The legal regulation, creating a complete and synchronous legal environment in the field of currency, credit and banking is: Determining the legal status of credit institutions, ensuring the safety of economic and monetary activities, capital markets in the coming time, monetary and credit policies must focus on the goal of stability and development, so the State needs to continue to innovate and improve monetary and credit policies and perfect the management and operation mechanism of the banking system, which the Banking Law and Credit Institutions will soon be put into practice.

In addition, other laws related to banking operations such as the constitution, civil law, and land law must also be built tightly and stably to ensure that business people and people can feel secure in production and business.

Granting of land and housing use authorization certificates based on land law and having a system of legal documents guiding implementation.

The government needs to have a plan to purchase products from the people when the season comes.

Organize purchasing networks to the localities to avoid cases where farmers are forced to lower prices by traders.

The State needs to pay attention to the activities of the Bank. We see that the activities of the Bank play an important role in the economy, so in the period of integration and development, the government must pay more attention to the credit activities of the Bank, especially the Bank for Agriculture and Rural Development, contributing to promoting the country's development.

5.2.2. For NHN 0 & PTNT Vinh Thuan Branch - Kien Giang.

In recent years, the lending turnover of Vinh Thuan Bank has increased, the number of customers has increased. But the core problem of the Bank is still the quality of credit activities, meaning that borrowers use the bank's capital effectively, and the Bank must recover enough capital and interest on time. Therefore, the loan requirement must be within the management and control of the Bank. From the time of approaching the market, collecting information, to investigating disbursement, recovering capital and interest, controlling and managing, all give opinions and make decisions accurately and according to standards. CBTD, Head of Accounting - Business Department, Director must grasp how the credit volume they manage is operating and predict and grasp the situation of good or bad fluctuations.

The bank should consider establishing a team to handle overdue debts. It includes a deputy head of planning and business and two credit officers with control capacity. This overdue debt handling team will only operate when there are overdue debts that the CBTD in charge of the area cannot resolve.
