The management of donations at Quat Temple is public and transparent, with coordination between the Gia Loc District Department of Culture and Information, Yet Kieu Commune People's Committee and the relic management and protection team. The donation book has a seal, page numbers, and when recording donations, the amount of money must be clearly stated, managed by the commune People's Committee treasurer and deposited in the treasury [PL 5, p.121].
The Temple Management Board also places donation boxes at the altars, each box is sealed for visitors to leave donations or oil money. Normally, every two months, the donation boxes are opened once, with the supervision of relevant parties and the spending is also made public. On holidays and Tet, the Monument Management Board develops a revenue and expenditure plan, arranges and sets up the donation box system, places for offerings, and incense oil money according to regulations, and at the same time arranges forces to collect oil money in a timely manner.

Through the inspection of the Quat Temple historical and cultural relic, the Inspector of the Department of Culture, Sports and Tourism of Hai Duong province has acknowledged and highly appreciated the management work at the Quat Temple relic by the relic management board and the relic management and protection team in the past time. Therein, the conclusion is: the management of the relic and the organization of activities at the relic during Tet ensure the implementation of regulations on civilized lifestyle, actively propagandize the people and tourists, do not let the phenomena of breaking the fortune, superstitious activities, gambling (or disguised gambling), do not let the phenomenon of theft of antiques occur...; However, there are still some limitations in ensuring order, security, environmental protection work... at the relic, so it is necessary to come up with more specific plans. At the same time, the District People's Committee needs to strengthen the inspection, urging, and reminding of the organization of cultural, sports, and tourism activities during festivals and the Lunar New Year; detect, promptly handle and take measures to correct violations. Gia Loc District People's Committee has directed Yet Kieu Commune People's Committee and the Quat Temple relic management board to develop regulations to protect the relic, ensuring civilization, compliance with regulations, and not organizing spiritual activities that are contrary to Vietnamese customs and traditions, and are not suitable for the relic. However, due to limited resources, along with the responsibility for handling the violations belonging to the interdisciplinary team, the Management Board does not have the function to directly handle violations, leading to the effectiveness of inspection, examination and handling not being highly effective [PL 5, p.121].
Along with inspection and examination work, the authorities regularly monitor and receive information reflecting from the people about violations related to the management of relics. From there, timely measures are taken or recommendations are made to competent authorities to resolve and handle them according to the law. In recent years, the Quat Temple Relic Management Board has received a number of recommendations and proposals from individuals related to the management of relics, mainly focusing on the issue of restoration and embellishment of relics. The above recommendations have been reported by the Quat Temple Relic Management Board to the District People's Committee for timely resolution in accordance with the law and meeting the aspirations of the people.
In addition to inspection and handling of violations, the work of encouraging and rewarding activities in the conservation and promotion of historical and cultural relics is also of interest. The relic space is increasingly expanded, the facilities serving the maintenance of the annual festival are well protected and preserved by the community. Security and order at Quat Temple are well ensured, no property of visitors is lost, worship objects and artifacts at the relic are guaranteed to be safe. The planning and arrangement of shops and services are reasonable, ensuring a place to keep vehicles for visitors, and managing donation boxes well.
In recent years, relic management has received attention from departments, branches, local authorities and the masses. In Ha Bi village, Yet Kieu commune, the content of protecting and promoting the value of Quat temple relic has been included in the village convention for the people to implement together.
The propaganda and raising of people's awareness of protecting and promoting the values of relics are also focused on by the People's Committee of Yet Kieu commune. Inspection and examination work has been strengthened, contributing to the strict implementation of the Law on Cultural Heritage. In addition, the restoration, embellishment and prevention of deterioration of relics with investment sources from the central, provincial and district budgets and people's contributions have been effective. Every year, during the festival, local authorities base on the situation and economic conditions to organize appropriately, with many traditional rituals, ceremonies and folk games.
The Quat Temple Festival has existed for a long time and has been preserved and promoted by the local community. The festival is held for 3 days, from the 14th to the 16th of the 8th lunar month. Up to now, some traditional rituals, ceremonies and folk games have been lost, no longer as systematic as before, some artifacts and tools participating in the procession have been damaged and need to be repaired and reinforced. In recent years, the local government and people have actively studied and researched the ancient festival, gradually restoring the rituals and ceremonies.

It is shown through the connection of the functions of: communal houses, temples, shrines... with the customs, games, folk performances, customs, habits, lifestyles... of our ancestors that are passed down from generation to generation. Through the activities of traditional festivals, the good customs of the homeland, folk games, folk performances are recreated and passed down vividly, attracting the participation of the masses, regardless of age, gender or religion. They have contributed an indispensable part in preserving, conserving and developing national cultural values.
Currently, in Hai Duong province in general and Gia Loc district in particular, the Quat temple festival is one of the typical festivals, attracting a large number of visitors from near and far. Some of the ritual contents have been adjusted, the procession time has been shortened because the old communal house no longer exists. In addition to restoring traditional rituals, similar to many festivals in the North, the festival organizing committee has also restored folk games, such as: human chess, duck catching, bridge, pot smashing, tug of war, Chinese chess, combined with modern sports activities such as volleyball, soccer, ... so that all visitors to the festival can participate. In particular, rowing has become a typical game of the temple festival.
Quat, has been developed into a strong sport of Yet Kieu commune today, as well as a prominent sport of Gia Loc district and Hai Duong province in regional and national competitions. The rowing competition is maintained, in addition to the men's team, there is also a women's team, the competition content follows the new regulations of the Sports industry.
Festival management has been strengthened, reflected in aspects such as: thoroughly grasping, guiding, and disseminating legal regulations on religion and belief, implementing civilized lifestyles in weddings, funerals and festivals according to the contents of management documents such as: Directive 27-CT/TW of the Politburo; Decision 308/2005/QD-TTg of the Prime Minister; Decision 39/2001/QD-BVHTT of the Minister of Culture and Information promulgating the Regulations on organizing festivals; Circular No. 04/2011/TT-BVHTTDL regulating religion and belief, implementing civilized lifestyles in weddings, funerals and festivals; Decision No. 3557/QD-UBND dated October 7, 2008 of the People's Committee of Hai Duong province promulgating the master plan for festivals in Hai Duong province for the period 2008 - 2015 and orientation to 2020.
Every year, the Department of Culture, Sports and Tourism of Hai Duong province coordinates with the functional departments of the province and the People's Committee of Gia Loc district to establish an inspection team to conduct the management of the relic and festival of Quat temple.
