Improving the strategic thinking level of the leadership team in our country today

1980, left behind serious consequences. The country's reality put our Party in front of enormous challenges, requiring innovation in leadership methods, first of all, innovation in thinking. With the spirit of looking straight at the truth, correctly assessing the truth, clearly stating the truth, along with correctly assessing the achievements, at the 6th Congress, we reviewed the weaknesses, deeply analyzed the mistakes and shortcomings, pointed out the causes, proposed remedial measures; determined the tasks and goals for the following years. The Congress assessed that although we have strived, overcome difficulties, overcome obstacles, and achieved important achievements, we have not generally achieved the goals set by the 5th Congress, which are to basically stabilize the socio-economic situation and stabilize the people's lives. We have made serious and prolonged mistakes in major policies and guidelines, especially mistakes in economic policies, subjectivism, and voluntarism. From there, the 6th Congress decided to set out the renovation policy. The Congress determined that comprehensive renovation in all areas, the immediate focus is on economic policy renovation, maintaining political stability is the premise to ensure the implementation of the renovation process. Regarding the basic direction of socio-economic policy, the Congress clearly stated that the guiding ideology is to rearrange the production structure, make major adjustments to the investment structure, rearrange the national economy according to a reasonable structure; innovate the economic structure among sectors, successfully implement three target programs on food; consumer goods and exports. Build and consolidate socialist production relations, properly use and reform economic sectors. Innovate the economic management mechanism. Strongly promote the driving force of science and technology. Expand and improve the effectiveness of foreign economic relations. Implement social justice, a cultured lifestyle; ensure social security, restore order and discipline in all areas of social life.

Summarizing theory and practice, looking back at 30 years of innovation, our Party has affirmed that since the 6th Party Congress, our Party has proposed policies and guidelines, and implemented completely correct steps. This is the result of strategic thinking, far-sighted thinking, and broad-mindedness to see the whole, to see the trend of objective reality, to propose correct policies, to lead and light the way for the whole country to develop and move forward.

Second, improve the creativity of thinking for the leadership team. The thinking of our country's leadership team is increasingly agile, demonstrating creativity and being ahead of the curve. The dynamic and creative qualities in the thinking of our country's leadership team are clearly demonstrated in their sensitivity, quick adaptation, and analysis of extremely complex situations in the world and in the country, through the collection and processing of information, on that basis, building plans, projects, drafting resolutions and making decisions in line with development trends, achieving high efficiency in practice. The development in thinking is marked in resolutions, directives, etc. through each stage. Looking back at the leadership process over more than 30 years of innovation of our leadership team, we see that it is the unified leadership between strategic viewpoints and the application of strategic viewpoints in practical direction. The high economic and social growth rate over the past years, the increasingly deep international integration process, and the increasingly improved living standards of the people. These are undeniable results of the sharp thinking of the leadership team - an indispensable factor to develop the level of strategic thinking.

Since then, along with the training, fostering and coaching of the leadership team, our Party has always considered it an urgent task that is continuous and regular, and in the context of rapid economic growth and social development, always moving and constantly innovating, the leadership team is equipped with a new system of knowledge. These things have contributed to creating strengths in the strategic thinking of our country's leadership team, reflected in both awareness and practical activities.

Theoretical awareness of socialism and the path to socialism is increasingly clearer, thereby firmly upholding the goal of socialism and the path to socialism. Awareness of the laws, contradictions, and dialectical relationships in socio-economic development is increasingly closer, thereby building correct socio-economic development strategies. Awareness of the general trends of the world situation is increasingly clearer, thereby proposing appropriate international integration strategies. Assessing the world situation in the current period and future trends, our country's leadership team has come to the conclusion that: the trend of peace, cooperation, development; globalization and integration are increasingly deep; cooperation, competition, compromise... of major countries tend to increase; the scientific and technological revolution, knowledge economy, and the fourth industrial revolution are increasingly going deep and playing an important role in the movement and transformation of the world...

