- Inner-city agricultural cooperatives, due to rapid urbanization, have narrowed land and limited production area. Now, cooperatives tend to change from agricultural production cooperatives to industrial - handicraft or trade - service cooperatives, so they must make a project and submit procedures to the competent People's Committee to decide on changing the land use purpose from agricultural land to non-agricultural land. Based on the decision of the competent authority, the cooperative carries out the steps to convert the cooperative.

Through investigation and survey, it is shown that the internal capacity of cooperatives is generally very limited, the level of organization and management of staff is low, old age, little capital, no information on marketing and market expansion;... Therefore, the City needs to have a policy mechanism to support cooperatives in transformation so that cooperatives have enough capacity to organize production, business and services more effectively. Especially policies on resource training, land policies, credit and finance policies, science and technology support policies, marketing support and market expansion policies and investment and infrastructure development policies. Only then can we create conditions for cooperatives to consolidate and develop strongly.

However, support for cooperatives is still limited. Specifically: training courses on cooperative management are not much, are patchy and have only been implemented with a small number of cooperative managers. Information provision has not been done. Consulting on cooperative management to overcome difficulties, expand and develop production and business of cooperatives has been done very little, not significantly. Credit support activities to help cooperatives solve capital difficulties have not been implemented. Market support to help cooperatives solve product consumption has not been carried out.

Looking back and correctly assessing the current situation of cooperative support activities helps us clearly see that this is a very difficult field, with many shortcomings:

- Lack of awareness on how to see what cooperative support work is and how to do it effectively.

- Inadequacies in the way of organizing cooperative support activities.

- Inadequate support staff's ability to support activities.

- Inadequate qualifications of support staff.

- Financial constraints for support activities.

- Inadequacies also come from cooperatives that are not familiar with using support services outside the cooperative (such as: consulting, training, brokerage...).

In particular, the capacity of the support staff is still weak, the number of staff is also too small, so the organization of providing consulting and support services has not been implemented much in recent years, including the quality and effectiveness of support services are also limited.

To effectively support cooperatives, in the coming time, the City needs to synchronously deploy the following activities:

+ Have a unified and complete awareness of cooperative support work:

In the current period, when the cooperative sector still faces many difficulties, the support for cooperatives, including certain priorities of the City, aims to promote the development of this sector to ensure balance and harmony between economic types in the new mechanism. The City's support for cooperatives does not mean subsidies but rather creates conditions or some advantages within the possible scope to have more capacity and resources to maintain and develop cooperatives.

- For cooperatives: the State's support in some areas according to policy, in terms of awareness, must be understood as a favorable opportunity for cooperatives to take advantage of and perform well to have more conditions for development. However, in the market mechanism, cooperative support activities are also included in the Business Development Services (BDS) in our country and therefore, in some support services, cooperatives also have to spend part of the cost to get the service.

In fact, due to the limited resources of many cooperatives and the low quality of some cooperative support services, some cooperatives still perform the services themselves or ignore them. Many cooperatives only want to receive the State's support according to the policy without using the services. The above problems all lead to limited results of cooperative operations.

Cooperative support activities are a new field for our country, there are difficult jobs that require high skills, experience and must build close relationships with cooperatives. Therefore, this activity needs to be properly recognized, creating conditions for effective implementation, contributing to the growth of cooperatives.

+ Supplement and perfect mechanisms and policies related to cooperative support activities:

In addition to general policies to encourage the development of cooperatives (such as land, tax, social insurance policies, etc.), the State also needs to supplement specific and synchronous policy mechanisms for cooperative support activities.

- Regarding policies to encourage the development of cooperative support services:

To promote cooperative support services, it is necessary to encourage business support organizations, service organizations... to pay attention to providing business support services for cooperatives through tax reduction policies or partial subsidies for the cost of providing those services...

For cooperatives using services, the fees to be paid (information collection fees, technology transfer costs, training costs, consulting costs, etc.) are included in pre-tax costs...

+ Strengthen the understanding of support needs and improve the quality of cooperative support work.

To improve the quality and effectiveness of cooperative support work, it is necessary to clearly understand the actual needs of cooperatives and to meet those needs. To do so, it is necessary to:

- Quickly, fully and accurately grasp support needs

To understand the needs of cooperatives, it is necessary to carefully survey the current situation of cooperatives: about the difficulties, advantages, and shortcomings of the establishments. It is necessary to discuss with cooperatives to know their needs for training in management knowledge or training workers, about the information that cooperatives are looking for, about the issues that cooperatives need advice on, about capital for production - business or for technological innovation, about the consumer market, etc. .. There are needs that cooperatives themselves can raise, but there are needs of cooperatives that must be discovered through discussion. From the requirements of cooperatives, it is necessary to study to be able to closely respond to the issues raised.

- Design and implement support content that meets and closely matches the needs of the cooperative:

Support content must be built according to support requirements, which are:

Must be correct and close to the urgent issue raised by the cooperative.

Must be suitable to the capacity and level of understanding of the cooperative.

- Because support requests often have different levels and due to the different realities of each cooperative, the support content also needs to be appropriately met.

The commodity economy and market economy are increasingly developing, competition will become increasingly fierce, especially in the context of international economic integration. Therefore, each small producer, each production household, each cooperative household can hardly stand firm in competition on their own, but must cooperate and unite with each other to increase strength and competitiveness to survive in the volatile market economy. In that context, cooperative economy and cooperatives become the most useful and suitable means, due to the characteristics of cooperative economic forms, cooperatives allow people to stand side by side, rely on each other to survive and develop without losing the social and humane nature of this economic form. That is also one of the essential issues of cooperatives. From that, it can be said that developing cooperative economy and cooperatives is an objective and long-term trend in the development process of human society in the following years. On the other hand, due to the social nature of cooperative economy, cooperatives will become one of the most superior economic forms for thousands of farmers, households, and small businesses to rely on each other to stand firm in competition, to survive and develop.

Developing agricultural cooperatives in Hanoi is an extremely necessary task, of great practical significance, in line with the policies of the Party, the State and the City in the current socio-economic development strategy of the country and the Capital.

New perspectives on collective economic development along with mechanisms and policies were revised and supplemented according to the content of Resolution 13 of the 5th Conference of the 9th Party Central Committee issued on March 18, 2002 and concretized in Hanoi in Project No. 17-DA/TU dated July 31, 2002 of the Hanoi Party Committee to implement the above Resolution. Practical experience of cooperative activities in Vietnam in recent years and the development of the cooperative movement in the world will be the basis to help us develop the activities of cooperatives and achieve increasingly high efficiency.

Practice shows that, in order to develop cooperatives, in addition to the proactive self-mobilization of each cooperative, it is necessary to synchronously deploy necessary solutions, from unifying awareness, enhancing propaganda, perfecting the legal environment, perfecting the organization, enhancing human resource training, closely following the practical support needs of each cooperative and member unit, and especially, there needs to be strong enough responses to create initial motivation from the state; in which the most important are support mechanisms and policies on management, finance, organization, etc. and close and effective coordination between relevant levels and sectors in the process of cooperative development.
