Card usage criteria on machines: International Bank also considers criteria such as maximum cash withdrawal amount/day, maximum withdrawal amount/time, number of transactions/day, maximum transfer amount to evaluate card usage on machines between banks. The results show that in terms of card usage criteria on machines, there is equivalence between banks in terms of maximum withdrawal amount/day as well as maximum withdrawal amount/time (see Appendix 2, Section 1.3, page vi-vii)

Technology deployed for card services: The modern CTL card technology system is integrated with the newly inaugurated Symbols Core-banking System and connected in a Switch to Switch model with banks in the VIB Bank, Vietcombank and other members card alliance. The new card type has a high level of security with the International Bank logo printed in relief and visible when exposed to UV light. In particular, VIB Bank is one of the first few banks to use holograms on cards (identification details) provided by the world's leading manufacturer De La Rue with anti-counterfeiting features normally only applied to Visa and MasterCard cards.

Card usage scope: VIB Values ​​card will be accepted at 60 separate ATMs, 600 combined ATMs with 300 card acceptance units. VIB Values ​​card can be used at banks: VCB, Techcombank, MB, PNB and Eximbank with nationwide usage scope.

Utilities using the card at ATM: VIB Values ​​card will first provide customers with basic utilities such as: Withdrawing money, Changing PIN, Transferring money, Viewing balance and printing asset statements.

The usage criteria on ATMs are as follows:

- Maximum cash withdrawal per day: 20 million VND.

- Maximum withdrawal amount/time: 2 million VND

- Number of transactions per day: 10

Additional services: Initially, customers using VIB Values ​​card service will enjoy the following additional services: automatic balance notification service, mobile banking service, and Internet Banking service.

Research competitor products in the market

VIBank has conducted research and analysis of competitors' products in the market based on 4 criteria:

Scope of use: Similar to domestic card products, for international credit card products, VIB Bank also researches based on basic criteria such as the number of ATMs, the number of card accepting units, transactions with other banks, nationwide usage and global usage. It can be clearly seen that the advantage still belongs to large banks and the leaders are Vietcombank, Agribank, Incombank, while in the non-state-owned banking sector, Dong A Bank still holds the leading position with a fairly large number of ATMs (200 private ATMs, 230 shared ATMs). And in general, transactions with other banks are all carried out within the scope of the bank's card alliance with each other (see Appendix 2, Section 2.1, page viii-ix)

Utilities for using cards on ATMs include basic utilities, prepaid card purchase utilities, and other utility groups. All banks provide basic utilities on their card products, however, with other added utilities such as prepaid card purchase utilities, bill payment utilities, only 30% of banks are able to pay for phone bills, electricity, water, and insurance fees. - Maximum withdrawal amount/time: 2 million VND

- Number of transactions/day: 10 times

Additional services: Initially, the Origin MasterCard card provides customers with 3 types of services: automatic balance notification service, Mobile Banking service and Internet Banking service.

The card return period is 7 days.

Initially, International Bank only met basic utilities and could not provide other utilities such as prepaid card purchase or bill payment, interest rate information or remittance payment via card. This was a disadvantage because the banks that came before them not only occupied a large market share but also had the ability to provide these services. However, compared to other banks, the card usage criteria at VIB Bank's ATMs also had certain advantages, such as the maximum cash withdrawal value/day was 20 million VND (compared to Vietcombank, MB, Techcombank, which was 10 million VND), while other criteria such as the maximum withdrawal amount/time, or the number of transactions/day were equivalent to other banks. Therefore, in the early stages, the bank's card products would face many difficulties and require the bank to have an effective distribution and promotion strategy to increase the number of card users.

3.2.2. Pricing strategy

In addition to building a good product strategy, VIBank needs to build a truly suitable pricing strategy to be able to compete with other banks. First, the bank has researched and learned about the pricing policies of competitors for each product.

Pricing strategy for VIB Values ​​products

Debit cards are widely known and used by customers because of their simple usage. Therefore, the demand for this card product in the future will be very large. However, in the current card market, the debit card market share mainly belongs to large banks such as Vietcombank and Agribank. Therefore, in order to build a suitable pricing policy, VIBank has conducted a survey of the debit card pricing policies of a number of banks based on the following criteria:

- Card issuance fees include main card issuance fees, supplementary card issuance fees, and re-issuance fees due to loss. Among banks, card issuance fees vary quite a bit, the highest currently belongs to Vietcombank, Techcombank (VND 100,000 and

99,000 VND) while BIDV and Eximbank have quite low fees (30,000 VND and 50,000 VND). (see Appendix 3, Part 1, page xiii).

