Policy on mobilizing financial resources for technological innovation for small and medium enterprises (case study of Hai Duong province)

Venture capital is more than investing, more than building personal wealth; it's building companies, businesses.

These solutions need to ensure synchronous and unified implementation, creating effective coordination between management levels, helping financial incentive solutions bring a new look to the technological level of small and medium enterprises in Hai Duong province.

CONCLUDE

Through a survey of the theoretical and practical basis of policies to mobilize financial resources for technological innovation for small and medium enterprises in Hai Duong, we found that:

Technological innovation is one of the important tasks to improve the competitiveness of enterprises, which is a decisive means to promote economic growth and comprehensive development of the country in the context of global competition and international integration. In the process of mobilizing resources for economic development towards industrialization and modernization in general, using financial tools for investment in technological innovation and enterprise development in particular, Hai Duong province has achieved important initial results. The amount of capital invested in technological innovation for small and medium enterprises is increasing rapidly, contributing significantly to supporting Hai Duong small and medium enterprises to gradually stabilize production, improve competitiveness and develop sustainably in the current process of international economic integration.

However, there are still issues that need to be improved, such as limited state management capacity, many shortcomings in policies, and ineffective use of financial tools. Therefore, it has not really encouraged small and medium enterprises in Hai Duong province to actively innovate technology and improve their competitiveness in the context of globalization and world economic integration. Our country's economy is integrating more deeply, comprehensively and fully into the regional and world economy. Vietnam must fulfill its commitments under the ASEAN and WTO trade agreements... This is a period when the economy will have many changes in the direction of eliminating trade barriers, increasing competitive pressure and increasing foreign investment attraction. WTO integration is both a great opportunity and a formidable challenge for small and medium enterprises in Hai Duong province.

To successfully integrate internationally and regionally, Vietnam must develop rapidly and sustainably according to market mechanisms at all three levels: National, local and regional.

each locality and each enterprise, each product (goods and services). To improve competitiveness and meet integration requirements, small and medium enterprises in Hai Duong province have no other way but to quickly innovate technology. At the same time, the State must also effectively use financial tools to encourage and support small and medium enterprises in Hai Duong to successfully implement technological innovation.

The thesis "Policy on mobilizing financial resources for technological innovation for small and medium enterprises in Hai Duong" focused on solving the following main contents:

- Clarifying the theoretical basis of technology, technological innovation, technological innovation tools, finance for technological innovation, policies, science and technology policies, technology transfer, venture capital funds, technological innovation investment, enterprises, small and medium enterprises and the role and characteristics of small and medium enterprises in the process of socio-economic development.

- Analyze the current status of technology and technological innovation activities, the current status of using financial instruments to encourage technological innovation, production and business development of small and medium enterprises in Hai Duong province.

- Research and propose policy solutions using financial instruments to encourage small and medium enterprises in Hai Duong province to invest in technological innovation suitable to the specific situation of the province in the coming time for sustainable and stable development. Financial solutions need to be implemented synchronously, creating many capital flows, creating conditions for small and medium enterprises to have the necessary resources to innovate technology, improve product quality, and enhance competitiveness in the increasingly fierce market competition.
