Therefore, the Party and the State need to pay more attention to comprehensive remuneration policies, from salaries, benefits to career development opportunities, flexible working hours... For the Democratic Republic of Vietnam, which is still an underdeveloped country, the remuneration regime must be admitted to be not equal to that of developed countries, but to attract and retain talents, exploit their abilities and strengths, it is necessary to create a favorable and attractive working environment for them to continue to develop their abilities. Therefore, implementing a reasonable remuneration policy for the teaching staff in officer training is to create favorable and attractive objective conditions to maximize their subjective factors.

4.2.2. Increase income levels to create favorable conditions for lecturers to work with peace of mind, promote their subjective factors in officer training at Lao People's Army Academies.

Increasing the income of lecturers is a necessary task and an important officer training strategy for the Party and the State. The income of lecturers is a tool that lecturers can use to stimulate and maximize their working capacity. Increasing the income of lecturers, in addition to the personal benefits that lecturers receive, also brings many benefits to the career of officer training. A high income will be a good motivation for lecturers to learn, explore, promote creativity, and improve their professional skills. At the same time, increasing the income of lecturers will make them more responsible and enthusiastic in officer training. Thanks to that, the productivity of lecturers is increased, the quality of officer training of the People's Army Academies is improved, and the People's Army Academies are increasingly developed.

Reality in Laos shows that in recent years, the income of the teaching staff has not been raised compared to daily spending needs. This has greatly affected their motivation, attitude, will and sense of responsibility. It has a negative impact on the career of officer training.

In order to have measures to increase the income of the teaching staff, it is necessary to consider the factors that determine and affect the income of the teaching staff. Researching and considering these factors will help the State establish the income level for the teaching staff in a fair, objective, reasonable and accurate manner. The factors that determine and affect the income of the teaching staff include the growth rate of the national economy or the growth of the gross domestic product, the environment of the National Defense Academy, the labor market, the teaching staff themselves and the working conditions of the teaching staff. The growth of the gross domestic product is a decisive factor that greatly affects the income level of the teaching staff. The decision on the income level of the teaching staff depends on the salary policy, budget and payment capacity of the State. The labor market is an objective factor for the income level of the teaching staff. It greatly affects the income of the teaching staff but is not under the control of the teaching staff themselves, but the minimum wage set by the government, social pressure, the development status of the economy and legal regulations. In addition, the income of each lecturer also depends on the work they undertake, their capacity, professional qualifications and expertise. Thus, the income of the teaching staff has an important effect on them. Income is one of the motivations that encourage them to enthusiastically perform their duties with a high sense of responsibility, but it is also one of the causes of dissatisfaction and stagnation in officer training.

However, here we only want to mention the legal source of income, the worthy source of income that they receive every month, which is their salary. According to the survey, 38.41% of the teaching staff requested an increase in income, 79.09% of the teaching staff had enough to eat, 17.51% were quite old, while 3.38% were still poor [Appendix 1]. It can be said that their income is not high compared to the living needs and monthly spending of individuals and their families. This forces them to find ways to do extra work to increase their income, regardless of whether the increase in income is legal or illegal. Some of them only focus on solving their family's private affairs without paying attention to their proper duties and responsibilities, some of them even have to accept illegal business, seriously affecting the reputation of the lecturer, some of them are disciplined and fired. For this reason, increasing the income of the teaching staff is necessary. Increasing the income will make the teaching staff feel secure in performing their duties, without having to worry about family affairs, without having to worry about family income, without having to worry about working part-time, earning extra money for their family, but only doing one job as a lecturer and still having enough money to support the whole family. Therefore, they have enough time and energy to focus on one task, which is their teaching task. They can highly promote their advantages, abilities, skills and work within their capacity. We criticize the views of overwork, over-talent, a lecturer taking on too many positions and teaching too many subjects and many periods leading to low work efficiency. However, increasing the income of the teaching staff is directly related to the State budget, this issue needs to be studied in detail by the Party and the State. First of all, the Party and the State must consolidate, arrange and organize the teaching staff appropriately, reduce the apparatus and organize the payroll, and eliminate unqualified subjects.

