracting domestic and foreign investment to develop industrial parks.

In the work Potential of Vietnam in the 21st Century (2001) by Phan Van Khai, Vu Khoan, Vo Hong Phuc published by The Gioi Publishing House. The authors have outlined the potential for industrial development, industrial parks of localities, key economic regions in Vietnam. On that basis, priority orientations for attracting investment in each region.

In 2006, there was a National Conference Proceedings “15 years of construction and development of industrial parks and export processing zones in Vietnam” . The conference had 66 articles raising general issues on construction and development of industrial parks and export processing zones in Vietnam, in which the most prominent articles were “Bac Ninh develops urban industrial parks and some solutions to create jobs for workers” by Vu Duc Quyet, “Housing for workers in Bac Ninh industrial parks” by Bui Hoang Mai.

In the 20-year Proceedings of Construction and Development of Industrial Parks and Export Processing Zones in Vietnam (1991 -

2011) organized by the Ministry of Planning and Investment in Hanoi on February 17, 2012. There are 30 articles researching the contents of developing industrial parks and export processing zones, highlighting the results and summarizing experiences in the operation of industrial parks in the past time. At the same time, the articles also provide directions and prospects for developing industrial parks and export processing zones in Vietnam in the coming time.

In the book Regional Social Impact of Industrial Parks in Vietnam by Nguyen Binh Giang (2012), the author mentioned the socio-economic impact of industrial parks in Vietnam, thereby proposing a number of solutions for the sustainable development of industrial parks.

Author Le Thi Thu Huong with the topic Some solutions to improve the system of mechanisms and policies for developing industrial zones to promote the process of deep integration into the international economy (2015), chaired by the Central Economic Committee. The topic has built a theoretical framework on policies to promote the development of industrial zones in the process of international economic integration. In particular, the topic has assessed the current status of mechanisms and policies for developing industrial zones in Vietnam in recent years, pointing out the achievements, limitations and shortcomings, thereby proposing solutions to improve them in the conditions of the country's deep integration into the international economy.

In addition to in-depth works and articles, there are many articles and information published in Vietnam Economic Times, Investment Newspaper, Saigon Economic Times talking about the current state of operations of industrial parks, the ability to fill industrial parks, the difficulties that businesses in industrial parks are facing, the limitations in government policies, the weaknesses of the management mechanism of industrial parks, the effectiveness and shortcomings of each industrial park in provinces and cities across the country such as Hanoi, Ho Chi Minh City, Hai Phong, Dong Nai, Binh Duong, Ha Tay, Da Nang, Quang Nam...

For Bac Ninh province, there are also a number of research works related to the field of construction and development of industrial parks. In 2010, the Executive Committee of the Bac Ninh Provincial Party Committee published the book History of the Bac Ninh Provincial Party Committee (1926-2008) published by the National Political Publishing House in Hanoi. The book presented a complete and systematic description of natural and social conditions; historical periods, historical traditions,

culture, potential and solutions for socio-economic development, economic development strategy, the process of implementing innovation, promoting industrialization and modernization in the province.

In the Scientific Journal of Ho Chi Minh City University of Education, No. 1, 2015, author Nguyen Thi Huyen Trang has a research article on the activities of industrial parks in Bac Ninh province (2005 - 2012) . The author has summarized the factors affecting the formation and development of industrial parks in Bac Ninh province, the activities of industrial parks, and the impact of industrial parks on the economic and social development of Bac Ninh province.

Researcher Nguyen Manh Hung of the Institute for Socio-Economic Development with the article Industrial Parks - Driving force for economic development in Bac Ninh province in the period of 2016 - 2020, vision to 2035 (2016). Overview of the history of the formation of industrial parks in the world, the formation of industrial parks in Bac Ninh province, the role of these industrial parks in the economic development strategy of Bac Ninh province. On that basis, the author outlines the orientations and solutions for the development of industrial parks in Bac Ninh province in the new period.

In addition, in the project " Master plan for socio-economic development to 2020" , "Synthesis report on the Master plan for socio-economic development of Bac Ninh province to 2020, vision to 2030" of Bac Ninh Provincial Party Committee mentioned the socio-economic development plans of the province and districts, towns, cities and determined the socio-economic targets in the Provincial Party Congresses...

In general, the above works have contributed to clarifying the industrial parks of the country, of Bac Ninh in general and Que Vo district in particular. However, up to now, there has been no research work on the formation and development of Que Vo industrial park. A series of issues have been raised for researchers such as how did the formation and development of industrial parks in Que Vo district take place? How has Que Vo district been affected by the development of industrial parks in the area? How to promote sustainable development for industrial parks in Que Vo in the future? The topic that we are implementing hopes to contribute to solving these scientific problems. We also believe that the above documents are a source of documents

extremely valuable and necessary reference for the author to carry out the topic.

3. Research object and scope

Research object

The topic focuses on researching "Que Vo Industrial Park, Bac Ninh province from 2002 to 2016".

