As analyzed in chapter 3, the current system of legal documents on family or related to family in our country is relatively complete. Those legal documents, along with directive and management documents of ministries, branches and localities, have been issued, come into effect and have come into life and brought positive results. However, the mechanisms and policies on culture, family in general, building a cultural lifestyle, family culture, including promoting family values ​​in building family culture in particular, still have many shortcomings such as: there is no Law on preserving traditional Vietnamese family values ; the Red River Delta has an important position and role, is the central region of politics, economy, culture and science and technology of the whole country , is one of the cradles of traditional Vietnamese culture, is the place of residence and living of many family culture... but has not yet built a Strategy for developing culture and family of the region; The provinces in the Red River Delta have had a regional meeting mechanism in many areas of activity, but there has not been a regional meeting in activities to build a cultural lifestyle and family...

From the above reality, the author of the thesis boldly proposes to the Ministry of Culture, Sports and Tourism, the Government, and the National Assembly: It is necessary to soon have a Law on preserving traditional Vietnamese family values , which clearly defines what traditional cultural values ​​in general and family values ​​in particular include, the rights and obligations of organizations and individuals.


What should people do to preserve and promote cultural values, family values ​​and necessary sanctions to ensure the preservation and promotion of those traditional cultural values?

In addition to the above proposal, especially for the provinces in the Red River Delta, the author of the thesis suggests:

Firstly, early develop a Strategy for cultural and family development in the Red River Delta . This strategy not only thoroughly grasps and implements the goals, viewpoints, tasks and solutions set out in the Vietnam Family Development Strategy to 2020, with a vision to 2030 for the whole country, but also concretizes them into targets, solutions and implementation progress appropriate to the characteristics, position and role of the Red River Delta.

Second, expand the Red River Delta Regional Meeting mechanism to include the family sector to annually evaluate, discuss, and exchange experiences in building a cultural lifestyle, family culture, and promoting family values ​​in building family culture in the provinces of the Red River Delta, considering this as one of the competition criteria between provinces in the region.

Third, in difficult economic conditions, the State has not yet had a general policy on remuneration or material compensation for those participating in cultural and family work in villages, hamlets, and residential groups (below the grassroots level)... so the provinces in the Red River Delta, depending on their capabilities, need to have a compensation policy for these subjects to encourage them to improve their sense of responsibility and do well the assigned tasks.

To implement this solution, the Ministry of Culture, Sports and Tourism, as the agency managing the cultural and family sector nationwide, needs to base on directives and resolutions of the Party and directions of the Government to promptly draft the Law on preserving traditional Vietnamese family values ​​to submit to the Government and the National Assembly for discussion, voting, approval and promulgation. After the Law is issued, the Government and the Ministry of Culture, Sports and Tourism will promptly issue sub-Law documents (Government Decrees, Ministry's guiding Circulars) to soon put this Law into practice.

As mentioned above, promoting the value of GĐTT in building GĐVH in our country in general and the Red River Delta provinces in particular is the responsibility of all levels, all sectors, of the whole political system and the entire people. However, the subjects that decide the quality and effectiveness of the promoting process are expressed through the role of the political system, which is the Party, the State and mass organizations. These are the forces that establish, convey and realize the content and methods of promoting GĐTT values ​​in practical activities, and at the same time play the role of the subjects of propaganda, education and mobilization to build GĐVH among the masses. Therefore, promoting the role and improving the working capacity of the subjects is an important and fundamental solution to preserve and promote the values.

The role and capacity of the political system in leading and directing the implementation of promoting the value of family education in building a cultural family in the Red River Delta region is sometimes not good, lacking in synchronization, lacking a sense of responsibility or due to weak capacity, limited professional qualifications, expertise, and work experience.

To implement this solution, the entities involved in the implementation of the Strategy need to promote their roles and improve the working capacity of their staff. Specifically:

As the force holding the sole position in revolutionary leadership, the Communist Party of Vietnam is the decisive factor in the quality and effectiveness of the process of promoting the value of family education in the cause of building a family of culture in our country today. The Party leads the political system and the people through Resolutions (policies and guidelines), cadre work and the exemplary role of cadres and party members. The State concretizes the Party's guidelines and guidelines into policies and laws, and mass organizations concretize the Party's guidelines and guidelines, the State's policies and laws into emulation movements in the practice of socio-economic development. After issuing directives and resolutions, organizing study and dissemination to cadres and party members, the Party must conduct inspections, urge the implementation and summarize and evaluate the results of the implementation of directives and resolutions, draw conclusions and necessary experiences to supplement and develop theories for effective direction in practice. On the basis of the Party's guidelines and policies on culture and family, including promoting the value of family education in building a cultural family, government agencies and state management agencies at all levels on culture and family need to improve the capacity of staff (including research and awareness capacity; capacity to concretize directives and resolutions; capacity to organize and manage; capacity to propagate and mobilize; capacity to inspect and supervise; capacity to summarize and evaluate practices...) and the effectiveness of state management of cultural, social and family life, including the issue of building a cultural family based on the values ​​of family education. In the current situation, improving the capacity of management staff is an urgent requirement.

