The people's legitimate aspirations on socio-economic issues, thereby allowing the Party, State and Government to make the most correct decisions, most suitable to the country's development path, with the aspirations of the people. Cadres must be the ones closest to the people, the ones who best grasp the people's thoughts and aspirations in order to promptly reflect to the Party, State and Government the people's legitimate demands and aspirations. He advised cadres to be both leaders and loyal servants, the people's horses and oxen.
In the current period, the concept of cadres is expanded, including all those elected to Party, State, socio-political organizations... or those who undertake specific professional jobs such as: research staff, scientific staff...
Clause 1, 3, Article 4 of the Law on Cadres and Civil Servants 2008 clearly states: Cadres are Vietnamese citizens, elected, approved, appointed to hold positions and titles for a term in agencies of the Communist Party of Vietnam, the State, socio-political organizations at the central level, in provinces and centrally run cities (collectively referred to as provincial level), in districts, towns, and provincial cities (collectively referred to as district level), on the payroll and receiving salaries from the state budget [16, Article 4].
Commune, ward and town officials (hereinafter referred to as commune level) are Vietnamese citizens, elected to hold positions for a term in the Standing Committee of the People's Council, People's Committee, Secretary, Deputy Secretary of the Party Committee, head of a socio-political organization; commune-level civil servants are Vietnamese citizens recruited to hold a professional or technical position under the People's Committee at the commune level, on the payroll and receiving salaries from the state budget.

Officials are those on the State payroll, working in Party and State agencies, socio-political organizations, other organizations assigned with staff quotas... receiving salaries from the State budget from the central to local levels.
Cadres are used to refer to people holding certain positions in an agency or organization to distinguish them from people without positions.
From that we can see that cadres are people with the following basic characteristics:
Firstly, a cadre is a person selected through election or appointed based on certain standards and conditions to assume a certain position in an agency or organization assigned specific tasks.
Second, the position and position of a cadre is closely linked to the leadership, management and operation of a certain agency or organization.
Third, cadres are prestigious people, have a pivotal role, positively influence the activities of agencies and organizations, regulate relationships related to leaders, relevant levels, subordinates..., manage, operate, maintain activities, promote and orient the development of agencies and organizations.
Thus, cadre is the word used to refer to people who have all of the above characteristics and these characteristics are the basis for distinguishing cadres from other subjects.

1.1.2. Union staff
Trade unions are large political and social organizations of the working class and laborers, established on a voluntary basis, and are members of the political system of Vietnamese society, under the leadership of the Party.

The Communist Party of Vietnam; represents cadres, civil servants, public employees, workers and other laborers (collectively referred to as laborers), together with state agencies, economic organizations, and social organizations, to care for and protect the legitimate and legal rights and interests of laborers; participate in state management, socio-economic management, participate in inspection, examination, and supervision of the activities of state agencies, organizations, units, and enterprises; propagate and mobilize laborers to study to improve their qualifications and professional skills, comply with the law, and build and protect the socialist Vietnamese Fatherland [16, Article 1].
People who work in trade unions from deputy union leader and above are generally called trade union cadres. Trade union cadres are cadres of socio-political organizations, a part of the Party's mass cadres. In addition to the characteristics mentioned above about cadres, trade union cadres also have their own characteristics, which are:
- Trade union officials are members of trade union organizations, operating within the framework of the Constitution, Law, Trade Union Law and Charter of Vietnam Trade Union.
- A trade union official is a person selected through election, selection or appointment, assigned to perform a specialized task in a trade union organization to perform the role, functions and tasks of the trade union organization.
- Trade union cadres are mass cadres, who directly do mass mobilization work, mobilize the masses, represent and protect the legal and legitimate rights and interests of workers, civil servants, laborers, and union members.
- Most union officials are matured from mass movements and are elected by the masses to positions in the union organization. Therefore, union officials are often people with knowledge of socio-economic management, understanding of the law, enthusiastic about union work, have the ability to gather, have propaganda skills, have experience in mobilizing and organizing mass activities and have prestige among workers, civil servants and laborers.

According to the provisions of the 2012 Trade Union Law and the Charter of the Vietnam Trade Union (Term XII), "Trade union officials are those who hold positions from deputy union leader or higher through election at trade union congresses or conferences; are designated, recognized, appointed to trade union official positions by competent trade union levels or are assigned regular tasks to perform the functions and tasks of the trade union organization" [17, p.14].
In the Guidelines for the Implementation of the Charter of Vietnam Trade Unions, the Vietnam General Confederation of Labor clearly stipulates that Trade Union Officials include union cell heads, deputy cell heads, members of trade union executive committees at all levels; members of trade union inspection committees at all levels, members of trade union mass committees at all levels through election results, or appointed by the competent trade union level. Officials and civil servants performing trade union professional work in the organizational apparatus of trade unions at all levels.
Based on the concept and working position of union officials, union officials can be classified as follows:
- Full-time union officials: Full-time union officials are those who undertake regular work in the union organization, are elected by congresses and conferences of trade unions at all levels or are appointed or designated by the competent authority of the union; receive salary from the union budget (or from other sources) directly managed by the union and implement policies for officials according to the regulations and decentralization of the Party and the Vietnam General Confederation of Labor. Currently, full-time union officials are mainly arranged in the trade union agencies directly above the grassroots level, the provincial and municipal labor federations, the central and equivalent industry trade unions, the general corporation trade unions under the General Confederation, the General Confederation agencies and some grassroots trade unions with a large number of union members and many affiliated units.
- Non-professional union officials: Non-professional union officials are part-time workers, elected by union members to positions from deputy union leader and above and are authorized by the competent authority of the union.