Scope of research

Regarding spatial scope : The thesis limits the research spatial scope to the industrial park in Que Vo district (Bac Ninh province), focusing on 3 industrial parks: Que Vo 1, Que Vo 2 and Que Vo 3 located mainly in the communes of Phuong Mao, Phuong Lieu, Ngoc Xa, Chau Phong and Viet Hung.

Regarding the time scope : The thesis studies the development process of industrial parks in Que Vo district (Bac Ninh province) from 2002 to 2016. That is, from the time of the decision to establish Que Vo Industrial Park to the present time. However, because the topic is about a historical issue, during the implementation process, we will also expand the scope to a certain extent in the period before and after the above limit to ensure continuity in the research issue.

Regarding the content: The thesis focuses on studying the theoretical basis of industrial parks including basic aspects such as concepts, classification, characteristics of each type of industrial park, operating mechanism, and impact of industrial parks on economic development. However, due to the fact that the formation and development of the 3 industrial parks are not uniform but separate from each other in different periods of time, it is difficult to quantify Que Vo Industrial Park as a subject when implementing the topic. Therefore, in the topic, we focus on clarifying the current status of operations of the 3 industrial parks in Que Vo district in recent times. From the above issues, the thesis will delve into analyzing the formation and development of Que Vo industrial park, assessing the current status of industrial park operations in the current economic development process and proposing some solutions for local authorities to contribute to improving the operational efficiency of industrial parks in the coming time.

4. Research purpose and tasks

Research purpose

Based on a systematic study of the process of formation and development of industrial parks in Que Vo from 2002 to 2016, the thesis proposes a complete solution for the development of local industrial parks in the next period.

Thesis tasks : To achieve the above general objective, the thesis sets out the following specific tasks:

Firstly, it is necessary to systematize the theoretical and practical basis for the formation of Que Vo Industrial Park.

Second, systematically and comprehensively study the formation process and development status of industrial parks in Que Vo district, Bac Ninh province from 2002 to 2016.

Third , evaluate the results, positive and negative impacts of industrial parks in Que Vo on socio - economy.

Fourth, propose some basic solutions to help overcome limitations and promote the development of Que Vo Industrial Park in the future.

5. Sources of documents and research methods

Source of documents

When implementing the topic, the author of the thesis used the following sources of documents: Documents of the National Party Congress of Bac Ninh province, directives and resolutions of the Party and State on industrial parks, directives, resolutions, summary reports of the Department of Planning and Investment, Department of Natural Resources and Environment, Department of Science and Technology, Bac Ninh Industrial Park Management Board, Que Vo District Party Committee and People's Committee in the period 2002-2016, Statistical Yearbooks of Bac Ninh Provincial Statistics Office, Que Vo District Statistics Office and research works, books, newspapers, magazines on issues related to the scope of the research topic. The above sources of documents were exploited at the Provincial Party Committee Office Archives, the Department of Records and Archives under the Department of Home Affairs, the Provincial Library, the Department of Political Theory - Party History under the Provincial Party Committee's Propaganda Department, the Provincial Statistics Office, the District Statistics Office, the District People's Committee Office, and the Bac Ninh Provincial Industrial Park Management Board.

Research methods

In the process of implementing the topic, we use some of the following basic methods. The historical method is used by the author in the process of researching and reconstructing the historical formation process, as well as the development status of industrial parks with specific data events. The logical method is used by the author to generalize, search for characteristics, evaluate the development of industrial parks with the socio-economic situation of the locality, draw lessons as a scientific basis for the development of industrial parks in the future. Information analysis method: Information collected from statistical yearbooks, newspapers and other mass media is arranged, checked for the accuracy of the information sources and classified, analyzed the collected information. Fieldwork method: This is a necessary method in the process of implementing the topic, the author visited the industrial parks of the district, relevant agencies and locations to collect necessary information for the thesis.

In addition, due to the specific nature of the research subject, the author also uses a number of other methods: Synthesis method to objectively evaluate the role of Que Vo Industrial Park in the development and economic growth of Bac Ninh province.

6. Contributions of the topic

In theory: From the perspective of historical science, the completed topic will contribute to perfecting the theoretical system on the industrialization process that is taking place strongly in Vietnam in general and in Que Vo district in particular.

In practice: The topic clarifies many basic characteristics in the process of formation and development of industrial parks in Que Vo. At the same time, it points out the impacts of the policies of the Party Committee and the government of Bac Ninh province on this process, as well as analyzes the impacts of industrial parks on the economic and social development not only of Que Vo but also of Bac Ninh province. Overall assessment of the achievements, limitations, weaknesses and their causes in the development of industrial parks in Que Vo. Based on the results of his research, the author of the topic will propose solutions to improve some key policies not only to promote the development of industrial parks but also to solve local social problems.

With a historical approach to the problem, the topic will be a useful reference for the process of researching and teaching history locally.
