Financial leasing also helps SMEs avoid the situation of being “stuck” in technology. If SMEs spend a large amount of money investing in technology, when there are any changes, they will not have the opportunity to change. This is especially true in the era of strong scientific and technological development like today, technology becomes outdated very quickly, and the technology life cycle is increasingly shortened. If businesses spend a large amount of money investing in technology and with the current lack of capital and management of Vietnamese SMEs, they will be at risk of being outdated, resulting in products that are not competitive enough. Meanwhile, machinery and equipment have not been fully depreciated and they are “stuck” in technology.

The experience of some countries in this matter is that they open their markets for used machinery and equipment to attract foreign technology, but they only accept tax exemptions for equipment that is suitable for the economic development needs determined for each period. Therefore, we should apply the same as them to help SMEs improve their production capacity more economically without turning the country into a "technology landfill".

In addition, the state needs to promote technological support for SMEs such as information on the technology market, technical assistance information, training... so that SMEs can choose appropriate technology.

Searching and processing the market to seize business opportunities is the weakest link of Vietnamese SMEs today. In addition, the provision of information from the authorities has not met the actual needs of businesses when there is no in-depth information for businesses to help them make their business decisions. We can learn from countries such as the US, Korea, Japan... to organize information research services according to the requirements of businesses. Authorities need to consider and strengthen the operation of commercial information channels so that they operate effectively, providing businesses with necessary and timely information.

We should establish more reputable e-commerce platforms so that businesses have the opportunity to display and introduce their products on the internet. This will be the focal point for providing information on markets, partners, products and a place to support online transactions, allowing businesses to participate in negotiations, sign contracts, carry out trade promotion and trade development tasks. This transaction method will help Vietnamese export businesses access a large market and a large number of consumers, using effective transaction technology with detailed and vivid information, without being limited by space, while reducing advertising and transaction costs. However, to create such trading platforms, businesses must have sufficient export capacity and SMEs must also commit to the ability to supply goods according to the contract to gradually improve the quality of these e-commerce platforms.

Every year, the Intellectual Property Office should have a similar announcement as a yearbook to announce all the trademarks, designs, and models registered in that year. Currently, there is a reality that many businesses want to know about the trademarks that were registered before their own trademark to avoid duplication but cannot find the source of information. Therefore, the authorities should widely announce this information to facilitate SMEs to find information about trademark registration.

An extremely urgent issue is that the State should spend money and invite experts to immediately organize extensive training courses for exporting SMEs on technology property law, building and protecting brands in domestic and foreign markets. Because in reality, businesses are only interested in how to have many customers, and export in large quantities without paying attention to building brands, as well as protecting their products according to industrial property law.

Support SMEs in building and promoting brands abroad

To support businesses in building and promoting their brands, trade promotion is a very important activity. To implement these measures, the authorities need to:

- Promote and improve the effectiveness of trade promotion activities of trade promotion organizations for SMEs such as:

+ Organize business delegations to go abroad or from abroad to Vietnam to research and survey the market.

CONCLUDE

In a developing country with strong economic transformation like Vietnam, the SME sector, typically the SME exporting agricultural and aquatic products, is also affirmed to play a very important role in the national development strategy. That is: eliminating poverty, shifting the rural economic structure, creating balance in the country's economic restructuring, creating balanced development for the economy and society. However, in the context of the economy being strongly impacted, there are serious threats to the entire agricultural and aquatic product export industry and especially the SME sector which is still weak in many aspects.

Thus, all countries, including Vietnam, must improve the competitiveness of SMEs so that this business sector can minimize the disadvantages for SMEs when integrating into the international market. This requires the Government to build a long-term vision strategy to develop the sector of enterprises exporting agricultural and aquatic products abroad, thereby promoting the growth of agricultural and aquatic product export turnover and realizing national development goals. Although the strategy is established in the long term, in the current economic context, economic fluctuations occur frequently, especially the global financial crisis that is forecasted to last until the end of 2009, which will cause the entire world economy to suffer and sharply reduce the export turnover of Vietnamese agricultural and aquatic products, so I also analyze the current situation as well as current solutions within the strategy to flexibly adapt to the economic fluctuations that are and will occur.

To successfully implement the strategy, there must be close coordination from both the SMEs and the State, but the impacts from the State to support and create a favorable environment for SMEs to operate are more important and must be implemented promptly and quickly. Therefore, in this article, I only try to provide solutions.
