3.2.4.4 Strengthening human resources to develop cashless payments

In recent times, human resources in the payment sector of the banking system have been enhanced in both quantity and quality, and training of human resources for payment work has also received more attention and focus.

However, with the development of science, technology and communication, many new payment services have been born, surrounding payment activities, many topical issues have arisen, while the quantity and quality of staff in the payment field of the State Bank and the banking industry in general are still thin, lacking much experience, which has a certain impact on the construction and implementation of Project 291 in particular and e-commerce in general. Therefore, the issue of human resources needs to be paid more attention to serve the strong development of e-commerce in the coming time.

Payment activities are being developed on the basis of modern IT applications. IT is a highly intellectual industry, which first requires a professional, qualified and competent human resource. That human resource includes IT engineers, professional staff and Bank leaders. IT engineers need to have high technical skills, have a deep understanding of application software to be able to analyze, design systems and handle incidents that occur during system operation. Professional staff need to be able to use IT application software proficiently and creatively and have knowledge of modern IT in the banking industry, quickly grasp the changes of modern technology to be able to exploit the maximum efficiency of application systems.

In recent times, human resource development has been in the direction of specialization and enhancement of necessary skills by combining training in the two fields of Banking and IT. The current source of IT staff is mainly trained in two forms: those who are trained in IT after working at banks are sent for further training in economic knowledge and banking operations or bachelors of banking economics. To meet the demand for increasing qualified, knowledgeable and competent staff in departments responsible for formulating policies and proposing strategies and orientations for the development of payment activities of the economy, in terms of quantity and quality. The banking industry needs to organize advanced and expanded training programs with the following contents:

- There are basic and advanced training programs to create experts in the field of payment. Basic training programs can be conducted domestically; however, for advanced knowledge, training should be organized abroad to gain experience.

- Training knowledge about information technology in general and technology applied in payment in particular for staff working in the payment field.

- Coordinate with commercial banks to develop survey and internship programs at commercial banks to improve practical knowledge for policy makers of the State Bank of Vietnam.

- Equip IT equipment to allow internet access for specialized staff in the state management apparatus to facilitate access to information, on that basis grasp the development trends of payment activities in the world to serve the formulation of payment development strategies and policies.

- Training needs to have an extensive training program for payment activities to acquire the necessary basic skills. This group is sent by the grassroots banks to create unity and smoothness in payment activities in our country's economy to integrate into the region and the world.

- Finally, in the State Bank's inspection apparatus, there needs to be a specialized team to inspect payment activities, and at the same time, it is necessary to develop a roadmap for inspection and handling to ensure the smoothness and interests of payment participants, and the interests of those who open accounts and participate in card payments or personal accounts... This team must also be trained seriously and according to standards.


3.2.4.5 The banking industry needs to soon implement the policy of restructuring banks.

Banking activities play a huge role in the economy, not only credit investment but also payment activities must have financial capacity, human resources, especially technology. Banks must be modern, that is also the trend to ensure that banks stand firm in competition in accordance with the current integration conditions and globalization trends.

3.3 Some recommendations and proposals

3.3.1 The State Bank, the Ministry of Information and Communications, and the press should promote the dissemination of knowledge about non-cash payments , raise awareness to change payment behavior of users of e-commerce payment services, especially payments via POS, through advocacy and dissemination to card users and card acceptance units; there should be programs to guide cashiers in learning about POS, necessary operations when using POS, as well as increase the dissemination of knowledge about the benefits of card payments, ATM transactions, and POS for people.

3.3.2. Recommendations to the State Bank

To promote the high efficiency of payment systems, serve well the payment needs in the economy, speed up payment and develop non-cash payment, in addition to the proposals and recommendations for each payment system, the State Bank units and the payment service providers also have the following proposals and recommendations:

One is:Continue to improve the legal basis related to payment activities that currently do not exist, such as: researching and developing a new Payment Law and sub-law documents related to modern means and forms of payment; strengthening the supervision activities of the State Bank, ensuring the stability, safety and efficiency of the payment system.

Two is:Strengthen modernization and promote the application of IT in payment work on a modern IT platform, towards automation and increasing transaction processing speed, ensuring easy connection and interface with other application systems.



In the immediate future, it is necessary to soon have solutions to upgrade communication lines between the State Bank branches in provinces and cities and credit institutions in the area; upgrade the banking computer network infrastructure, connect wide area networks between banks, implement highly effective automatic interbank services and enhance the quality of the information system to operate the payment system.

Three is:Quickly and effectively deploy the Project to build a unified card switching center. Soon issue a set of technical and service standards to standardize services, support the connection of terminals such as ATMs, POS and mobile information devices through the switching center. At the same time, the State Bank needs to have a guiding role for commercial banks in developing POS systems, speeding up the connection of POS systems, avoiding scattered and ineffective investment.

Four is:Strengthen the authority and responsibility of the Payment Department to perform well in management; continue to strengthen training and development of payment staff; cooperate in the payment field to receive necessary financial assistance, experience, advice, ... in payment activities.

3.3.3. Recommendations to the Government

Based on the approved contents of the Project, it is recommended that the Government strengthen direction for ministries, branches and localities to closely coordinate with the banking sector to synchronously, smoothly and more effectively implement the prescribed tasks in order to well implement the set goals and directions.


CHAPTER 3 SUMMARY

After presenting and systematically analyzing the theoretical basis of payment, the mechanism of payment management and systematizing in a complete and rich way the process of formation and development through many stages of the mechanism of payment management through payment service providers in Vietnam. In particular, the topic has closely followed the project of non-cash payment in Vietnam in the period of 2006 - 2010 with a vision to 2020 approved by the Prime Minister, to analyze and interpret by argument, using models, tables and actual data from 2006 - 2010 to demonstrate the current situation and effectiveness of the mechanism of payment management in the entire banking system. It can be said that the current situation of assessment, comments and demonstrations is quite convincing. From there, the topic has proposed quite comprehensive groups of solutions, including:

Three is:The solution group belongs to the organization of payment activities through payment service providers.

CONCLUDE


The author has tried to present and analyze the formation and development of payment activities; clarify the concept, role of payment and payment management mechanism, domestic and international payment methods and means with factors affecting payment activities and management mechanism of activities.

Based on the theories of payment and payment management, evaluate the current status of the operation process and payment management mechanism through payment service providers in Vietnam; draw and make comments on the results, limitations, existence, and determine its causes.

From there, propose solutions and recommendations to enhance payment and improve payment operations mechanism in Vietnam.

However, this is a big, complicated problem, but my limited understanding inevitably has shortcomings. I hope scientists and councils sympathize and contribute ideas to make this thesis more complete./.
