CHAPTER 3

PROBLEMS AND ADVANCED SOLUTIONS

EFFECTIVENESS OF ACCESSING AND PROCESSING INFORMATION ON SOCIAL INSURANCE POLICIES FOR JOURNALISTS

3.1. Issues raised in accessing and processing information about the employer's social insurance policy

3.1.1. It is necessary to strengthen the leadership role of the Party, the State and press management agencies in accessing and processing social insurance information by journalists.

Information on social insurance policies reflects the orientation and leadership of the Party and State in social security policies. Therefore, this information must be in line with the Party and State's guidelines, viewpoints and policies. Because in the current context with many different information channels, diversifying forms of communication, it is even very difficult to control real and fake information. Therefore, when journalists report on social insurance policies, they need to closely follow the Party's policies and strategies, otherwise journalists and reporters can easily get carried away with propagating policies and viewpoints that are not consistent with the Party and State's viewpoints. At the same time, press management agencies need to strictly implement the Press Law and the Law on Access to Information as a basis for censorship and verification of information before releasing it to the public. Ensure that information is objective, honest and reflects the reality in the implementation of current social insurance policies.

3.1.2. The problem of the capacity of journalists in accessing and processing information about social insurance policies

This can be considered an urgent issue for journalists writing about social insurance. Journalists' information and propaganda activities on social insurance policies still reveal certain limitations such as accessing and processing information on social insurance, methods and content of information access are not diverse, information verification and verification is slow, which affects the processing of information on social insurance. This problem reflects the professional capacity, skills and understanding of journalists on social insurance are still limited, leading to journalists not fully understanding the content of social insurance policies, policies or policies that have been renewed. The process of accessing and processing information does not comply with the correct procedures, leading to many articles providing untrue information, causing confusion in public opinion.

Obviously, journalists knowing and understanding the law and other legal documents, especially those regulating procedures, order of providing and accessing information in general, and social insurance policy information, will help journalists have a more comprehensive view of the legal framework. Thereby, journalists themselves will learn, know how to apply and request spokespersons or information providers to answer and provide information to journalists. Therefore, equipping themselves with knowledge of the Social Insurance Law to be able to judge right and wrong issues based on legal regulations is extremely practical. In addition, journalists need to improve their skills, journalistic expertise, professionalism in accessing, processing, and exploiting information, and even the ability to put information in the press of journalists is still limited.

Journalists also need to further enhance their knowledge of social insurance policies so that they can better access and process information on social insurance policies. In fact, in many cases, journalists do not fully understand specialized terminology, especially those related to public services.

Social insurance collection, use of social insurance funds.... Therefore, many articles are not in-depth, or provide incorrect information, not true to the meaning of that term.

3.1.3. Journalists face many difficulties in accessing information about social insurance.

This is one of the important issues raised by journalists during their work. Although regulations on transparency and information disclosure are included in the press law, in reality, there are still gaps in the implementation of these regulations, making it difficult for the public in general and the press in particular to access information. Many journalists assess that the rate of State agencies providing information to clarify and meet journalists' information needs is still low. In addition, journalists' procedures for accessing information also face many difficulties. The Law on Access to Information for the Press has been issued for nearly 2 years, but in reality, reporters still have to approach specialized civil servants to "ask" for information when working. Journalists are guaranteed and enjoy the privilege of accessing information, but this right has no mechanism to monitor spokespersons and information providers. Spokespeople have the right to disseminate information. There are no sanctions, no supervision, no one to urge, no one to handle those who refuse to take responsibility for speaking, do not provide information or obstruct the provision of information to the press.

In fact, many state agencies managing social insurance are still confused, avoiding, delaying, refusing to speak and provide information to journalists, especially sensitive issues related to politics, power... This can easily lead to negative things in the process of accessing information. A typical example is journalists accessing and collecting information from social insurance profiteering by officials, leaders and managers. Many people think that these are sensitive issues that cannot be provided to journalists. Therefore

The information that journalists obtain often depends on the investigation agency announcing the results and journalists can access the information. In addition, journalists also face difficulties in accessing social insurance information, partly due to the awareness of state officials and civil servants in the disclosure of information is not complete and the situation of stamping confidential on content that does not contain state secrets also partly hinders the media's access to information and the public disclosure of information. The above reality shows that, although there are clear regulations as a basis for citizens to access information, there is a lack of specific regulations within the scope of press activities, especially for journalists in the field of social insurance.