- Other fees include PIN re-issuance fee, renewal fee, card re-issuance upon expiration, card class change fee, annual fee, withdrawal fee within the system, and lost card notification fee. Regarding annual fees, most banks waive the fee for customers and only about 50% of banks have an indefinite term, the rest have a term of 3 years and 50% of them require customers to pay a card renewal fee. (see Appendix 3, Part 2, pages xiii-xiv).

- Account-related fees include account opening fees, annual account maintenance fees, or minimum balances. Half of the banks set the minimum balance at VND 100,000 and the rest at VND 50,000. Thus, we can clearly see that the difference in fees between banks is quite large. Most of the banks that set low fees are non-state-owned banks with modest capital. This can be considered a competitive price solution for later banks. (see Appendix 3, Part 3, pages xiv-xv).

From the above pricing policies of some banks, International Bank has proposed the pricing policy for VIB Values ​​products as follows:

Card related fees :

- Main card issuance fee (for standard card) is 100,000 VND

- Sub-card issuance fee (for standard card) is 100,000 VND

- Card re-issuance fee due to loss (for standard cards) is 80,000 VND

Other fees:

- PIN reissue fee: 20,000 VND

- Expiry date: unlimited

- Annual fee: 6000 VND/month

- Withdrawal fee in the system is free

Account related fees:

- Account opening fee and annual account maintenance fee are free

- Minimum account balance is 100,000 VND

- Fee for transferring salary to card account/item is free

Pricing strategy with MasterCard Origin products

Currently in the card market, banks with large market shares in international credit cards include Asia Commercial Joint Stock Bank (ACB) and Vietnam Foreign Trade Bank (VCB) and some other banks such as Vietnam Industrial and Commercial Bank (ICB), Vietnam Export Import Bank (Eximbank) and Saigon Industrial and Commercial Bank (Sacombank).

Therefore, the Card Marketing Department of Vietnam International Bank has researched the pricing policies of the above banks and provided a comparison table of MasterCard international credit card pricing policies (see table 4).

Based on consulting and researching the international MasterCard credit card pricing policies of banks, VIBank has proposed the following pricing policy:

- Annual fee: for standard C card is 100,000 VND, for standard P card is

75,000 VND, C-type gold card is 200,000 VND and P-type gold card is 100,000 VND

- Loan interest rate is 0.95%

- Cash withdrawal fee is 4% and not less than 60,000 VND

- Over-limit usage fee is 0.075%/day and not less than 20,000 VND

- Late payment fee is 3% of the late payment amount and minimum is 50,000 VND

- Card replacement fee is 50,000 VND

- Lost card fee: 300,000 VND

- The fee to change the card credit limit is 30,000 VND

- The fee for converting the form of card usage guarantee is 50,000 VND.

- Confirmation fee upon customer request is 50,000

- Fee for issuing a copy of the agent's transaction invoice is 80,000 VND

- The fee for issuing a copy of the transaction notice is 20,000 VND.

- Complaint fee is 80,000 VND

- The international card organization's currency conversion fee is 0-1.1% of the transaction amount and the exchange rate difference fee is 0-1.1% of the transaction amount.

- Temporary credit limit increase fee is 20,000 VND

- PIN reprint fee is 20,000 VND

* Comment: So compared to banks in the card market, regarding debit cards, the price that International Bank offers at this time is much higher than other banks and is on par with large banks that have occupied a large market share such as Vietcombank, Techcombank. As for international credit card products, the price that International Bank offers is equivalent to other banks. In fact, currently, card services in Vietnam are still developing at a low level, meaning that the added values ​​are not much and consumers are only interested in basic utilities and are more interested in the fees for using the card, so it can be said that banks mainly compete with each other on price combined with communication promotion policies and product distribution strategies.

Customers' interest in bank fees for card services is quite high, especially withdrawal fees and money transfer fees (54.10% and 51.05%). This is always a factor for customers to consider when choosing a bank's services. Issuance fees are more acceptable to customers because this fee is only collected once.

Therefore, meeting and satisfying customer needs at the lowest cost is always the goal of not only VIB Bank but also the requirement of all banks. Of course, in addition to price, as mentioned above, VIB Bank must also have an effective distribution strategy so that customers can see the convenience of using the bank's cards.

3.2.3 Distribution strategy

Building a good and effective distribution strategy is an extremely important factor because it is the way for the product to reach customers. Especially with VIBank's new card product, if a good distribution system is not built, it will be very difficult to compete and stand firm in the current card market.

The main distribution channels of banks are branches, agents, automatic teller machines, automatic payment points and online payments.

For banking services in general and card services in particular, in our country, the traditional distribution channel - the branch system - still holds an important position, especially in issuance operations.