From awareness, to assessments of the world situation close to reality, our country's leadership team has put forward appropriate policies and decisions, and also promptly recognized and adjusted factors that were not suitable to the actual conditions. Specifically, in the period of 2011 - 2015, due to not fully anticipating the difficulties and challenges of the world conditions as well as not fully recognizing the domestic conditions, many socio-economic targets were set quite high, leading to failure to be successfully implemented. Reassessing the rapidly evolving and complex world situation, identifying that the economic recovery is slower than forecast, the public debt crisis is more serious in many countries, the competition for influence of major countries is more fierce, along with the difficulties caused by natural disasters and weather, the Party Central Committee and the Politburo have promptly adjusted the tasks and development solutions, re-identified the factors that need to be prioritized, focused on in real conditions on the basis of resolutely and persistently fighting to protect sovereignty, territorial integrity and the goal of building the country on the socialist path. With these assessments and adjustments, positive results have been achieved: inflation is controlled, the macro economy is basically stable; economic growth is restored and maintained at a reasonable level, growth quality is increased; foreign affairs are developed, Vietnam's prestige is increasingly enhanced in the international arena...

Third, improve the forecasting ability in the thinking of the cadres and leaders. The forecasting and orientation ability of our country's cadres has made clear progress. The leaders in different positions and fields have generally made forecasts that are closer to reality, pointing out the movement trends of the world and the country, the things that need to be perceived and implemented, and responding to the development trend. The 7th National Congress of the Party (June 1991) approved the Platform for national construction in the transition period to socialism (1991 Platform). The Platform analyzed the content and nature of the era, summarized the process of the Vietnamese revolution, inherited and developed the previous basic viewpoints of the Party to put forward a new concept of socialism, pointed out the goals and major orientations in the transition period to socialism in our country. This is an important document with strategic orientation, the ideological and theoretical foundation and the fighting flag of our Party and our people in the new period. In the 1991 Platform, our Party pointed out the current situation of the country and made assessments of development trends, on that basis, it proposed major orientations on economic, social, defense - security and foreign policies. The Platform determined that our country was in transition to socialism in an international context with great and profound changes. The arguments stated in the 1991 Platform demonstrate an accurate assessment of the complex developments of world political and social life. By making correct assessments of the current situation of the country, and at the same time pointing out the general development trend of the times, we have determined and have a correct view that: The transition to socialism is a long-term, extremely difficult and complicated undertaking. The 1991 Platform has put forward new concepts of socialism and the direction of building socialism in the transition period in our country. This was a great step forward in the theoretical thinking of our Party, both thoroughly grasping the basic spirit of the Marxist-Leninist doctrine on socialism and demonstrating its creative application to the specific conditions of Vietnam in the new period. In the process of implementing the 1991 Platform, summarizing practices and researching theories continued and gradually perfecting the awareness of this issue.

The 11th National Party Congress marked another important milestone for the country's development, which was the adoption of the Supplementary and Development Platform (2011). The Platform has changes and additions of new contents, suitable for the current world and national context, including a number of major issues that have been supplemented, which are about the general characteristics and trends of the world situation. The Platform pointed out that the scientific and technological revolution, the knowledge economy and the globalization process are determined to take place strongly, deeply affecting the development of many countries. The major trend of the world that will continue to take place on a global scale is determined to be the issue of peace, national independence, democracy, cooperation and development. However, some undesirable issues for people around the world such as national struggles, class struggles, local wars, armed conflicts, ethnic and religious conflicts, arms races, intervention, subversion, terrorism, territorial disputes over islands, resources, and fierce competition for economic interests at different territorial scales continue to occur in a complex and unpredictable manner, without any thorough solutions.

The Platform (supplemented and developed in 2011) added two urgent global issues related to the destiny of mankind: Anti-terrorism; responding to global climate change. Commenting on the outstanding features of the current period of the era, the Platform wrote: "The outstanding feature of the current period of the era is that countries with different social regimes and development levels coexist, both cooperate and struggle, and compete fiercely for national and ethnic interests". The Platform pays special attention to factors aimed at comprehensive human development. Major orientations on economic development have been supplemented with more content. Developing a socialist-oriented market economy, specifying the position and role of economic sectors. Economic sectors operate according to the law and each sector is an important component of the economy, equal before the law, developing together in the long term, cooperating and competing fairly. Since the 8th Congress, our Party has used the concept of “state economy”, including: state budget, state funds, state enterprises. From the 3rd Central Conference of the 9th tenure, it was determined that: the state economy has a leading role in the sense of “playing a decisive role in maintaining the socialist orientation, stabilizing and developing the country’s economy, socio-politics”; at the same time, it was also determined that state enterprises “hold a key position in the economy, act as an important material tool for the State to orient and regulate the macro economy, act as a core force, and contribute mainly to the state economy performing its leading role in the socialist-oriented market economy”.

