Ha Giang is a mountainous province with a low starting point compared to the general level of the whole country. According to many experts, most of Ha Giang's tourism resources are still in the form of potential that has not been awakened, exploited effectively, and has not become a brand with identity. Infrastructure is still underdeveloped, technical infrastructure (such as regional traffic) is still limited. Technical facilities for tourism in tourist areas and spots are still lacking and weak. Low quality human resources affect tourism activities - which is a service industry requiring high quality. Due to its distance from major tourist centers, the ability to attract visitors from these centers is difficult. Weather conditions are not really favorable, the impact of climate change, especially in remote areas. There is a lack of connection between cultural tourism development, cultural activities serving tourism are still limited, fragmented, and have not been specifically planned. Cultural products associated with tourism are not diverse, service quality is not high, and lack of professionalism. Another objective reason is the increasingly fierce competitive pressure, especially for tourism in the Northeastern mountainous provinces, which is still a young industry with many weaknesses. Competition between destinations in the region is becoming more fierce with new scale and nature. Competitive factors require provinces in the region to invest in improving the competitiveness of tourism products. These difficulties are all difficult problems for the tourism industry.

SOME SOLUTIONS TO EFFECTIVELY EXPLOIT CONDITIONS FOR DEVELOPING ADVENTURE TOURISM IN HA GIANG
3.1. Orientation for adventure tourism development in Ha Giang
3.2.1. Developing adventure tourism in association with local communities
Community plays a very important role in developing adventure tourism because of the following factors:
- The community is the real owner, the one who understands the area where adventure tourism is organized better than anyone else. As indigenous people, with natural ecology, they know what rare trees and animals are in their mountainous area; with human ecology, they are the owners of the customs, habits and culture of a land. The local community is the one who controls the values of tourism resources to support tourists to have the opportunity to learn and raise their awareness when they have the opportunity to access the tourism resource system in the living space of the local community. The understanding and knowledge of indigenous people play a very important role in organizing adventure tourism in the mountainous area of Ha Giang.
- The community is the most sustainable and effective protector of natural tourism resources. The relationship between indigenous people and natural resources is a long-standing relationship. In many places, local people use natural resources as a means of living or a livelihood through local management and they know how to protect and control the use of natural resources to avoid the destruction of those resources. Indigenous people are people who have lived with ecological resources for many generations. They protect resources for the survival of the community and themselves. There will be no more adventure tourism if the ecology is destroyed and resources are exhausted. Promoting the role of protecting adventure tourism resources for indigenous communities is vital to organizing adventure tourism in Ha Giang.
