The author proposed and discovered a new factor affecting the internal control system, which is information technology, and the moderating variables are authorization and public relations.


The presence and proper functioning of all components of the independent variables ensures the effectiveness of the internal control system.

Jokiiii (2010) argued that, to ensure the effectiveness and efficiency of operations, information reliability and legal compliance, enterprises need to have good internal control. The author stated that the internal control framework of COSO and CoCo shows that internal control needs to change depending on the characteristics of the enterprise, which is consistent with the theory of contingent response. In addition, the study examined the contingent response characteristics that enterprises choose to adapt to the internal control structure with more favorable results on the effectiveness of internal control. The study also used the SEM method to test the research models. The research results showed that enterprises that adapt the internal control structure to cope with environmental changes achieve high internal control effectiveness. In addition, corporate strategy has a significant impact on the internal control structure and is statistically significant.

Sultana and Haque (2011), argued that assessing the internal control structure in a company is necessary to determine the ability to ensure that the business activities are carried out in accordance with the set objectives. The study was conducted on 6 listed private banks in Bangladesh. The study developed a model based on the internal control framework according to the COSO report. This study has a similar model as mentioned above, however, in this study, they have ignored an independent component used in the previous study, which is information technology. The research model evaluates 5 internal control components that affect the effectiveness of the internal control system (the effectiveness of the Bank's operations, reliable financial reporting, compliance with legal requirements and relevant regulations). The model will be highly meaningful when the independent variables are determined to have a relationship with each control objective of the Bank, specifically the good operation of the control components (independent variables) provides reasonable assurance of the effectiveness of the internal control system (dependent variable). The results show that almost all banks in the country have achieved most of the components of internal control. Only one or a few banks have lacked some of the control components. This shows that


that more or less the existing internal control structure comprising the above five elements is effective for all the banks used in the study.

Gamage and Kevin Low Lock & Fernando (2014), studied the effectiveness of internal control system in commercial banks in Sri Lanka. The author concluded that internal control system is a key part of any organization. Internal control is a process designed and influenced by directors, management and other personnel to provide reasonable assurance regarding the achievement of organizational objectives related to the reliability of financial reporting, operational efficiency, compliance with applicable laws and regulations. Therefore, internal control is designed and operated to address identified business risks that may threaten the achievement of any of the organization's objectives. The results of the study showed that the independent variables including: Control environment, risk assessment, communication, control activities, monitoring have a positive impact on the dependent variable which is the effectiveness of internal control system.

Wang Jun (2015) "analyzed data from listed companies in China and confirmed that establishing a better internal control system will improve business performance of enterprises". The way to evaluate internal control, according to Emby (1994): the audit approach is based on the weaknesses of internal control through the assessment of specific cycles, such as inventory and sales cycles. Louwers (2002): the most suitable assessment method is the method based on the 5 components of the COSO report, this view has been included in the auditing standards. O' Leary, Conor (2004): built the ICE model based on 7 factors belonging to 3 components: Control environment, information system and control procedures

Vu, HT (2016), analyzed the impact of internal control components according to COSO and Basel reports on the effectiveness of internal control of Vietnamese commercial banks. In addition, the study added two independent variables, "political institutions" and "group interests", to the research model on the impact of internal control on the effectiveness of the internal control system of Vietnamese commercial banks.


The data were collected from surveys at 37 commercial banks - the fourth quarter of 2015 in Vietnam with 512 managers (out of a total of 1,000 managers at commercial banks in Vietnam) participating in this survey. The author used a combination of qualitative and quantitative methods to study. The results showed that the independent variables "internal control" and the variables "political institutions" and "group interests" have a statistically significant impact on the effectiveness of internal control.

Liu, Lin, Wei, Shu (2017), “Employee quality, monitoring environment and internal control” investigated and studied the impact of internal control staff on internal control quality. Using special survey data from Chinese companies, it was found that the quality of staff has an important positive impact on internal control quality. The study examined the effectiveness of internal monitoring and found that the effect was more obvious for companies that strictly implemented the Chinese internal control regulation system (CSOX), and enterprises with high organizational ownership would rate the importance of internal control more. The study confirmed that internal control staff plays an important role in the design and implementation of the internal control system.

The topics of internal control in the world mostly focus on studying the relationship of internal control system to financial activities. Appropriate internal control mechanism can prevent risks affecting financial statements effectively and quickly. Studies also show that companies that rely on IT can establish a stronger internal control mechanism.

