INTRODUCTION


1. Urgency of the topic

The strong development of information technology in the past decade has marked the remarkable development of mankind in the conquest of technology. The remarkable advances of information technology have brought about many great applications, especially the appearance of the Internet and value-added services on the Internet have changed many industries and many different areas in daily life.

Established in 1989 under Decision No. 1216-TCCB-LD of the General Department of Posts and Telecommunications (now under the Ministry of Information and Communications), the Data Communication and Computing Company (VDC) has had more than 20 years of development and growth. Currently, VDC has the largest network infrastructure system in Vietnam with a total international capacity of 70 Gbps in 2010, a network covering 63 provinces and cities and cooperating with more than 10 multinational corporations to provide services worldwide.

The Data Communication and Computing Company is a unit under the Vietnam Posts and Telecommunications Group (VNPT). In more than 25 years of operation, VDC is proud to always be the leading company in the field of Internet, data transmission and information technology in Vietnam. When traditional services begin to saturate, Internet services become a competitive advantage for all information technology - telecommunications enterprises. VDC is the leading unit in developing Internet and Mobile services in Vietnam.

Although it has an advantage over other competitors due to its ability to provide services in almost all cities and provinces nationwide, the company's models for managing Internet services still have many limitations, such as overlapping service management systems, difficulty in evaluating effectiveness, and policies on pricing, sales, and marketing that are not unified nationwide. Therefore, to provide services effectively and maintain, protect, and develop the market for Internet services, it requires


VDC must innovate in organizing and managing Internet services to improve its business efficiency.

To contribute to solving those requirements, I chose the topic "Management of Internet services at the Data Transmission and Computing Company" as my master's thesis.

2. Research questions

The research question of the thesis is: Is the current management of Internet services at VDC company good? What should VDC company do to improve the management of these services in the future?

3. Research purpose and tasks

3.1. Purpose

Based on the assessment of the current status of Internet service management at the Computing and Data Transmission Company in the period of 2010 - 2014, pointing out the achievements as well as limitations in this activity, proposing solutions to improve the management of Internet services at the company by 2020.

3.2. Tasks

To achieve the above objectives, the thesis has the following tasks:

- Research general theoretical issues on Internet service management.

- Analyze and evaluate the management of Internet services at VDC company from 2010 to 2014.

- Proposing solutions to improve the management of Internet services at the Computing and Data Transmission Company by 2020.

4. Research object and scope

4.1. Research subjects

The research object of this thesis is the management of Internet services, including Internet access services, Internet connection services, and Internet application services.

4.2. Scope

Scope of content: Research on management of Internet services, specifically focusing on management of Internet service business activities.


Spatial scope: Research on Internet service management activities in Hanoi and 27 northern provinces of VDC company.

Time range: From 2010, when the company officially started doing business on the Internet, to 2014.

5. Contribution of the thesis

- Clarify some theoretical issues on business management of Internet services.

- Point out the main achievements and limitations in the management of Internet services of VDC company in the period 2010-2014.

- Propose some solutions to improve the management of Internet services at VDC company by 2020.

6. Thesis structure

In addition to the introduction, conclusion, and list of references, the content of the thesis is structured into 4 chapters:

Chapter 1: Overview of research status and theoretical basis on Internet service management.

Chapter 2: Research methods.

Chapter 3: Current status of Internet service management at the Computing and Data Transmission Company in the period 2010-2014.

Chapter 4: Orientation and solutions to perfect management of services on

Internet at the Company of Computing and Data Transmission by 2020.


CHAPTER 1

OVERVIEW OF RESEARCH SITUATION AND THEORETICAL BASIS ON MANAGEMENT OF INTERNET SERVICES


1.1 Overview of research situation

1.1.1 Research works related to the topic

Up to now, there have been many documents, articles, and research works on the Internet, including those on the management of Internet services from theoretical, policy, and practical perspectives... There are also separate works and articles on the management of Internet services from different perspectives and aspects. Some typical works related to the topic can be divided into the following groups:

1.1.1.1 Research group on Internet services

The topic "Analysis of the environment serving the development of the business strategy for broadband Internet services of Vietnam Posts and Telecommunications Group to 2020 " by Le Thanh Hoa, Academy of Posts and Telecommunications Technology, 2012. Has outlined the business situation of broadband Internet services in the Vietnamese market, has an overview of the services as well as the service provision capacity of VNPT. In addition, the author of the thesis also evaluates the environment serving the development of strategic planning for VNPT's services, thereby proposing the development of the most accurate and realistic broadband Internet service business strategies to proactively and flexibly approach the market.

With the master's thesis "Improving competitiveness in broadband Internet service business of Vietnam Posts and Telecommunications Group" by Bui Thi Thu Hang, Academy of Posts and Telecommunications Technology, 2010, the author summarized the business development situation of VNPT, pointed out the strengths and weaknesses that need to be overcome by VNPT, thereby proposing solutions to improve competitiveness in telecommunications - information technology services business of VNPT domestically and abroad.


