INTRODUCTION

1. Urgency of the topic

Land is an extremely valuable resource for each country, a special means of production, an important component of the living environment, a place for population distribution, a basis for economic development, cultural and social life of the people. Land resources are limited, in addition, the rapid population growth leads to an increasing demand for land use for national security and defense purposes, national and public interests, economic development... of people. Land is fixed and has limited space that does not obey the subjective will of people. Therefore, land needs to be managed and used in a reasonable, effective, economical and sustainable manner.

Compensation and resettlement support for the implementation of national defense and security projects, infrastructure development, economy... is an important step in the process of national development. Compensation and resettlement support is also a very sensitive and complicated issue affecting all aspects of economic, social life and community life, directly affecting the interests of the State, investors, especially households and individuals whose land is recovered nationwide, to each facility, to each locality.

The socio-economic infrastructure is being invested in and upgraded, a number of important projects have been and are being invested in and built such as new urban areas, industrial zones and clusters, traffic axes, high-rise buildings, hotels, etc., which have contributed to increasing the value of the industry - construction sector, trade - service activities have had new achievements, sales have increased rapidly, quality has been improved, especially transportation, postal - telecommunications, banking, insurance services. Agricultural production and rural construction have had many important changes.

Nam Tu Liem District was established under Resolution No. 132/NQ-CP dated December 27, 2013 of the Government on adjusting the administrative boundaries of Tu Liem District to establish 02 districts and 23 wards of Hanoi City. According to the general planning of Hanoi Capital to 2030, vision to 2050, Nam Tu Liem District is one of the core urban areas, the administrative, service and commercial center of Hanoi Capital. Nam Tu Liem District has many modern and important architectural works of the Nation and Hanoi Capital. The district is also a locality with a rapid urbanization rate.