4.3. GROUP OF SOLUTIONS TO ENHANCE ETHICAL QUALITIES EDUCATION OF LAY PATHET LARGE SOLDIERS BY LECTURERS TO TRAIN OFFICERS AT CURRENT LAOS PEOPLE'S ARMY ACADEMY

4.3.1. Promoting the moral qualities of the teaching staff at the Lao People's Army Academies

It is necessary to educate and train a team of lecturers who are truly and absolutely loyal to the VPA, the Lao Fatherland and the Lao people, have a strong political stance, are absolutely loyal and devoted, and sacrifice everything for the cause of training officers at the VPA Military Academies. Be steadfast in the Marxist-Leninist doctrine, know how to absorb and inherit the quintessence of human culture, the guidelines and viewpoints of the VPA, always stand firm on the stance and ideology of the Lao working class and peasants, have ethics, a cultured and exemplary lifestyle. Then educate and train passion, dedication, compassion for people, colleagues and students, and professional spirit and responsibility. Qualities are factors that guide the motivation, attitude and stance of the teaching staff in teaching activities. Qualities are the capacity to motivate the teaching staff to complete their tasks well. In particular, qualities are the factor that plays a role in guiding the ultimate goal of officer training at the People's Army Academies. On the other hand, the impact of the teaching staff on the learning, training and comprehension process of students is not only through practical pedagogical capacity, through teaching activities to convey knowledge simply but also through their own example. The example of ethics, style, lifestyle and standards of the teaching staff is a factor that strongly affects students, creating in students confidence, passion, revolutionary optimism, motivating students to constantly strive and improve in learning, training and acquiring knowledge. Ho Chi Minh always pointed out: "Good or bad students depend on good or bad teachers" [61, p.268]. The teaching staff at the People's Army Academies, in order to fulfill their glorious mission, must have sufficient qualities, ethics and certain abilities. As the document of the 7th Party Congress, the Lao People's Revolutionary Party

has determined: "In the work of educating and training people, we focus on two parallel aspects: on the one hand, we focus on building political ideology, socialist ideals, building legal awareness, and discipline; on the other hand, we focus on building good expertise and skills to gradually reach international standards" [26, p.41]. According to the survey results, 23.16% of the teaching staff believe that the weakest point of the teaching staff is their pedagogical ethics, exemplary behavior, and sense of responsibility [Appendix 7], so promoting the ethics and qualities of the teaching staff is the most necessary and fundamental thing to effectively promote the components and parts in the subjective factor structure of the teaching staff in officer training at the People's Army Academies.

4.3.2. Promoting the feelings, will, motivation and attitude of the teaching staff at the Lao People's Army Academies is one of the basic measures in promoting the subjective factors of the teaching staff.

To promote the right feelings, will, motivation, and attitude of the teaching staff, it is necessary to motivate them. Motivation is the internal factors that stimulate them to work actively, creating high productivity and efficiency. The manifestation of motivation is the willingness, effort, and passion for working to achieve the goals of the organization as well as the teaching staff themselves. Creating motivation in teaching is a system of policies and management measures that affect the teaching staff to motivate them to work. Creating motivation plays an important role in managing the teaching staff. Creating cohesion between the teaching staff and the organization; increasing the level of satisfaction, trust, commitment and dedication of the teaching staff; increasing labor productivity, labor efficiency; is the foundation for completing functions and tasks...

The motivation process is affected by many internal factors such as: The Academy's goals; leadership style; needs and motivations of the teaching staff; motivational tools (policy system, income, working environment, job content...). Motivating the teaching staff, in the end, is a process of harmoniously and reasonably resolving personal interests.

The staff of lecturers, the interests of the Academy, the interests of the nation, but first of all, the needs of the staff of lecturers must be well met. The creation of a favorable, truly clean and healthy working environment is of practical concern... thereby, creating consensus, arousing the confidence, pride and self-respect of the staff of lecturers so that they are eager to contribute.

Therefore, the Party and the State need to have policies to encourage and motivate the teaching staff. Develop and effectively implement appropriate mechanisms and policies for development, thereby creating a basis for promoting the subjective factors of the teaching staff. Mechanisms and policies related to education, training, fostering and developing the teaching staff must meet the needs of the teaching staff, the requirements and tasks of the People's Army Academies, the requirements for building a regular, modern army and the requirements for industrialization and modernization of the country.