Master's thesis, topic "Improving the quality of Internet services at the Computing and Data Transmission Company" by Tran Thi Thu Hoai, Academy of Posts and Telecommunications Technology, 2010. In-depth research and evaluation of Internet services at the Computing and Data Transmission Company from the perspective of service quality, evaluation of the quality of services provided to customers to find solutions, orientations for improving and innovating quality in a sustainable direction. In addition, the topic also proposed practical solutions to improve the quality of Internet services at the company, proposed a number of recommendations to VNPT Group as well as the Ministry of Information and Communications to facilitate the development of Internet services at VDC company.

“Competitiveness of Data Communications and Computing Company - VDC in providing broadband Internet services” Master's thesis by Do Thi Thu Thuy, Academy of Posts and Telecommunications Technology, 2014. In-depth analysis of broadband Internet services of Data Communications and Computing Company, assessment of the current status of services, pointing out the strengths and weaknesses in providing broadband Internet services in the market of the company. In addition, the work also reflects the competitive status of the service in the market with other competitors providing the same service, at the same time pointing out the limitations and solutions to improve the competitiveness of services in the market. Recommendations are made for the Ministry of Industry and VNPT Group to further develop broadband Internet services.

1.1.1.2 Research group on Internet service management

In the article “The essence of Internet management in Vietnam” by author Xuan Nguyen published in the Communist Party of Vietnam Electronic Newspaper on February 18, 2011, the author clarified the Party and State’s policies and guidelines on the management of the Internet in Vietnam in a healthy and non-prohibitive manner. The Government of Vietnam has issued policies to manage the Internet in the most effective way, avoiding the use of the Internet for negative activities, which are not in accordance with morality, human dignity, traditional culture and modern civilization. The goal is to both meet the requirements of promoting the development of Internet telecommunications infrastructure and meet the needs of managing information content on the Internet. It is necessary to simultaneously ensure the right to information of people.

In the article “User-friendly Internet service business model - VNPT Knowledge Garden” by Nguyen Dong Long (2013) published in Information Technology & Communications Magazine, issue 2, June 2013, the user-friendly Internet service business model was outlined, implemented to optimize profits, expand the telecommunications and IT business network, especially Internet utilities, directly introduce traditional products, local characteristics to countries in the region and the world through the e-commerce system. With the idea of ​​creating an IT living environment, Internet access for young people in remote areas, both meeting the needs of using and popularizing IT in life such as the public utility programs of the Ministry of Information and Communications, the international information technology popularization activities of the Melinda - Bill Gates Foundation, and achieving the goal of effective Internet production and business.

The key point is that the model has created closeness to the environment and culture of people in different regions, stimulating users to participate in using the Internet to directly support their working and studying lives, because they can know the prices of goods, buying and selling addresses, agricultural knowledge, information, health, etc. The model has also combined online business of telecommunications and IT products and services, traditional craft products, local specialties with flexible management of socio-political organizations such as the Youth Union, Farmers' Association, etc.

The article also mentions the implementation of the Internet-friendly business model VNPT Knowledge Garden, which is very feasible for localities that are new to IT and preparing to widely apply e-commerce in the coming time. To promote sustainability and efficiency, telecommunications and IT enterprises need to combine public policies of local departments , branches, and sectors, closely coordinate with political organizations to maximize savings on construction costs, management costs, and labor costs by establishing "VNPT Knowledge Garden" as an authorized general agent whose main members are cadres at all levels of organizations, political-social organizations.


1.1.2 Research results and issues that need further research

1.1.2.1 Research results achieved

In the era of continuous development of information technology, the use of the Internet and Internet services is increasingly popular and used daily by all classes of society. Therefore, Internet issues are increasingly receiving deep attention from our Party and State.

The above research projects have outlined the basic issues of the Internet, including Internet services, studied and explained the theoretical and practical bases of Internet operations in different aspects and levels, thereby providing solutions to build and improve the Internet system as well as promote the operation of Internet services, helping people to access Internet services easily and quickly. These solutions are very practical, businesses including VDC can learn from experience and apply the solutions to manage activities at the company.

Research projects have proposed many solutions for Internet management in general and Internet service management in particular, but no project has studied and delved into Internet service management activities at VDC Company in the current period. According to the guidelines, policies and guidelines of the State, the Ministry of Information and Communications, and the Vietnam Posts and Telecommunications Group, for many years VDC Company has been interested in building and organizing the implementation of Internet service management, considering this both a goal and a driving force for the sustainable and stable development of the company. However, in reality, the system of policies for Internet service management in our country still has many limitations, does not cover all services, and management efficiency is not high. Therefore, it is necessary to comprehensively and systematically research and analyze Internet service issues, in order to innovate and improve the management efficiency of these services, gradually building a healthy Internet service system and bringing many practical benefits.
