2.4.1. Current status of determining the purpose of educational management to prevent accidents and injuries for students

Determining the purpose of an activity or correctly determining the purpose of managing an activity is extremely important for both the performer and the manager. The purpose is what guides and directs the implementation of human activities and actions and is the final goal that the activity needs to achieve and is what is compared with the results of the activity, on that basis to accurately evaluate how the activity is performed. Therefore, we conducted a survey on this issue through question 1 (appendix 2).

Comments on the analysis results in table 2.6:

The purpose of the activities of education to prevent accidents for students and the purpose of managing these activities at the Sports Center are not completely synonymous, they are not one but have different meanings, if we understand them as identical, it is not correct. With 4 contents of the purpose, one is the purpose of educational activities, one is the purpose of managing those activities. Of those 4 contents, only the 4th content is the true purpose of managing the activities of education to prevent accidents for students at the Sports Center. Unfortunately, the majority of the people surveyed marked all 4 contents in the column "Correct, general", the column "Correct, not general". Thus, it can be said that the majority of the surveyed subjects do not understand and know which content is truly the true purpose of managing the activities of education to prevent accidents for students at the Sports Center. This is demonstrated by the data:

- Content 1: correct, general, accounting for 94.1%

- Content 2: correct, general, accounting for 91.7%

- Content 3: correct, general, accounts for 76.5%

- Content 4: correct, general, accounting for 89.4%

2.4.2. Current status of planning for accident and injury prevention education for students at Kien Thuy District Sports Center

Developing a plan for preventing and combating accidents for students is the initial task of the Center Director in managing this activity at the Sports Center. Based on the existing plan, the Director organizes, implements, and operates educational activities, teaching, training, etc. to carry out educational tasks and the contents of the program for preventing and combating accidents in order to achieve the purpose of this activity and is the basis for conducting inspections and evaluating the implementation process as well as the results achieved by this activity. We used question 2 (Appendix 2) to survey the current status of planning for preventing and combating accidents for students.

- Of the 9 contents surveyed, all 9 were assessed as very good, good and average, most of which were very good and good, only the 6th and 8th contents were average (accounting for a small percentage, 5.9% and 11.8%).

- There are 7 contents that are assessed as very good and good at 100%.

- 3 contents have a plan for education on preventing and combating natural disasters from the beginning of the school year, have a process for making an education plan and ensuring the conditions and feasibility of the plan are assessed to be implemented at a very good level of 100%. The remaining contents such as contents 3, 4, 5, 6 and 7 are assessed to be implemented at a very good level, also with a high rate from 83.5% to 94.1%.

Through the assessment of managers, teachers, coaches, collaborators, instructors, etc. shown in the statistical table, we can see that: the development of a plan for education on preventing physical abuse for students at the Sports Center is very well implemented, with procedural instructions, a general plan and detailed tasks for education on preventing physical abuse specified in the plan, with close direction from the Center Director, etc. Favorable conditions for management, direction, operation, organization, implementation and execution of the plan.

2.4.3. Current status of organizing and implementing accident and injury prevention education activities for students at Kien Thuy District Sports Center

The plan for education on prevention of accidents and injuries for students that has been developed needs to be implemented and enforced at the Sports Center with full content, on schedule, ensuring time and achieving the set goals. That is closely related to how well the education activities on prevention of accidents and injuries for students are organized and implemented by the Center Director, and to what extent the implementation results are achieved. To clarify this situation, we conducted a survey in question 3 (Appendix 2). The survey results are as follows:

To study the current situation of organizing and implementing activities to prevent accidents and injuries for students, we have proposed 11 work contents for survey. Through the data table, we can see:

- There are 6 work contents (1,2,3,4,7 and 10) that are evaluated to have all 3 levels of performance: good, normal and poor, the remaining 5 work contents are evaluated to be good and normal.

- Only 4 work contents (1, 6, 7 and 11) were assessed as well-implemented at a high level (from 77.6% to 96.5%), 5 work contents were assessed mainly at a normal level (from 80% to 92.9%) and 2 work contents (3rd and 10th) were assessed as poorly-implemented at a high rate (76.5% and 83.5%).

- The 2nd, 3rd, 4th, 5th, 8th, 9th, and 10th job contents were assessed as well-implemented with a low rate, only from 4.7% to 18.8%.

In general, the organization and implementation of work related to the prevention of accidents and injuries for students is mainly at a normal level. Particularly for the types of work that are done regularly, more often or have more attention from the Director, the organization and implementation is at a good level with a high percentage. On the other hand, the survey content is extensive and covers many different aspects, so the survey results above are consistent with reality.

2.4.4. Current status of the Center Director's direction of accident and injury prevention education activities for students

Directing is one of the functions of management, a task that managers must perform in the process of organizing and operating the activities of agencies, units, and organizations. The activity of educating students on preventing and combating natural disasters is a complex activity, with rich content, and many subjects and components participating at different ages. Therefore, it requires the Director of the Center to have close, timely, and comprehensive direction in all aspects of this activity in order to effectively and fully implement the content of the educational program and plan, avoiding errors and deviations. To understand the current situation of the direction of the Director of the Center, we conducted a survey on 9 contents and evaluated them in two aspects: the level of positive impact and the level of direction effectiveness (question 4, appendix 2). The survey results are as follows:

- Of the 9 contents of the Director's instructions surveyed, 6 contents (2nd, 3rd, 4th, 5th, 8th and 9th) were assessed as having a positive impact and high effectiveness, with a rate of 81.2% to 96.5%. This means that these instructions were received with much interest and attention by subordinates and the majority of teachers, trainers, collaborators and tour guides, and they correctly implemented the instructions of their superiors and followed the requirements of their superiors. In other words, the superiors command and the subordinates listen, ensuring the effectiveness of state management.

- There are 2 contents assessed at the normal impact level, which are the 1st and 6th contents, meaning that the positive and effective impacts are both at the normal level, with rates of 82.4% and 85.9%.

- Only the 7th directive is considered to have a negative impact and little effectiveness. This is understandable because when teachers, coaches, collaborators, and instructors are doing their teaching, education, or training work and know that someone is monitoring them, they do not like it.

- In general, the Director's direction has been well implemented, the direction has covered many aspects and many different tasks in the process of implementing the program content and plan for education on preventing physical education for students at the Sports Center.

2.4.5. Current status of inspection and evaluation of accident and injury prevention education activities for students by the Director of Kien Thuy District Sports Center

Checking and evaluating the activities of education on preventing and combating natural disasters for students at the Sports Center is the function and task of the Center Director, the final step of the management cycle before moving on to a new cycle. Only by checking and evaluating can the Director know how far the activities of education on preventing and combating natural disasters for students have been carried out and what level of results have been achieved, thereby making timely adjustments and supplements in the plan or content, directing to overcome shortcomings if any, adjusting the working attitude towards subordinates, etc.

Lack of inspection and evaluation by the Director can easily lead to the activities of education on preventing physical education for students not being carried out seriously, the educational content not being fully implemented, the conditions for education and training in physical education and training not being guaranteed, accidents can happen to students, athletes, etc. To understand the current situation of the content. The survey results are as follows:
