- Ornamental plants: Do not move, 100% compensation; Moving is supported for damage up to 30% of the price; Plants in pots (including pots buried underground), hanging baskets: support for actual moving costs but not exceeding 15% of the price; Ornamental plants grown not for living purposes but for business purposes: support 30% of the price (due to early consumption reducing value or damage during moving).

2.4.1.6. Status of implementation of support policies at the project
- Support for relocation: Households and individuals whose land is recovered and must relocate will receive additional support to stabilize their lives in cash for the actual members currently living at the land recovery site. The time and level of support are specified as follows: Support period is 06 months for cases of complete house demolition and 03 months for cases of partial house demolition; The level of support in cash for one member/month is equivalent to 30kg of rice according to the price announced annually by the Department of Finance.
- Support for renting houses and temporary housing locations:
+ Owners of houses and residential land that are recovered and meet resettlement standards but the investor has not yet arranged them in resettlement areas according to regulations or in the City's temporary housing fund, if they voluntarily hand over the site on schedule and take care of their own temporary housing, they will be supported with temporary housing rent; The support period is calculated from the time of handing over the site to the time of receiving the resettlement house (in case of purchasing a resettlement house); or until the time of receiving the resettlement land notice plus 06 months to build a house (in case of being assigned resettlement land).
+ In case of partial land recovery, land that does not meet resettlement standards but in reality the entire or part of the house is demolished, if the site is handed over on schedule, temporary housing rent support will be provided for 6 months in case of total house demolition; for 3 months in case of partial house demolition.
+ In case of being eligible for resettlement arrangement but voluntarily handing over the site and arranging temporary accommodation, they will also receive additional support for moving the house and structures to the temporary accommodation of 5,000,000 VND/house and land user.
- Production and business support
Economic organizations, households and individuals who are currently engaged in production and business or renting out production and business locations with business registration and have fulfilled financial obligations to the State and whose houses and land in use are all (or part) recovered and production and business are suspended shall be supported with 30% of their after-tax income in one year according to the average income of the three previous consecutive years confirmed by the Tax authority; In case the business period is less than three years, the average shall be calculated based on the actual business period.

Comments: Through Table 2.9, we can see that the policies for stabilizing life applied at the Hoang Van Thu bridge project include: Support for moving house; Support for temporary residence during the time of receiving resettlement land; Support for stabilizing life for each person and household. The amount of money spent on each household is in accordance with the direction of the City People's Committee. The amount of money spent is not large, but it has partly supported the immediate difficulties of households before entering the new resettlement area.
2.4.1.7. Status of resettlement implementation
The number of households that had to relocate was carried out as planned in the project, which was 31 households. It can be said that the planning and statistics of households that had to be relocated were carried out quite well, ensuring the progress of the project, as well as the site clearance work directed by the City People's Committee. To do this, it is the effort of all levels, sectors, and functional departments working together to implement.

Comment: Through table 2.10, we can see that the resettlement arrangement of the project is carried out according to each plot of land (plot 40-50m2 and lot 51-70m2) in So Dau ward. The resettlement area has a station, school, and convenient traffic to ensure the people's daily life. Number
The population is arranged in plots of land of different areas based on the area of land recovered, family status, consideration of families with revolutionary contributions... to arrange appropriately.
According to the report of the District Land Fund Development Center, by the end of 2017, households had drawn lots for resettlement land plots and the number of households that had received decisions on resettlement land allocation was 31 households, reaching 100%. It can be said that the District People's Committee has done a good job of resettlement for households subject to land recovery, ensuring early stabilization of people's lives.
2.4.1.8.Synthesize opinions on the project from households whose land was recovered
To survey people's opinions on compensation and resettlement work at Hoang Van Thu bridge project, questionnaires were distributed to all households whose land was recovered with a total of 31 ballots. The results of the people's opinions on compensation and resettlement policy at the project are presented in Table 2.11.

Comments: Table 2.11 summarizes people's opinions on the project's compensation policy. Through actual data collected from the survey of 31 households directly affected by the project, the rate of people agreeing with the project's compensation policy is quite high, from 74.2% - 83.8%. The opinion with the highest rate of agreement is that the compensation money is paid on time (reaching 83.8% of the total number of votes collected). Through actual research at some households such as the families of Mr. Luong Khanh Thien, Duong Khac Hoa; Pham Quang Ly, it is known that in order to pay compensation, the District People's Committee held a meeting with the people; publicly announced the compensation level and compensation time, with a clear legal basis and compensation level, so basically all compensation amounts are guaranteed within the prescribed time. However, for some criteria such as the criteria on the level of support for stabilizing life, there are still many opinions that are unreasonable (This rate accounts for 25.8% of the total votes received). In addition, the compensation price and the resettlement plan still have many opinions that are quite high (22.6%). Through practical research, the price applied by the state for the project is still low compared to the market price and the support level for resettlement only meets the minimum requirements for households subject to resettlement but cannot completely restore the people's living standards as before. Therefore, in the coming period, the District People's Committee needs to study and take measures to overcome these limitations, to ensure that people can work and produce with peace of mind and stabilize their housing.
Summary of comments on resettlement policy is shown in the following table:
Comments: Through the synthesis of people's opinions on the resettlement policy applied at the project in Table 2.12, it can be seen that the organization of the lottery for resettlement land, the consultation on the area, living environment of resettlement land, infrastructure, and construction quality at the resettlement land were agreed by the majority of people with a high consensus rate. However, regarding the resettlement price policy, the consensus rate was only 67.7%, which was considered reasonable, while 32.3% thought it was not reasonable, high compared to the specific land price received at the recovery location. Regarding the location of the resettlement area, 70.9% thought it was appropriate, but 29.1% thought it was not appropriate, and the resettlement land allocation work was delayed, leading to 38.7% of the votes saying it was not on time. From the results of this opinion synthesis, it can be seen that the resettlement policy needs to continue to be improved to ensure the lives of people at the resettlement area of the project.

Comments: Through table 2.13, we can see that: the general opinions of the people about the project's compensation and resettlement work focus on the survey contents such as: The area of recovered land is implemented in accordance with the project's planning boundary; Compliance with the principles of democracy and transparency in compensation and resettlement at the project; Is the implementation of the responsibilities of the project's Compensation and Resettlement Board appropriate? Are people whose land is recovered allowed to give opinions on the compensation and resettlement plan? Is the general assessment of the project's compensation and resettlement policy appropriate? The opinions that agree with the absolute number of votes such as: The area of recovered land is implemented in accordance with the planning boundary
Project plan; People whose land is recovered are allowed to give their opinions on the compensation and resettlement plan (The approval rate reached 100% of the total votes collected). This demonstrates transparency as well as the land recovered being implemented in accordance with the planning of the City People's Committee. People affected by the project are invited to attend meetings and have the right to supervise the implementation of their own recovered land. However, the compensation and resettlement policies of the project still follow the Government's items, so the policies are still low compared to the needs of local people, so there are still inappropriate opinions (This rate is 25.8% of the total votes collected). In the coming time, the District People's Committee needs to take more timely steps to adjust and support to reduce this rate, ensuring people's lives.
In addition, for the question: Could you please tell me what issues do people in the project write petitions and complaints about the most during the process of Land Acquisition, Compensation and Resettlement? Through the synthesis of survey forms, it shows that: Information on compensation rates, compensated subjects, information on the project and detailed planning are always considered the most important information. In particular, for people, what they care about most is the compensation rate because it is directly related to the legitimate interests of the people. Therefore, many opinions said that the issues of questions and complaints at the project mainly focus on the compensation rate for land and assets and architectural works on the land.
2.4.2. Assessment of the current status of land acquisition, compensation, support and resettlement of Vinhomes Imperia Urban Area Project (formerly known as Xi Mang Urban Area Project), Thuong Ly Ward, Hong Bang District, Hai Phong City
2.4.2.1. General overview of Vinhomes Imperia urban area project, Thuong Ly ward, Hong Bang district, Hai Phong city
Vinhomes Imperial Urban Area Project is a project transferred from Hai Phong Cement Urban Area Project, planned from February 1, 2010 with a total project area of 78.5 hectares. From 2010 to March 2015, Vicem - Hai Phong Cement Urban Area Joint Stock Company newly acquired the area of the old cement factory (58.25 hectares), after that the Company encountered financial difficulties and was unable to implement the project. On March 6, 2015, the Prime Minister issued Conclusion Notice No. 72/TB-
