consumers, building advanced shopping habits thanks to e-commerce applications such as: online shopping week, prestigious e-commerce website voting program, etc.

Deploy activities to introduce e-commerce applications in each production and service sector such as agriculture, aquaculture, mechanics, electronics, distribution, advertising, tourism, and entertainment; focus on promoting typical successful enterprises in applying and providing e-commerce services.

Develop training programs for economic managers at the central and local levels and in-depth training programs for staff specializing in e-commerce.

Disseminate and propagate the benefits and skills of applying e-commerce to businesses and consumers in key manufacturing and service sectors; promote typical successful businesses in applying e-commerce services.

Promote the dissemination of knowledge about electronic payments; raise awareness to change payment behavior through advocacy, dissemination to card users, payment acceptance units, and enhance skills training for staff providing electronic payment services.

3.3.6. Perfecting the State management apparatus for sales activities through e-commerce trading floors

3.3.6.1. Inspection and examination of compliance with laws on e-commerce

In the coming time, it is necessary to promote inspection activities and increase the frequency of inspections on e-commerce with the following main contents:

First: inspect the provision of information on the sales website: Information about the merchant/website owner;

Information on goods, services, transaction conditions, dispute resolution procedures and compensation for damages; Information on cases where consumers have the right to cancel or modify agreements on the sales website; Payment methods, prices, shipping and delivery... Information on instructions for concluding contracts online;

Ensuring consumers' ability to store and reproduce information about contract terms.

Second, inspect the conclusion of contracts on the electronic sales information page, the inspection content includes: The process of concluding contracts between traders and customers on the electronic sales information page; The mechanism allowing customers to review, supplement, modify and confirm the transaction content before using the online ordering function to execute the contract; The information provided in response to the customer's request to conclude a contract; The division of responsibilities between the trader and the website owner in the process of concluding a contract with the customer (in case the trader selling goods is different from the website owner); The time limit for responding to the customer's request to conclude a contract.

Third, inspect the use of electronic signatures in e-commerce activities, the inspection content includes: applying for digital certificates; whether the use of digital signatures is in accordance with legal regulations or not.

Fourth, inspect the collection, protection and use of personal information in e-commerce activities. The inspection contents include: the purpose and activities of collecting personal information of enterprises; policies on protecting customers' personal information; and asking for customers' consent before collecting and using personal information.

Fifth, inspect the settlement of customer disputes and complaints, including the following contents: Number of customer disputes and complaints related to e-commerce transactions; Number of resolved cases, level of compensation for damages; Number of outstanding cases, reasons.

3.3.6.2. Establishment of specialized e-commerce inspectorate

The practice of implementing e-commerce in the recent period shows that up to now, there has not been a specialized unit to carry out inspection work in the field of e-commerce. Currently, the Department of E-commerce and Information Technology under the Ministry of Industry and Trade must coordinate with the inspectorate of the Ministry of Information and Communications to carry out inspection in this field. Therefore, in the coming time, it is necessary to quickly establish an E-commerce Inspection Board under the Department of E-commerce and Information Technology to directly carry out specialized inspection activities on e-commerce.

At the local level, it is urgent to establish a specialized department on e-commerce under the Department of Industry and Trade of the provinces. This department is responsible for directly inspecting and supervising e-commerce activities in the locality.

3.4. Issues that need further research

The topic only stops at the theoretical and practical research perspective, from which it provides assessments and solutions to improve and enhance the effectiveness of State management of sales activities through e-commerce trading floors in Vietnam, and cannot cover all the issues raised.

Firstly, the thesis has not yet proposed specific indicators to comprehensively evaluate the state management activities for sales activities through e-commerce trading floors in Vietnam, but only through mechanisms and policies to evaluate the current state management status for sales activities through e-commerce trading floors.

Second, the above studies have not yet provided a specific method to evaluate the content of State management for sales activities through e-commerce trading floors.

Third, up to now, the conditions of the international environment, the national environment as well as the new trends of e-commerce have changed a lot along with the general development of science, technology and the world economy. Therefore, sales activities through e-commerce trading floors are also affected, the impacts of State management on sales through e-commerce trading floors also need to be considered in the new conditions.

Third, the above studies have not yet provided a specific method to evaluate the content of State management for sales activities through e-commerce trading floors.

CONCLUDE

The thesis content: " State management of sales activities through e-commerce trading floors in Vietnam " has partly met the needs of both theory and practice in State management of sales activities through e-commerce trading floors in Vietnam. Within the limited scope of research, the thesis has achieved the following objectives:

Firstly, systematize basic theoretical issues on State management of sales activities through e-commerce trading floors in Vietnam such as concepts, objectives, and contents of State management of sales activities through e-commerce trading floors.

Second, analyze the current state management of sales activities through e-commerce trading floors in Vietnam in the recent period and the development trend of e-commerce in the world. The thesis evaluates the implementation of state management contents for sales activities through e-commerce trading floors in Vietnam to clearly state the achievements and shortcomings that need to be overcome in state management of sales activities through e-commerce trading floors.

Third, propose a number of solutions to improve and enhance the effectiveness of state management of sales activities through e-commerce trading floors, the main solutions include:

(i) Develop a national e-commerce development strategy to create long-term orientations for e-commerce development in Vietnam, thereby developing sales activities through e-commerce trading floors.

(ii) Perfecting e-commerce policies such as: trader policy; tax policy in e-commerce; consumer protection policy; human resource creation policy.

(iii) Perfecting the law on e-commerce, focusing on the contents that regulate the State's management subjects on sales activities through e-commerce trading floors.

(iv) Strengthen training activities on e-commerce, recognize e-commerce as an official major in the national education system.

(v) Strengthen inspection and examination activities on e-commerce, establish specialized inspectors on e-commerce

Besides the achieved goals, the thesis has not been able to provide specific criteria and methods to evaluate the State management activities for sales activities through the floors.

E-commerce transactions cannot be evaluated comprehensively in the context of many market changes.

The research content and framework are quite broad while the level is limited, so it is difficult to avoid shortcomings. We look forward to receiving contributions from teachers to make the thesis more complete.
