IMPLEMENTATION OF LAW ON CIVIL SERVANTS
AT THE UNIVERSITY OF PUBLIC HEALTH, MINISTRY OF HEALTH
2.1. Introduction to the University of Public Health, Ministry of Health
2.1.1. Formation and development
The University of Public Health was established under Decision No. 65/2001/QD-TTg dated April 26, 2001 of the Prime Minister on the basis of the School of Health Management Staff under the Ministry of Health. The University of Public Health is a public service unit under the Ministry of Health, has legal status, its own seal and account. Previously, the School was located at 138 Giang Vo Street, Ba Dinh District, Hanoi City. From November 1, 2016, the School moved to a new location at 1A Duc Thang Street, Duc Thang Ward, Bac Tu Liem District, Hanoi City.
The school has been assessed and approved by the Ministry of Health for important documents on organizational structure and personnel. Since its establishment, the Ministry of Health has issued Decision No. 2175/QD-BYT dated June 11, 2001 on the issuance of the Temporary Regulation on the Organization and Operation of the University of Public Health, followed by Decision No. 3756/QD-BYT dated October 3, 2012 on the issuance of the Regulation on the Organization and Operation of the University of Public Health replacing the Temporary Regulation. To adapt to the new situation and the continuous development and growth of the school, on October 18, 2016, the Ministry of Health issued Decision No. 6221/QD-BYT on the issuance of the Regulation on the Organization and Operation of the University of Public Health in 2016.
Pursuant to Law No. 34/2018/QH14 amending and supplementing a number of articles of the Law on Higher Education and Decree No. 99/2019/ND-CP dated December 30, 2019 of the Government detailing and guiding the implementation of a number of articles of the Law amending and supplementing a number of articles of the Law on Higher Education. The School of Public Health was established and recognized by the Ministry of Health under Decision No. 3535/QD-BYT dated August 12, 2020 of the Minister of Health. Immediately after its establishment, the School Council held meetings, discussed and issued documents according to its assigned functions and tasks. The most important document is the new Organization and Operation Regulations of the School of Public Health issued in Resolution No. 11/NQ-HDT dated October 21, 2020. This is a complete, strict Regulation, consistent with the general situation of the development and growth of the School.
On May 16, 2015, the University of Public Health issued Decision No. 665/QD-YTCC of the Rector of the University of Public Health on the promulgation of the strategic plan for the period 2013 - 2020, the plan is the orientation for the activities of the Departments, faculties, units and Centers under the University; In order to clearly define the position and role of the jobs at the units under the University, the University has developed, completed and requested approval of 03 copies of the Job Position Project, in which the Job Position Project for the period 2016 - 2018 was issued with the Submission No. 899/TTr-DHYTCC dated June 19, 2016 on the approval of the project to determine job positions of the University of Public Health being applied and implemented.
2.1.2. Main features of the School
2.1.2.1. State management responsibility
The school is under the direct leadership and management of the Ministry of Health; under the State management of education and training of the Ministry of Education and Training; under the territorial management of the Hanoi People's Committee and under the management of other competent agencies according to the provisions of law.
2.1.2.2. Party and Mass Organizations
- The School's political system includes: Party Committee, School Council, School Administration and Socio-political Organizations.
- Communist Party organization in the School: Leads the School and operates within the framework of the Constitution and laws; according to the functions and tasks of the Party organization, the Party Charter, Resolutions and Directives of the Party.
- The School Council performs functions and duties as prescribed by law in the Law on Education, the University Charter and regulations and guidelines of the Government, the Ministry of Education and Training and the Ministry of Health.
- The socio-political organizations and unions in the School include: Trade Union, Ho Chi Minh Communist Youth Union operate according to the provisions of law and are responsible for implementing educational goals and principles according to the provisions of law, in accordance with the principles, purposes, functions and tasks of the identified socio-political organizations and unions.
2.1.3. Functions and tasks of the University of Public Health
2.1.3.1. Function
The school has the function of training and fostering medical human resources with university and postgraduate degrees; training and fostering civil servants and public employees in the health sector in management and according to rank and professional title standards; organizing scientific and technological activities and technology transfer; developing domestic and foreign cooperation; organizing the provision of testing and public health care services, meeting the needs of caring for, protecting and improving people's health.