Thus, up to now, the theoretical system of internal control has had a basic and complete theoretical framework. However, along with the changes in the business environment, the thinking and perception of managers and related individuals, the theory of internal control continues to be researched, supplemented and developed in depth in specific industries.

To evaluate the effectiveness of the internal control system, the most suitable evaluation method that studies have proposed is based on the 5 components of the COSO report. These are control environment, control activities, risk assessment, information & communication, and monitoring activities.


1.2. Domestic research

In our country, state economic experts have also conducted many studies, but there are still limitations in understanding this field in depth. To clearly see the importance of the effectiveness of the internal control system, protecting and preventing businesses from potential risks. Typical domestic studies are:

Nguyen Tuan and Duong Nguyen Hung (2015) reviewed the literature on research and experiments on internal control and the impact of internal control on control objectives at enterprises and commercial banks. The study synthesized the concept of internal control, using the internal control framework of COSO, Basel on internal control of commercial banks to suggest research directions and empirical models on the impact of internal control on the performance and risks of Vietnamese commercial banks. The study built a theoretical model of the impact of internal control on 2 control objectives, specifically the impact of 5 internal control components according to COSO and Basel reports on 2 performance objectives measured by ROA index and risk management objectives measured by ZScore index at Vietnamese commercial banks.

Nguyen Thi Thuy, 2016 "Measuring the level of influence of elements on the effectiveness of the internal control system at seafood processing enterprises in Khanh Hoa province". The results of EFA factor analysis extracted 5 convergent factors. The Eigenvalues ​​are all greater than 1 and the cumulative variation explains 72.617% of the variation of observed variables. The results of theoretical model testing: there are 5 factors affecting the effectiveness of the internal control system of Khanh Hoa seafood processing enterprises including: Control environment, Risk assessment, Control activities, Information and communication, Monitoring. All factors have a positive impact on the effectiveness of the internal control system. Therefore, enterprises need to pay more attention to the factors that strongly affect the effectiveness of the internal control system, which are Risk assessment, control environment, control activities, monitoring and finally information and communication. Nguyen Thi Phuong Dung (2016), "Factors affecting the effectiveness of internal control systems at foreign-invested enterprises in Linh Trung 1 export processing zone". The thesis builds hypotheses on factors affecting the effectiveness of internal control systems at foreign-invested enterprises in Linh Trung 1 export processing zone, including:

- Risk assessment

- Control activities

- Information and communication

- Monitor

Conducting a survey of twenty-five out of twenty-nine foreign-invested enterprises in Linh Trung 1 Export Processing Zone. Statistical analysis of the questionnaire responses, the study concluded: all five factors of risk assessment, control environment, control activities, information and communication, and monitoring affect the effectiveness of the internal control system at foreign-invested enterprises in Linh Trung 1 Export Processing Zone, with the level of influence from strongest to least strong as follows:

Through the survey, the author found that the factors affecting the effectiveness of the internal control system have different levels. The control environment in foreign-invested enterprises has many distinct cultural nuances, this factor also affects the awareness of all employees. Most enterprises have not established a specialized team.

From the above situation, the thesis has proposed some specific solutions for the five factors of risk assessment, control environment, control activities, information and communication, and monitoring to improve the effectiveness of the internal control system.

Diep Thanh Sang (2018) with the topic "Factors affecting the effectiveness of the internal control system in the collection of social insurance at the Social Insurance of Binh Duong province". According to the author, the model of factors affecting internal control has six factors: control environment, risk assessment, control activities, information and communication, supervision and awareness of social insurance participation.

After the author researched, surveyed qualitatively and quantitatively, the model results of factors affecting internal control showed five factors: control environment, risk assessment, control activities, information and communication, and supervision. In which supervision has an impact.

Based on the theoretical framework of Coso 2013 and the existing problems in the unit, the author has proposed a number of solutions to improve the effectiveness of the internal control system: raising the awareness of managers about the objectives and roles of the internal control system to have measures to direct and overcome shortcomings and problems. It is necessary to establish a consulting department with the function of consulting to ensure an effective internal control system that complies with the law.

Nguyen Luu Hong Yen (2019), "Improving internal control of tax inspection work at District 11 Tax Department". With general research methods and specific research methods, the author analyzes the current situation of internal control of tax inspection work at tax authorities and at taxpayers' headquarters. The research results have pointed out the advantages and disadvantages of internal control of tax inspection work at District 11 Tax Department and the causes of those disadvantages. Based on the analysis of theory and current situation, the author has proposed solutions along with implementation plans for each solution to improve internal control of tax inspection work at District 11 Tax Department.
