The Duc De Nhi Temple in particular and the historical relic system of Khanh An commune in general have been promoting their value in serving the cultural life of the local people. On holidays, New Year, full moon and new moon days, local people and tourists come to pagodas, communal houses and temples in great numbers. Therefore, protecting and promoting the value of historical relics will contribute to the development of cultural institutions in rural areas, improving the spiritual life of local people.
The festival of Duc De Nhi temple or Yen Xuyen village festival in Khanh An commune has existed and developed for hundreds of years. Up to now, it can be said that basically the people here still maintain the traditions of the old festival. The festival has long become an indispensable element in the life of the people here.

The current Duc De Nhi Temple Festival has many changes compared to the old festival. During the research process, the author found that the festival is basically organized with solemn rituals, selectively absorbing traditional elements of the old festival and eliminating outdated and inappropriate customs.
With its typical cultural values, the festival of Duc De Nhi Temple is worth preserving and developing. Nowadays, along with the development of the market economy, people's lives are improved, and to keep up with modern life, the festival is increasingly simplified. That raises a problem: it is necessary to create conditions for Yen Xuyen villagers in particular and people in other localities in general to be able to retain the quintessence, the goodness, the beauty, the national identity of the festival. Besides, there needs to be careful guidance, exploiting the quintessence, eliminating backward customs such as fortune telling, superstition and unhealthy cultural practices.
To ensure that the Yen Xuyen village festival is organized according to the set goals, the subcommittees have developed a plan and implemented visual propaganda activities on the roads in the commune and promoted propaganda through the commune's broadcasting system, prepared means and props to organize cultural, artistic and sports activities.

Financial resources for organizing festivals are managed as follows: Festivals are organized and managed by the village level, so the budget is directly allocated and approved by the Relic Management Board for the Festival Organizing Board. Funds for organizing festivals are sponsored by organizations, individuals, businesses and from donations from local people and visitors from all over the world, and are handed over to the Relic Management Board to hold, then reinvested to spend on organizing the next festival and renovating the relic.
The Organizing Committee has directed shops to strictly implement the commitment not to sell prohibited goods, fake goods, counterfeit goods, and poor quality goods. Strengthen inspection and control of the sales process at service establishments to prevent the circulation of poor quality goods, fake goods, and counterfeit goods on the market. The Organizing Committee has developed a plan to ensure security and order throughout the festival with the motto of absolute safety for people, materials, and property of the state and people.
In addition to the achievements, the coordination of the organization of the Duc De Nhi Temple Festival still has limitations that need to be overcome such as: In the festival, there is no combination of folk games and modern games, so the festival is still less attractive and appealing; The propaganda and mobilization work for people to participate in strictly implementing regulations on preserving historical and cultural relics and protecting the natural environment and social environment is not regular; The relic managers have only fulfilled the tasks of protection, sanitation and incense but have not yet performed the tasks of propaganda and promotion of the value of the relic; The infrastructure still has many difficulties, the quality of products and goods serving the festival is still poor and unattractive; The work

2.2.5. Training and development of staff
Although in recent years, the Department of Culture, Sports and Tourism (now the Department of Culture and Sports) has paid great attention to the training of cultural, sports and tourism staff. Many seminars and conferences have been held to discuss issues considered essential in the preservation and promotion of cultural heritage values in general and the management of relics in particular, paying special attention to the quality of the staff participating in the management and preservation of cultural heritage. This department is considered the backbone in reviving and reviving the values of heritage. However, a reality that is happening in most localities is the lack of professional staff to meet the requirements of relic management.
The majority of the staff working in the management of cultural heritage sites are trained in conservation, museums, history, and cultural tourism. They are arranged and assigned to work in the right field, so they can somewhat meet the job requirements.

In addition to the above advantages, it must also be seen that, due to the large number of young cadres, there are many difficulties in implementing the work of the sector because although this cadre team has basic and formal training, their practical work experience is not much. The team of cadres doing management work is lacking and generally weak compared to the actual work. The sector has not had a specific plan for the overall training of cadres doing culture, sports and tourism work from the province to the grassroots to serve in the coming years, especially the plan for training and fostering cadres at district and commune levels, so every time young cadres are replaced or supplemented, it is very easy to be passive and patchy. At the commune level, the Department of Culture, Sports and Tourism has only one staff for management and implementation in many fields of culture, sports and tourism, broadcasting, wages, labor, etc. There are few people but a lot of work, so the implementation is not complete. On the other hand, these staff often have to be transferred from one job to another, so when implementing the work, they encounter many difficulties.

Mr. Ta Quang Thao - Head of the Department of Culture and Information of Yen Khanh district said: "Currently, the situation of cultural officers or communal cultural officials who are directly at the grassroots level but do not have in-depth expertise in managing cultural heritage sites, and even basic knowledge has not been approached to do so.
The district's Department of Culture and Information has encountered many difficulties in grasping and directing professional matters in a timely manner. The Department has repeatedly proposed and recommended to the District People's Committee to open training courses to improve professional knowledge for grassroots cadres, but for various reasons, they have not been able to open them yet" (Interview documents October 2017).
Ms. Vu Thanh Lich, Head of the Department of Cultural Heritage Management, Ninh Binh Department of Culture and Sports said : "According to statistics, currently in Ninh Binh province, 8/8 Departments of Culture and Sports of districts and cities have staff in charge of managing cultural heritages with university degrees, trained in Conservation - Museum. However, in addition to the functions and tasks of civil servants and the responsibility of assigning to help the Department of Culture and Sports manage the system of relics in the area, this team of staff also has to take on many other jobs because the staffing of the Department of Culture and Sports is very limited while the workload is large. Therefore, the work of relic management at the district level also faces many difficulties and shortcomings. At the commune, ward and town levels, each commune, ward and town has only one cultural and social officer, but they are in charge of and concurrently perform many different tasks from the fields of culture, sports, education, to labor, so the time spent on management and promotion of cultural heritage values is not really much, leading to low results and not much time. Many officers spend time on social work or sports but neglect time for culture" (Interview documents October 2017).
Although there have been efforts in training and fostering the staff working in the management of cultural heritage, due to different conditions of time and funding, these classes are only of a training or legal training nature taking place in a very short time, related to some stages in the management of relics, so the effectiveness is not high.
The results achieved are still not high and human resource training is still an urgent issue in the current period.
2.2.6. Inspection, examination and emulation and reward work
This is a very important content to strengthen state management of relics. In recent years, Khanh An commune has basically implemented this content well, the People's Committee of the commune has regularly inspected and examined relics in the area. Coordinated with the functional agencies of the province and district to conduct many periodic and surprise inspections of key relics and festivals or those with violations and wrongdoings. Strengthen state management of activities to preserve and promote the value of tangible and intangible cultural heritage. Thoroughly grasp and strictly implement the provisions of the law on cultural heritage. Receive opinions from the grassroots and aspirations of the people in the management of relics and intangible cultural heritage. Ensure objective and correct assessment of the quality of relic and intangible cultural heritage management work of each locality in the district. Timely reward and encourage localities, organizations and individuals who perform well in the management of relics and intangible cultural heritage, and at the same time seriously criticize and discipline localities, organizations and individuals who do not perform well.
However, as presented above, although inspection and examination activities take place regularly, when violations are discovered, the handling process is slow.