Besides, union officials can be divided into two types:
- Union officials through election (or appointment): Are members of the executive committee, members of the inspection committee, union group leaders, deputy group leaders... elected by union congresses at all levels. Union officials through election can be full-time union officials or part-time union officials.
- Professional and technical union officials: Are officials recruited, appointed or assigned to do professional and technical work in trade union agencies at all levels, in public service units under trade union organizations at all levels.

The team of trade union officials is a group of trade union officials stipulated in the Charter of the Vietnam Trade Union, including those elected by the Trade Union Congress, Trade Union Conferences at all levels or designated and appointed by the Trade Union Executive Committee to the position of deputy head of the trade union or higher and are recruited and appointed to undertake regular work in the trade union organization. In terms of structure and quantity of the team of trade union officials, it is reflected in the correlation between the proportion of qualifications at different levels; the proportion of trade union officials
and number of grassroots unions, number of union members, number of workers, civil servants, and laborers; gender and age ratio; structure of grassroots union officials...
1.1.4. Quality of union staff
To understand the quality of union staff, we first learn about the concept of quality.
There are many different definitions and explanations of quality. Quality is an abstract, complex and multidimensional concept, in general it is a concept that reflects the nature of things and is used to compare this thing with other things and it is a complex characteristic of many different individual characteristics that determine the level of response to the goal and that goal must be suitable for the development requirements of the country.
Quality is what makes up the quality and value of a thing or what makes up the nature of a thing, making this thing different from that thing.
From the existing concepts, it can be understood that the quality of the union staff is the quality of each union staff and the staff is sufficient in quantity, suitable in structure, and meets the requirements of the functions of the union organization.
The quality of union cadres is a certain state of cadres that reflects the relationship between the elements that make up the internal nature of cadres. The quality of cadres is assessed through the criteria of Physical strength - Mental strength - Intellectual strength.
* Physical
Physical strength is the physical strength of a person, latent in the human body in the form of endurance, the ability to maintain human movement.
A cadre with good physical strength is a healthy person who is able to work for a long time. Physical strength is considered the most important factor for the quality of cadres. With good physical strength, cadres are able to do more work, participate in management, and build increasingly developed agencies and organizations. A cadre with good physical strength will help support the development of other skills.

- Health is one of the factors that create the capacity of a cadre, showing the physical ability of each person, expressed through a healthy body, ability to withstand work pressure, creativity, psychological factors...
- Only when an officer is in good health can he or she be able to calmly and skillfully cope with tasks and situations that arise at work.
- Health issues are especially important for non-professional union officials because they have to undertake both professional work and union organization tasks. No matter how talented an official is, how much knowledge or experience he has, if his health is not good enough, he cannot devote himself to union activities.
* Mental power
Mental power is the power of human will, latent in thinking and reasoning.
A cadre with good mental strength is a person with strong will, determination, alertness, and clarity in everything. The strong will and determination of a cadre is shown in the fact that in the face of all temptations, the cadre always maintains his spirit, does not do things that go against the Constitution, the Law, and the ethics of a cadre; always steadfastly follows the Party's guidelines and policies, the State's policies and laws, and the regulations of the organization where he works. At work, a cadre with good mental strength is always clear-headed, choosing the right decisions, in accordance with the political, economic, and social situation of the country. The cadre's mental strength is also shown in their enthusiasm for work, always devoting themselves to work regardless of difficulties and hardships; is the high sense of responsibility of the individual towards society, with the desire to enrich themselves and society.
- Trade union officials must have a deep understanding of the Party's viewpoints, policies and guidelines, the State's policies and laws, and grasp the psychology of the people.

- For the workers' movement and trade union activities, enthusiasm, passion and dedication are required. Trade union cadres must have close ties with the masses and integrate into the lives of workers, civil servants and laborers.
- Have revolutionary moral qualities, fight against negative and backward manifestations, protect the legitimate and legal rights and interests of workers, civil servants and laborers.
- Have the ethics and style of a trade union official, demonstrated through the relationship between virtue - talent, between ideology - method - style, between words - actions.
President Ho Chi Minh affirmed: “A tree must have roots, without roots the tree will wither. A revolutionary must have morality, without morality, no matter how good he is, he cannot lead the people” [11, pp.252-253]. Talent and morality are closely related and support each other. In that relationship, morality is the root of a revolutionary cadre, the decisive factor in the development trend and the ability to attract the masses to participate in the activities of a trade union cadre.