The Fatherland Front and socio-political organizations such as the Labor Federation, the Women's Union, the Ho Chi Minh Communist Youth Union, the Veterans Association, the Farmers' Association, etc., with the role of gathering, organizing, propagating, educating, mobilizing, and motivating members, members, and the masses, through emulation movements to contribute to the good implementation of the Party's guidelines and policies, and the State's policies and laws. In order to well perform the assigned roles, functions, and tasks, including organizing and implementing the movement of the entire people uniting to build a cultural life in residential areas, the core of which is building a cultural family, including promoting the value of family in building a cultural family, the above organizations must also regularly pay attention to training, fostering, and improving the qualifications and working capacity of their staff.

Along with the cultural heritage, the family and its members are the main actors playing an important role in the process of promoting the value of GĐTT in building a cultural family in the Red River Delta. Therefore, enhancing the awareness and action capacity of family actors is particularly important in the strategy of building a cultural family based on


traditional values. Because, through many generations, Vietnamese families have been formed and developed with good value standards that contribute to the national cultural identity. However, the process of industrialization, modernization, globalization and international integration, besides creating many opportunities and favorable conditions for families in the Red River Delta to develop, also puts families and family work here in front of many difficulties and challenges. In that context, to preserve good traditions in each family:

Grandparents and parents must demonstrate their role as "parents" in enhancing the education of their children and grandchildren (teaching, instructing, explaining, analyzing, discussing, citing, illustrating, persuading... to convey knowledge, understanding, experience, necessary skills or to change perceptions and behaviors) about traditional cultural values, including ethical standards, lifestyles... and at the same time be exemplary models for their children and grandchildren to follow.

Parents, in addition to the above-mentioned education and example, need to regularly pay attention to and help their children study and practice, increase inspection and supervision of all their children's activities and relationships, especially their children's reading and exchanging information via the Internet, to promptly detect and prevent harmful influences on children's morality, personality, good customs and good cultural values ​​of traditional Vietnamese families, and at the same time guide their children to absorb the quintessence of human culture.

Brothers and sisters in the family need to unite, love, help each other in studying, training, and advise each other to preserve and promote the good traditions of the family, live filial piety, obey grandparents and parents, get along with everyone in the family, live honestly and integrate into the community.

To do so, each person in the family must constantly study and practice, learn at school, through books and newspapers and in real life to improve all aspects of knowledge, improve their own cognitive and action abilities.

To effectively implement the solution to enhance the role and capacity of the subjects promoting the value of GĐTT in building GĐVH in the current period, in addition to strengthening training and fostering to improve all aspects of the staff, the Party and the State need to put the staff into "training" through movements and practical activities, especially activities at the district and commune levels. In practical activities, cadres will be close to the people, learn many things from the people, improve their organizational, propaganda, and mobilization capacity, improve their ability to handle situations and resolve conflicts arising in practical social life and draw necessary lessons for themselves. For the movement to build a civilized lifestyle and cultural families in our country in general, and the Red River Delta in particular, the subjects of the development of the cultural system and families need to do well the work that contributes to improving their role and capacity, specifically as follows:

Firstly, building a cultural family must be linked with the movement of "All people unite to build a cultural life" . The 11th Party Congress pointed out the need to combine and fully promote the role of families, schools, society, each labor collective, organizations, and residential communities in caring for and building Vietnamese people. The 12th Party Congress set out the task of: "Building an advanced Vietnamese culture, imbued with national identity, comprehensively developing Vietnamese people, meeting the requirements of sustainable national development and firmly protecting the socialist Fatherland" [30, p.78] and when identifying six key tasks during the term, it emphasized: "promoting the human factor in all areas of social life; focusing on building people in terms of ethics, personality, lifestyle, intelligence and working capacity; building a healthy cultural environment". This is an important content in our Party's awareness of the task of building and developing human resources in the current context. Therefore, the building of cultural families must be closely linked with the building of Vietnamese people in the new era; it is necessary to bring the movement "All people unite to build a cultural life" into life in a profound, practical and effective manner, avoiding formalism; building a cultural lifestyle from families to residential areas, agencies, units, enterprises, etc.; must create maximum conditions for everyone to access knowledge about economics, culture, education, science, technology, health and social welfare; help families have life skills, proactively prevent and combat the penetration of social evils, inherit and promote traditional cultural values. Build and replicate typical cultural family models, with order, exemplary grandparents and parents, filial and obedient children and grandchildren, harmonious couples, and united, loving and helping siblings. Building sustainable family clubs, integrating domestic violence prevention and control activities into the implementation of the criteria of the movement " All people unite to build a country ".