3.1.4. Information chaos in journalists' access to and processing of social insurance policy information

In the current context, the rapid development of information technology has had an impact on all areas of social life. This impact always has two positive and negative aspects. The field of social insurance is no exception. With new media and multimedia communication as it is today, journalists can collect and access many different sources of information, information is shared quickly and widely to the public, so people can easily access information on social insurance policies. From there, journalists have more bases to compare and verify information. On the other hand, journalists access multi-dimensional information sources, with direct criticism and feedback from social insurance participants and social insurance management agencies. In addition to the above advantages, the current diversification of information sources on the media also has certain limitations, affecting journalists' access to and processing of information on the field of social insurance. Due to the many sources of information

Reflected through many different channels, there has been a situation where a lot of unverified information, distorted negative information, and false reflections have been causing many consequences, creating confusion and insecurity for public opinion and the community.

Previously, social insurance participants mainly followed news sources from newspapers and mainstream media. But now they have more sources of information and tend to expand their search to external sources of information. That is why it has created certain barriers for journalists in accessing information, because social insurance participants have many ways of understanding and inconsistent approaches. Therefore, journalists accessing information from social insurance participants will have polysemy. The state of information interference is reflected in multi-dimensional information sources on the Internet but it is not easy to filter and verify, which will make it more difficult for journalists to process information.

3.2. Effective solutions to increase access and processing of social insurance information for employers

3.2.1. Strengthening the leadership of the Party, the management of the State and press management agencies in accessing and processing social insurance policy information of journalists

There are many ways for journalists to access and process social insurance information, but it depends largely on the leadership of the Party and State and the press management agencies in our country today.

Whether journalists receive correct, accurate, and timely information or not depends on the direction of Party committees, authorities, functional agencies, and press agencies on the implementation of social insurance policies. Access to social insurance information is the initial level, deciding the second level of information processing, leading to the third level of propaganda and providing information to the people and agencies.

The subjects of social insurance implementation. These three levels are dialectically unified with each other in a sequence in the perception and action of journalists.

The Party's leadership over the process of journalists accessing and processing social insurance information is an important initial factor that is both the foundation and the direction, content, and measures for directly, immediately, fundamentally, and long-term approaching and processing social insurance information.

The Party's leadership in this field is to help journalists clearly recognize the position, role, significance, importance, and necessity of the Party's current policy of developing social insurance in a cultural, humane, and civilized society. The Party equips journalists with the Party's policies, guidelines, and viewpoints expressed in issued directives and resolutions on social insurance. Journalists, on the basis of being equipped with basic, solid, and clear guidelines and viewpoints, can access and process social insurance information clearly, accurately, and convince the masses and subjects to effectively implement social insurance.

Strengthening the Party's leadership over journalists to access and process social insurance information through necessary activities such as: Opening a research class to thoroughly understand the Party's Resolution on social insurance. Organizing specialized conferences to provide information, orientation on accessing and processing social insurance information; Providing necessary documents such as Resolutions, instructions on implementing the Resolution, accompanying documents... Strengthening the Party's leadership in accessing information and processing social insurance information is also strengthening the direction and inspection of activities at all levels in the process of providing information and processing social insurance information for journalists. Closely urging, reminding, proposing plans to direct, implement, inspect and urge relevant units and levels is to start and monitor the machine to operate effectively.

Without this activity, without Party leadership and State direction, it is immediately difficult for the apparatus and press reporters to access and

Handling social insurance information in particular and press activities in general effectively.

The State authorities issuing legal documents, sub-law documents, and instructions on the implementation of social insurance laws are fundamental, foundational, and the basis for journalists to access and process information on social insurance. Because these are original information, legal documents, accurate, and oriented for journalists to access most correctly, most closely, most directly, and most accurately. Strengthening the State's management role in journalists' access to and processing of social insurance information requires State authorities to conduct in-depth research and issue complete, strict, concise, clear, and accurate documents to help journalists grasp the nature of propaganda, convey to people the most correct, sufficient, necessary, easy-to-understand, easy-to-remember, and easy-to-implement social insurance information.

In addition to providing information, State agencies need to have forms of imparting social insurance knowledge to journalists such as disseminating documents, training on specialized topics, and holding seminars to help journalists exchange, receive, and process social insurance information in a direct, lively, and effective manner. Documents should not be released for journalists to learn and access spontaneously, sporadically, fragmentedly, and unfocusedly. Therefore, the effectiveness of social insurance propaganda does not only depend on the media agencies but also on the attitude and responsibility of Party leadership and State management agencies towards the people.

Press agencies are the units that directly communicate social insurance to the people. Do press agencies have full, correct awareness and the necessity of social insurance propaganda in the press? Newspapers here include printed newspapers, written newspapers, electronic newspapers, television newspapers, online newspapers, radio stations... Regardless of the type of newspaper, in any form, the leaders of the press agency must
