Appendix 6. Summary of in-depth interview with representative of Ministry of Industry and Trade

Interview with representative of the Ministry of Industry and Trade - Mr. Tran Huu Linh, Director of the Department of E-commerce and Information Technology - Ministry of Industry and Trade (conducted on: June 12, 2012).

- How do you evaluate the quality of content, information and services of current e-commerce websites in Vietnam?

“Many websites of e-commerce businesses in Vietnam today are still sketchy in providing information and services that ensure reliability for users...”

- According to you, what is the main cause leading to the above situation?

“A large proportion of businesses in Vietnam develop on a small and medium scale, so they enter the market without any calculations in their business strategies. In addition, in reality, there are some C2C websites that develop spontaneously following trends or perhaps because of the goal of testing the market, so they have not really paid attention to investing in this issue.”

- Currently, there are many forms of fraud occurring online, especially with C2C websites. How do legal documents regulate these issues?

“The viewpoint of law-making focuses on regulating business entities, including legal entities and individuals. Currently, the legal system in the world does not have specific regulations on managing individual models, and in practice, management is not easy. Therefore, the main thing is to manage business entities. Regulate fraudulent acts of individuals subject to civil law.”

- How do you evaluate the current legal system related to e-commerce and law enforcement with e-commerce?

“Legal infrastructure is very important. This is one of the top priorities for e-commerce development. However, it still takes time to complete. In particular, sanctions are not strong enough to act as a deterrent. It is best for consumers to be more knowledgeable. If any website does not register for e-commerce business activities, consumers should not conduct transactions.”
