3.2.2.1. Theoretical research and practical summary have not met the need to clarify the path to socialism in our country.

Our Party has pointed out that, compared to the requirements and tasks of the new period, ideological work is still lacking in sharpness, persuasiveness, combativeness, practicality and flexibility. Theoretical work is still backward in some aspects, failing to meet the requirements of a rapidly changing and complex reality. The weaknesses and shortcomings of ideological and theoretical work, together with other subjective and objective factors such as: the collapse of the socialist regime in Eastern Europe and the Soviet Union; the plots and sabotage activities of hostile forces through the DBHB strategy; the strong trend of globalization, especially economic globalization; the degeneration and corruption of a number of cadres and party members; the Party and State's guidelines and policies still have shortcomings; the people's lives still face difficulties and shortages... have negatively affected the thoughts, moods and political sentiments of many cadres, party members and people. These are major issues for theoretical work, and on the other hand, they are also limitations that are not easy to solve in clarifying and protecting the path to socialism in Vietnam.

They are anti-socialist forces, opportunists, reactionaries, etc. Among them are many people with degrees, high education and professional propaganda tricks. They have done quite deep research on theories and are supported by many forces, condoning activities that sabotage socialism.

Meanwhile, our organization of the struggle against false and distorted arguments has not been proactive, has not been carried out regularly, continuously and promptly. We have not been able to use all branches of ideological work, and have not been able to establish and mobilize a team of "elite soldiers".

People have not been equipped with knowledge to understand the nature, plots, and propaganda tricks of false arguments, leading to a lack of social support in this fight, and, the people themselves have not paid attention to the fight against false arguments, they see it as the task of the authorities.

Strengthening the organization to connect the strengths and synthesize all resources of the whole society in this struggle is the leadership role of the Communist Party of Vietnam.


3.2.2.3 There needs to be more incentives for ideological and theoretical struggles.

In fact, the cause of building socialism in Vietnam still faces many difficulties. The issue of the future of socialism needs to be analyzed seriously and scientifically to develop theories and solve problems raised by practice. Know how to gather the intelligence of the whole nation, discuss and debate democratically, scientifically and with goodwill, to reach unity and high consensus on major issues of the revolutionary cause. Resolutely refute reactionary arguments that deliberately deny and distort socialism, but also know how to accept research, proposals, and share passions and concerns... In the strong development of science and technology, of the trend of democratization, the need for information and transparency is also natural. There needs to be a proactive debate mechanism to open more forums for society to broaden public opinion, expand information, and contribute ideas to the common cause of the country. "Looking straight at the truth, speaking the truth clearly" is our truly receptive attitude.

There needs to be a mechanism to encourage democratic discussion and debate to find objective truth. We criticize and resolutely reject the slanderous and distorted arguments of those who oppose socialism, but opinions and deviations due to cognitive limitations or psychological concerns need to be listened to, shared and dialogued to reach social consensus. Many people have a clear conscience, are sympathetic to the nation, to the times and have many new opinions, but sometimes they are discriminated against. For this reason, goodwill for the cause of innovation, legitimate thoughts about the times and, more importantly, the political activism of citizens have not been properly encouraged...

3.2.2.4. Opportunistic and hostile forces are using increasingly sophisticated methods to sabotage us, but our responses are sometimes not yet necessary, timely, and highly polemical.

In recent years, along with DBHB, hostile forces have stepped up activities to sabotage the cause of building socialism in our country.


To carry out that plot, hostile forces have established and nurtured reactionary organizations of Vietnamese exiles abroad, mainly elements with hatred for the revolution, to disseminate many articles, books, even films, seminars... Almost every new policy and guideline of our Party and State, every event taking place in Vietnam, immediately has gossip, comments, distortions or denials... In recent decades, overseas, there have begun to be seemingly "scientific, serious" and quite solid research projects on many political and social topics in Vietnam. The logical nature has been enhanced, the manifestations of insults and gossip have been reduced, and instead there are manifestations of "ideological" processing. This trick has proven to be quite popular, especially with intellectuals and students.

At the same time, they also carry out acts of bribing, enticing, and enticing the masses to participate in demonstrations, causing riots, and disrupting public order, with the aim of dividing the party internally, propagating opposing ideologies, and inciting social groups, especially artists, students, and pupils, etc., in order to gather and develop reserve forces for the establishment of opposition political organizations in the future.

They often take advantage of shortcomings in state management and unresolved social and life concerns to incite political and social instability.

On the other hand, in the face of the enemy's plots and tricks, our reactions are sometimes not sufficient, timely, and highly polemical.

The frequency of refuting opposing viewpoints on our forums is low and quite different from that of our opponents. There are figures that for every 1,600 malicious propaganda posts from the enemy, we only have 1 post to respond to! Many authors still argue with enthusiasm, not entirely with the sharpness of their theoretical thinking. The arguments of many polemics are also monotonous and unconvincing, in the style of "they say it's wrong, we say it's right".