2.1.3.2. Mission of the University of Public Health
Training and fostering medical human resources at university and postgraduate levels with good political and ethical qualities, knowledge, professional practice skills, research and development capacity for scientific and technological applications commensurate with the training level, good health, creativity and professional responsibility, adaptability to the working environment, and service consciousness.

The organization provides services to meet social needs when qualified and permitted by competent authorities, including: training, science and technology, examination, screening, testing, health consultation, preventive treatment, and rehabilitation.
Build organizational structure, recruit, manage and train lecturers, managers, civil servants and workers. Take care of spiritual and material life, ensure the legitimate rights and interests of lecturers, managers, civil servants and workers.
Develop training programs according to defined objectives, ensure connectivity between training programs, meet social needs and international integration.
Enrollment and management of students according to current regulations.
Self-assess training quality and be subject to training quality inspection according to regulations of the Ministry of Education and Training.
Manage and use land, facilities, equipment and finances according to the provisions of law, build technical facilities according to standardization and modernization requirements.
Establish and develop practice facilities, centers, service facilities, science and technology to serve training, scientific research and provision of medical services and perform other tasks as prescribed by law.
Implement the information and reporting regime and be subject to inspection and supervision by the Ministry of Education and Training, relevant ministries, branches and the Hanoi People's Committee according to the provisions of law.
2.1.4. Organization and staff
The University of Public Health is a self-funded public service unit that ensures a part of its regular operating expenses. The school has exercised financial autonomy and responsibility since 2007. The school complies with Decree 43/ND-CP dated April 25, 2006 of the Government regulating autonomy and responsibility for performing tasks, organizing apparatus, staffing and finance for public service and Decree 16/2015/ND-CP dated February 14, 2015 of the Government regulating the autonomy mechanism of public service units. The school was granted financial autonomy and responsibility in 2015 in Decision 1424/QD-BYT dated April 17, 2015 of the Minister of Health.
Currently, the School has been approved by the Ministry of Health for a project to adjust and supplement job positions and the number of employees, including 111 positions; 140 employees and 05 labor contracts (according to Decree 68/2000/ND-CP dated November 17, 2000 of the Prime Minister on implementing the contract regime for some types of work in state administrative agencies and public service units) according to Decision No. 5279/QD-BYT dated October 6, 2019 of the Minister of Health on approving the project to amend and supplement job positions of the University of Public Health. Currently, the organizational structure of the School is as follows:

2.1.5. School activities
2.1.5.1. About training
The school conducts training according to programs approved by the Ministry of Health and the Ministry of Education and Training. The School's Training Management Department develops a teaching plan for the entire school year according to the training program. The teaching plan is approved by the whole school before the start of the new school year.
The number of students and trainees of the School has increased steadily in recent years. In the 2017-2018 school year, the School completed the registration form for training Bachelor of Preventive Medical Testing in the form of Part-time study and was approved to train three new majors: Bachelor of Social Work; Bachelor of Nutrition and Bachelor of Medical Testing. In 2019, the School was assigned by the Ministry of Education and Training to train two more bachelor's programs: Bachelor of Rehabilitation Engineering and Bachelor of Environmental Technology at the university level. Regarding postgraduate training, the School maintains classes in the old locality and expands the training scale to localities of the 3 Western regions (Central Highlands, Northwest and Southwest) according to the government's policy. At the same time, it also coordinates with related units to open training classes according to demand.
Currently, the University of Public Health is training undergraduate programs including: Bachelor of Public Health, full-time; Bachelor of Public Health, part-time; Bachelor of Preventive Medical Laboratory; Bachelor of Medical Laboratory; Bachelor of Nutrition; Bachelor of Social Work; Bachelor of Rehabilitation Engineering and Bachelor of Environmental Technology. Postgraduate training programs include: Doctor of Public Health; Master of Public Health; Doctor of Hospital Management; Master of Hospital Management; Level I Specialist in Public Health; Level II Specialist in Health Organization and Management.
In addition, every year, the University of Public Health organizes many short-term courses according to the Ministry of Health's targets and social needs to foster professional skills for medical staff and human resources, including: State Administrative Management; Policy Communication; Hospital Quality Management; Hospital Management; Planning Methods; Basic Management Skills; Leadership Skills