The Party Committee, Board of Directors, departments, institutes and faculties must regularly educate, motivate and honor the training career, honor the role of the teaching staff in officer training. Focus on improving the feelings, will, motivation, attitude and sense of responsibility of the teaching staff, helping them to correctly identify their position and role in officer training, building their confidence and love for the profession to create more strength, passion and interest in studying, researching and teaching. At the same time, it is necessary to pay attention to building the necessary qualities in their professional activities through observing classes, following classes, daily training and through inviting excellent lecturers and teachers with a lot of experience to participate in discussions and exchanges to gradually build the cultural and pedagogical qualities, pedagogical talent trends, pedagogical style, exemplary character, model character, aesthetics, personality and lifestyle of the teaching staff.

4.3.3. Promoting the role, responsibilities, tasks and historical mission of the teaching staff in officer training at the Lao People's Army Academies

One of the great achievements that the People's Army Academies have achieved is to build a relatively complete system of Academies. The educational and training facilities have been significantly improved and gradually modernized. The number of students has increased. The quality of training has improved. The team of lecturers and educational managers has developed in both quantity and quality, with an increasingly reasonable structure. The majority of the teaching staff are dedicated to their profession, work wholeheartedly with a high sense of responsibility; have a strong political stance, good moral qualities, a clean and healthy lifestyle, and are good at their profession.

However, there are still some limitations, that is, the team of lecturers and educational managers is inadequate in terms of quantity, quality and structure, some of them have not kept up with the requirements of educational innovation, lack of enthusiasm, even violate professional ethics, which significantly affects the honor and prestige of the teaching profession. Therefore, to promote the role and responsibility of the teaching staff in determining the quality of officer training, it is necessary to continue to strengthen and cultivate the qualities of lecturers.

The teaching staff must build their own political stance and mettle. For the teaching staff, political stance and mettle are the key factors, ensuring absolute loyalty to the Party and the Fatherland. To fulfill their tasks well, first of all, the teaching staff must have the correct political stance and qualities, steadfast political mettle, sharp political vision, and be steadfast in the Party's ideal goals. Therefore, the teaching staff must equip themselves with Marxist-Leninist theory, Ho Chi Minh's thought, the Party's guidelines and viewpoints, and the State's policies and laws. It is necessary to educate the nation's heroic traditions in the cause of building and defending the country, and the cultural quintessence of the nation and of humanity.

The teaching staff must train themselves and improve their love for the profession and students. This is a key issue that determines the quality of officer training.

It is necessary to build a team of lecturers who truly love their profession, love their students, wholeheartedly care for and educate their students, constantly cultivate ethics, improve their professional qualifications, and are worthy of being shining examples for students to follow. Have good motivation, attitude, and responsibility, truly confident in the profession they have chosen; wholeheartedly and wholeheartedly perform their tasks, always have a spirit of passion, creativity, and determination to overcome all difficulties to devote their strength and intelligence to each lesson and lecture. Overcome all difficulties in daily life to excellently complete assigned tasks. Loving the profession and loving people is one of the top qualities of a revolutionary teacher; the more you love people, the more you love your profession.

To successfully complete the assigned tasks in the new period, the teaching staff must improve their knowledge, self-study, promote their capacity, practice pedagogical skills and practical experience. To do that, the teaching staff must constantly self-study to expand their understanding of both specialized and interdisciplinary knowledge, social sciences and humanities, new knowledge of modern pedagogical science, and teaching skills using active methods. Teaching practice shows that a lecturer cannot teach his subject well if he only has a firm grasp of the knowledge of that subject, but he must be erudite, intelligent, have deep understanding, know a lot, have good pedagogical methods, be enthusiastic, responsible, have high social awareness, love students, always have high teaching results, have wide prestige, meet the requirements of the task and the development of society to be worthy of being a "soul engineer" in the cause of building and defending the Lao Fatherland.

To enhance the position, promote the role, responsibilities, tasks, and fulfill the historical mission in officer training, the teaching staff must always be aware of cultivating morality, training talent, cultivating revolutionary ethics, and improving professional capacity to meet the requirements and tasks of the Party's revolution and the trust of the people. At the same time, resolutely fight to eliminate negative and wrong phenomena in education. Strive to become a good teacher, must truly be the brightest and most exemplary reflection for learners.