In fact, in recent years, especially in the context of the global financial crisis and economic recession, all economic sectors of our country have developed, asserting their position and role in the economic structure of the country, bringing about many positive developments in our country's economy. The state economy has paved the way, promoted, facilitated, and motivated the development of economic sectors; the collective economy has been constantly consolidated and developed. The state economy, together with the collective economy, has increasingly become a solid foundation of the national economy; the private economy has played a good role as one of the driving forces of the economy; the economy with foreign investment capital has been encouraged to develop. Mixed and interwoven forms of ownership form increasingly diverse economic organizations; product distribution methods are increasingly suitable; market elements are created synchronously, types of markets are gradually built and developed, both following the laws of the market economy and ensuring socialist orientation.

Regarding ownership relations, the rights of owners, the rights of users of means of production and the management rights of the State in the economic field are clearly defined, ensuring that all means of production have owners; regarding management organization, ensuring that all business units are autonomous and responsible for their business results; regarding product distribution relations, ensuring fairness and creating motivation for development. With such production relations, resources are allocated according to strategies, planning, socio-economic development plans and market principles; the distribution regime is implemented mainly according to labor results, economic efficiency, and at the same time according to the level of capital contribution along with other resources and distributed through the social security and social welfare system. The State plays the role of managing the economy, orienting, regulating, promoting socio-economic development by law, strategy, planning, plans, policies and material forces. Economic development is the central task; industrialization and modernization of the country is carried out in conjunction with the development of a knowledge-based economy and attention is paid to the protection of resources and the environment; a reasonable, modern, effective and sustainable economic structure is built, closely linking industry, agriculture and services.

In the economic development policy, industries and industries with advantages are often given priority for development, considered fundamental; the development of agriculture, forestry and fishery increasingly reaches high-tech levels, quality is associated with processing industry and new rural construction. The development of economic sectors ensures harmonious development between regions, promotes rapid development of key economic regions, and at the same time creates conditions for development of regions with many difficulties; the policy is to build an independent, self-reliant economy while proactively and actively integrating into the international economy.

The human factor in the Platform (supplemented and developed in 2011) is given special attention. Accordingly, people are considered the center of the development strategy. To ensure that central position, the contents related to the human factor that are required to be implemented are: respecting and protecting human rights, linking human rights with the rights and interests of the nation, the country and the people's right to mastery. The environment that affects people is also clearly outlined in the Platform. First is the living environment associated with the birth and first steps of human development - the family environment. The Resolution determines that it is necessary to build a prosperous, progressive, happy family, which is truly a healthy cell of society, an important environment, directly educating lifestyle and forming personality. Next, people are allowed to participate in different educational processes with educational content that is always updated and supplemented to suit the new situation and for long-term development. Promoting the building of a learning society, creating opportunities and conditions for all citizens to study for life. It can be seen that the 2011 Platform has promptly supplemented many contents to suit the contemporary context. Thereby, it has demonstrated the comprehensive view of our country's leadership team, in addition to the good elements of tradition and history that need to be promoted, they have also promptly studied the reality, grasped the trends of movement and change of the whole situation to propose new strategic plans, targets and criteria that are more appropriate, comprehensive and long-term.

Up to now, although there are still some issues that need further in-depth research, we can generalize that the socialist society that our people are building is a society of rich people, strong country, democracy, fairness, civilization; owned by the people; with a highly developed economy, based on modern productive forces and appropriate progressive production relations; with an advanced culture imbued with national identity; people have a prosperous, free, happy life, with conditions for comprehensive development; ethnic groups in the Vietnamese community are equal, united, respect and help each other to develop together; there is a socialist rule of law state of the people, by the people, for the people led by the Communist Party; there are friendly and cooperative relations with countries around the world.
